"The goal of achieving carbon peak and carbon neutrality should be unswervingly achieved, but it is impossible to achieve its goal in one battle. We should persist in making progress while maintaining stability and gradually achieve it." Since the commitment of "double carbon" was made at the 75th United Nations General Assembly in September 2020, General Secretary Xi Jinping has made important remarks on "carbon peak and carbon neutrality" for many times. Under the goal of "double carbon", China's new energy is developing by leaps and bounds, accelerating the improvement of the matching service level, and building an energy and meteorological service system that meets the demand is imperative.

The theme of this year's World Meteorological Day is "the forefront of climate action". The World Meteorological Organization believes that it is urgent to mitigate climate change, and greenhouse gases that capture heat in the atmosphere must be significantly reduced. The indispensable step is to phase out the use of polluting fossil fuels and use cleaner energy instead.

"Fine Resource Assessment", "Multi scale Forecasting", "Multi energy Power Disaster Warning Products"... In recent years, the Wind Energy and Solar Energy Center of the Public Meteorological Service Center of the China Meteorological Administration (hereinafter referred to as the "Wind Energy and Solar Energy Center") has been targeting national needs, benchmarking international frontiers, making continuous efforts in forecasting and early warning technologies, and contributing to China's energy transformation and renewable energy development, The continuous improvement of installed capacity provides a strong guarantee.

As early as 2005, China has started the assessment of wind and solar energy resources, which has been developing for 19 years. At present, the Wind Energy and Solar Energy Center will launch the annual outlook bulletin on China's wind energy and solar energy resources every year. According to the latest bulletin, in terms of wind energy resources, the national wind energy resources will be a normal year in 2023, and the wind energy resources in the central and eastern parts of Inner Mongolia, eastern Heilongjiang, northern Hebei, northern Shanxi, northern and eastern Xinjiang, Qinghai Tibet Plateau, and the mountain ridges of Yunnan Guizhou Plateau will be better, which is conducive to wind power generation. Among the new energy bases on the major continent of the "14th Five Year Plan", Xinjiang, Hexi Corridor, Jizigou of the Yellow River, North Hebei and other new energy bases have better wind energy resources.

In terms of solar energy resources, in 2023, the solar energy resources in China will be relatively small. From the perspective of spatial distribution, the solar energy resources in the western region of China will be better than those in the central and eastern regions in 2023. Xinjiang, Inner Mongolia, the central and western regions of northwest China, northern North China, Tibet, and the western regions of southwest China will have the most abundant solar energy resources. Among the new energy bases on the major continent of the "14th Five Year Plan", Xinjiang, Hexi Corridor, the upper reaches of the Yellow River, the Jizigou bend of the Yellow River, northern Hebei and other new energy bases have better solar energy resources.

Scenery resources are important to achieve the goal of "double carbon". Wind power and solar power generation are characterized by intermittency, fluctuation and periodicity. The short-term and high-frequency fluctuations in meteorological conditions will have a huge impact on the power generation efficiency and output of wind power generation facilities. Their production, transmission, dispatching and operation are highly dependent on the weather and climate conditions, which requires more accurate forecasting services for wind power and photovoltaic power generation resources.

To this end, the meteorological department has made a series of explorations and efforts——

We will strengthen the general survey and planning of climate resources, optimize and improve the layout of wind and solar energy monitoring stations, and comprehensively explore and evaluate wind power and photovoltaic power generation resources. At present, the wind energy resource assessment of 1 km resolution in complex terrain of key areas and the refined wind energy resource assessment of 100 m resolution in wind farm scale have been realized. Based on satellite remote sensing data, we can obtain the national 1 km resolution solar photovoltaic and solar thermal resource assessment, as well as the national refined solar resource map. At present, the China Meteorological Administration is promoting a new round of national survey of scenery resources, which will provide more scientific support for large-scale development of new energy and refined site selection.

In terms of the improvement of forecasting capability, the China Meteorological Administration continued to promote the construction of short-term, short-term to monthly scale wind and solar energy resources forecasting capability. An autonomous and controllable numerical forecasting system for wind and solar energy resources of the China Meteorological Administration was established. On March 15, 2022, wind and solar energy forecasting products were officially issued to the national meteorological departments. Wind and solar energy resources in the next 14 days and 15 minutes were forecasted twice a day, supporting national and provincial meteorological departments to carry out energy supply assurance services and wind and solar power forecasting services. At the same time, based on the demand of enterprises in the industry for power forecasting, the China Meteorological Administration has organized and implemented the demonstration plan of refined meteorological services for wind and solar power generation, collected excellent new energy meteorological forecasting technology and methods from national and provincial meteorological departments, carried out product research and development and inspection through the "horse racing system", selected the best forecasting products, and continuously improved the accuracy of wind and solar forecasting.

In terms of improving disaster early warning capability, power facilities and energy production and operation are seriously affected by disasters. The meteorological department has developed a variety of energy and power disaster early warning products such as wire icing, fan icing, and power load. At the same time, as a national level early warning information release center, it has a national provincial city county four level early warning information release system, Effectively implement the main responsibility of the first line of defense for disaster prevention and mitigation.

At present, the meteorological department already has refined wind and solar energy resource assessment and planning site selection technology, has a seamless and refined forecasting product system and specialized disaster warning model for the year, season, month, day, hour and minute, and combined with the application of artificial intelligence technology, the forecast level can be comparable to the main international forecasting models. In key provinces, it has a complete new energy power forecasting business process and business system, which can provide the energy and power sector with a full chain of meteorological services.

Focusing on China's "dual carbon" strategy, the meteorological department will continue to deepen energy meteorological services. This year's government work report mentioned accelerating the construction of a new energy system and promoting the development and utilization of distributed energy, which put forward new requirements for energy meteorological services. The Wind Energy and Solar Energy Center of the Public Meteorological Service Center of the China Meteorological Administration said that it would work with the National Energy Administration to promote the general survey of wind energy and solar energy resources, provide decision-making support for the green and low-carbon transformation of national energy, continue to optimize energy supply services, and improve the refinement level of key scenarios such as the energy base of meteorological services and export channels with "one enterprise, one policy".
