Nanjing is a big city of equipment manufacturing industry, committed to building an international consumption center city. In 2023, the city's equipment manufacturing industry will account for more than 50% of the city's industrial added value above designated size, and the total retail sales of social consumer goods will reach 820.107 billion yuan, an increase of 4.7% over the previous year. Implement the renovation and transformation of equipment and facilities in various fields. Focusing on equipment renewal in eight major fields of industry, energy and environment, construction, transportation, agriculture, education, culture and tourism, and medical care, we will promote intelligent transformation and green transformation of the manufacturing industry, and improve the safety level of old devices.
Implement the action of trade in diversified consumer goods. Focusing on four major categories of consumer goods, namely automobiles, e-bikes, household appliances and home decoration, the city has jointly introduced an incentive policy to exchange old cars for new ones, and used promotional activities, such as discounts, coupons, and charging piles for car purchases, to stimulate consumers' willingness to exchange new ones.
Implement high-efficient resource recycling action. Strengthen the guidance of product technical standards, and implement the resource recycling standards. Benchmark the international advanced level, strengthen the connection between domestic and international standards in key areas, and promote the development of Nanjing's products and equipment towards high-end, intelligent and green.
Implement actions to improve quality supply. Based on the city's "2+6+6" innovative industrial cluster advantages, implement the action of "increasing varieties, improving quality and creating brands", strengthen the innovation iteration of new technologies and new products, and enhance the supply capacity of high-end products. Accelerate the construction of the "trinity" supply system of products, technology and regional consumption, improve supply capacity, and further stimulate potential consumption demand through effective supply.

The Municipal Development and Reform Commission took the lead in preparing the Implementation Plan. In general, compared with the national plan, the Implementation Plan presents four characteristics in terms of "objectives", "actions", "areas" and "tasks".
