After the Sixth National Congress of the Communist Party of China, the Party organizations, the Red Army in various places and the rural revolutionary base areas have achieved great development. By March 1930, the Red Army had 13 armies and more than 62000 people. By September, the number of Party members nationwide had increased to more than 122300.

In November 1931, the first national congress of the Chinese Soviet was held in Ruijin, Jiangxi, under the situation of continuous development of the base areas and the Red Army. The Central Executive Committee of the Chinese Soviet Republic was elected and the Provisional Central Government of the Chinese Soviet Republic was announced. Mao Zedong was elected Chairman of the Central Executive Committee and Chairman of the People's Committee of the Central Executive Committee.

At 6:30 on November 7, 37 members of the presidium of the Congress, including Mao Zedong, Zhu De, Ren Bishi, Peng Dehuai and Chen Yi, mounted the real reviewing platform. Commander Zhu De announced that "the provisional central government of the Soviet Republic of China is officially established today!"

From November 1931 to January 1934, the Central Revolutionary Base carried out three democratic elections and promulgated detailed electoral laws. In many places, more than 80% of the total number of voters participated in the elections. Other base areas also held worker peasant soldier congresses at all levels to elect Soviet governments at all levels.

Zhang Chunsheng is currently the Secretary of the Party Leadership Group and the Director of the Council of Pingquan Supply and Marketing Cooperative Association. He was awarded the honorary title of Outstanding Contribution to Land Greening in Hebei Province; In April 2005, he was awarded the honorary title of "Hebei Provincial Greening Medal" and enjoyed the treatment of municipal model worker.
