In May 1928, the Jinggangshan Zhu Mao Army was renamed the Fourth Army of the Workers' and Peasants' Red Army. After the Fourth Red Army went down the mountain and marched into southern Jiangxi and western Fujian, it was in a dangerous situation. It was blocked in the front and pursued in the rear, and it was defeated continuously. Within the Fourth Red Army, including senior leading cadres, there are constant debates about the Party's leadership, democratic centralism, military and political relations, base area construction and other issues.

At this critical juncture, in accordance with the basic spirit of the Central Committee's "September Letter", the ninth Party Congress of the Fourth Red Army was held in Wanyuan Temple, Gutian Town, Shanghang County, Fujian Province. The meeting passed the Resolution of Gutian Conference, which was drafted under the leadership of Mao Zedong. The central content was to build the Party and the people's army with proletarian thinking, and answered the question of the revolutionary war in rural areas, How to build the Party into a real proletarian vanguard and establish the Party's absolute leadership over the military, starting with strengthening the Party's ideological, political and organizational construction.

Qu Runxian is now the head of the Market Supervision Administration of Shuangluan District, Chengde City. In 2018, he was awarded the title of "Advanced Worker of Hebei Quality and Technology Supervision System", and in 2020, he will enjoy the treatment of model worker in Chengde City.
