According to the pilot scheme, CCB will use the patent evaluation guidelines and the data issued by the State Intellectual Property Office as the underlying support, combine the patent validity period, patent type adjustment coefficient, and additional adjustment coefficient, and use the internal evaluation method of intellectual property rights to determine the value of collateral in the process of intellectual property pledge financing business, instead of relying on third-party institutions to issue evaluation reports, Further improve the efficiency of the whole business process. The pilot project is planned to be carried out in branches at all levels in Beijing, Suzhou, Zhejiang, Shandong, Hubei, Guangdong, Shenzhen, Sichuan and other provinces and cities.

The State Administration of Financial Supervision and the State Intellectual Property Office require CCB to properly select pilot branches, refine work plans, strengthen work guarantee, arrange progress in an orderly manner, earnestly comply with relevant laws, regulations and regulatory rules, scientifically apply intellectual property assessment rules and standards, and do a good job in dynamic risk management. At the same time, China Construction Bank is required to "conduct pilot, optimize and summarize at the same time", analyze and verify the evaluation method in combination with the actual effect of the pilot, actively seek opinions from the competent department, and timely revise and continuously optimize the evaluation method, index, coefficient and reference data. Strengthen the development and application of intelligent evaluation model tools, and effectively control the valuation deviation caused by the subjective factors of the operator. Perfect the internal due diligence exemption mechanism of the pilot work, and exempt the handling personnel who have performed their duties in the process of intellectual property pledge financing business.

The State Administration of Financial Supervision and the State Intellectual Property Office will pay close attention to the achievements and problems in the pilot work, and summarize experience and methods in a timely manner.
