He introduced that Jiangning has accumulated a solid "family base" by promoting new industrialization: the number of industrial enterprises above designated size and the industrial output value above designated size both account for more than 1/4 of the city's total; Last year, the number of newly added specialized and new enterprises ranked first in the province; With rich innovation resources, it has a large number of major innovation platforms, such as Zijinshan Laboratory and the National Third Generation Semiconductor Technology Innovation Center, and has introduced 84 national specialized and new "little giant" enterprises, ranking first in the number of districts and counties in the province. Jiangning has been exploring how to transform better innovation resources into real productivity, and will unswervingly implement and promote it from five aspects.

We will unswervingly focus on scientific and technological innovation and industrial innovation. We will make every effort to ensure that Zijinshan Laboratory breaks through more key core technologies, and actively promote the formation of an innovation consortium between six national key laboratories and enterprises, including millimeter wave, to provide a continuous source of power for Jiangning's industrial innovation. We will strengthen platform construction, especially implement the opinions of the Office of the Central Committee of the Communist Party of China and the Office of the State Council on promoting the deep integration of the "four chains", build Zijinshan and Kirin "two science and technology cities", and efficiently transform the rich innovation resources into real productivity. Through the establishment of mechanisms such as achievement transformation and talent training, the "task book" is actually turned into "construction drawing", forming a good situation of focusing on implementation.

We will unswervingly focus on the construction of innovative industrial clusters. At present, Jiangning has built a batch of 100 billion level industrial clusters led by smart grid, new energy vehicles, high-end intelligent equipment manufacturing and new generation information technology. The next step will be to expand the "5+4+5" innovative industrial clusters, and strive to make breakthroughs in leading industries to the scale of 200 billion yuan as soon as possible. Actively promote the leading industries represented by artificial intelligence and biomedicine, as well as the future industries represented by network and hydrogen energy technology, to accelerate the growth at a scale of more than double digits.

We will unswervingly promote the new industrialization of AI empowerment. To focus on new industrialization, artificial intelligence is an important starting point. Jiangning will spare no effort to build a computing base, accelerate the operation of Phase II of Nanjing Intelligent Computing Center located in Kirin Science Park, and start Phase III as soon as possible. Strive to create a national AI innovation platform, promote more general models to be used in smart grid, biomedicine and other fields, and help AI enable government services and social governance.

We will unswervingly promote the construction of major projects. In the introduction of major projects in the manufacturing industry, we launched investment promotion around 10 billion level projects and 5 billion level projects. With the help of market-oriented mechanism, integrate the strength of major parks, and focus on the "5+4+5" innovative industrial cluster oriented investment attraction, to ensure that this year, more than 200 manufacturing projects worth more than 100 million yuan and more than 2 projects worth 10 billion yuan will be attracted. In terms of service guarantee for major projects, Jiangning plans to implement 194 major industrial projects in provinces, cities and districts this year, and strive to start 70% of the projects in the first quarter and 100% in the first half of the year by building a full life cycle service guarantee mechanism. Further compact responsibilities and give play to the leading force of the park. Last year, the total industrial investment in the four major development parks of Jiangning Development Zone, Binjiang Development Zone, Jiangning High tech Park and Kirin Science and Technology Innovation Park accounted for 88.4% of the total industrial investment in the region. Jiangning will continue to deepen the reform of the park, compact major project responsibilities and give play to the leading force of the park.

Firmly promote the optimization of business environment. The business environment is the best "gold lettered signboard". Jiangning has built a full factor planning, full chain approval, and full cycle management approval system to ensure that from the beginning of the project negotiation, the relevant departments will provide security for the project, "starting with land" and "putting into production as soon as completed", so that Jiangning enterprises can "do everything without looking for anyone". Jiangning will, in accordance with the requirements of openness, transparency and standards, build government service standards, and create a business environment in line with international standards, which will help promote high-quality development and new industrialization.
