The Green Book on Climate Change is an authoritative annual publication jointly compiled by experts from the Chinese Academy of Social Sciences and the China Meteorological Administration and front-line scholars in the field of climate change in China. This year, the book focuses on actively and steadily promoting carbon peaking and carbon neutrality, deeply analyzes the new situation facing international and domestic climate change, and shows China's policies and actions to actively and steadily promote carbon peaking and carbon neutrality from different aspects.

China Meterological Administration Director Chen Zhenlin pointed out that the world has been experiencing climate change characterized by global warming for nearly a hundred years, and global warming has profoundly affected human survival and social development. The period from 2015 to 2023 is the warmest nine years since records were made, and 2023 is also likely to be the warmest year since global records were made. It is expected that the global average temperature will continue to reach new highs in the next five years. The international community has increasingly recognized that nature and human systems are facing serious threats and challenges brought about by climate warming, and actively taking measures to deal with climate change has become the common will and urgent need of all countries in the world. The "double carbon" strategy is a major strategic deployment carefully made by the Party Central Committee with Comrade Xi Jinping at the core. It is an internal requirement to solve the prominent problems of resource and environmental constraints in China and achieve sustainable development. It is also an urgent need to coordinate security and development and achieve high-quality development.

Wang Changlin, Vice President of the Chinese Academy of Social Sciences, said that the report of the 20th National Congress of the Communist Party of China will "actively and steadily promote carbon peaking and carbon neutrality" as the key content of promoting green development and promoting the harmonious coexistence of man and nature. This is a major strategic decision made by the Party Central Committee with Comrade Xi Jinping at the core, and it is also our solemn commitment to the international community. The Central Economic Work Conference held this month also listed the in-depth promotion of ecological civilization construction and green and low-carbon development as one of the "nine major tasks" of economic work next year, with particular emphasis on actively and steadily promoting carbon peaking and carbon neutrality, and accelerating the building of a green and low-carbon supply chain. This has provided an action guide and fundamental guidance for China to comprehensively promote the overall layout of "Five in One" and accelerate the transformation of green development in the new era. Since General Secretary Xi Jinping proposed China's "dual carbon" goal at the United Nations General Assembly on September 22, 2020, China has always adhered to the concept of a community with a shared future for mankind, actively and steadily promoted carbon peaking and carbon neutrality, and made remarkable achievements.

Social Sciences Academic Press President Ji Xiangde pointed out in his speech that climate change is a serious challenge facing human society today. President Xi Jinping has repeatedly stressed that tackling climate change is an inherent need for China's sustainable development and a responsibility to promote the building of a community with a shared future for mankind. In this context, many experts in relevant fields are actively carrying out in-depth research, constantly contributing Chinese wisdom, providing Chinese solutions, and playing a key role. The Green Book on Climate Change is an authoritative think tank report jointly created by the China Meteorological Administration and the Academy of Social Sciences for many years. Since its first publication in 2009, it has continuously and systematically expounded the Chinese concept of global response to climate change, effectively promoting China's participation in the governance of global climate change to a new level. Among them, the Green Book on Climate Change is the most representative masterpiece among the achievements of the Social Sciences Literature Press. It has not only won the Excellent Book Award and the Excellent Book Report Award for many times, but also been translated into English for many times, demonstrating China's responsibility as a major country in actively responding to climate change.

The Green Paper on Climate Change emphasizes that the global climate crisis is becoming more and more serious, the sustainable development of human society is facing unprecedented challenges, and there is a long way to go to achieve the goals of the Paris Agreement. Responding to the climate crisis and promoting the transformation of global green development has gathered the broadest global consensus. Faced with the complicated international situation, China has actively and steadily promoted the carbon peak and carbon neutrality work to make positive progress. The "1+N" policy system has been established and constantly improved to guide the local, urban, industrial, corporate and social public to take active action, and gradually form the joint force of the whole society to implement the "double carbon" goal.
