Since 2023, Jingxing County has steadily promoted the centralized management of rural party member files at the county level, effectively solving the problems of difficult file management, low standardization, and lack of professional strength of grass-roots party members. Up to now, 7379 party member files in the county have settled down in the rural party member file management center of Jingxing County, effectively promoting the upgrading of rural party member file management.
Formulate the List of Filing Materials for Rural Party Members' Archives in Jingxing County, organize township business backbones to carry out business training, and incorporate the standardized management of party members' archives into the key tasks of grass-roots party building. According to the requirements of "four separate rooms", namely, archives warehouse, archives reference room, staff office and archives sorting room, the archives room for rural party members shall be built with high standards, and relevant equipment shall be installed to improve the archives management site. "One person, one file, one code" is implemented for 7379 rural party member files in the county.
Establish a special work shift at the county level, unify the filing standards, clarify the list of 35 items of materials, and implement the "one-to-one" package guidance according to the five stages and 25 steps of recruiting Party members. Seven full-time personnel with file management experience are selected to be responsible for the daily management, inquiry and acceptance of rural party member files in the county, and the dynamic update of the transfer in and transfer out of rural party member files every month to ensure the effectiveness of the work and do a good job of filing review.
The Party committees in 17 townships and towns in the county are numbered at the first level, the Party branches in 321 administrative villages are numbered at the second level, and the Party members in the Party branches in each village are numbered at the third level according to the time of joining the Party, so as to achieve the goal of "one file and one number". Make clear provisions on the access to rural party members' archives, standardize the access procedures, establish the Account for Access to Rural Party Members' Archives in Jingxing County, adhere to the principle of registration every time you read, ensure that each time you use the party members' archives, the records are standardized and well documented.
