On the website of the National Health Commission of China, the Opinions on Promoting the High Quality Development of Children's Medical and Health Services was released on the 10th, which clearly pointed out that we should improve the response plan for children's peak visits to meet the medical needs of children patients in peak periods. The Opinion was jointly issued by the National Health Commission, the National Development and Reform Commission, the Ministry of Education and other ten departments.
With regard to the main objectives, the Opinions defined that by 2025, children's medical and health service systems at the national, regional, provincial, municipal and county levels should be improved with clear functions, reasonable layout, appropriate scale and efficiency. The balance of paediatric medical resources allocation and services has gradually improved. Every thousand children have 0.87 pediatric practitioners (assistants) and 2.5 beds. The ability of children's medical and health services has continued to improve. By 2035, a balanced, coordinated and efficient children's medical and health service system will be basically formed to better meet the needs of children's medical and health services.
With regard to the provision of high-quality medical and health services for children, the Opinions pointed out that it is necessary to improve the ability to diagnose and treat children's major diseases and emergency and critical care. Focus on children's major diseases, and promote the diagnosis and treatment ability of pediatric major diseases with the development of specialty. Promote multi-disciplinary diagnosis and treatment mode, and explore continuing treatment for major childhood diseases in adulthood in the National Children's Medical Center or qualified children's specialized hospitals.
Rely on provincial, municipal and county hospitals and maternal and child health institutions to promote the construction of treatment centers for critical children and newborns, improve the green channels and integrated services for 24-hour treatment of children in children's hospitals, general hospitals, TCM hospitals and maternal and child health institutions, and ensure the effective connection of pre hospital medical emergency, inter hospital referral and transfer, and in hospital treatment.
The Opinions also clearly pointed out that we should improve the response plan for children's peak medical visits, effectively coordinate the medical resources of paediatrics and related departments according to the needs of children's medical services during student holidays and seasonal disease peak periods, and reasonably allocate medical personnel to meet the medical needs of children's patients in peak periods.
Regarding the improvement of supporting policies for the high-quality development of children's medical and health services, the Opinions pointed out that children's drug shortcomings should be supplemented. Adhere to the guidance of pediatric clinical needs to promote the research and development of drug manufacturers, increase the support for the research and development of children's drug varieties and key technologies, and make up for shortcomings such as inadequate dosage forms and specifications of children's drugs. We will strengthen the monitoring of children's drug use, dynamically adjust the list of drugs in short supply, including children's drugs, and the key monitoring list of clinically necessary drugs in short supply, and strengthen the monitoring and early warning of drug production and supply chain in short supply.
