Recruitment Announcement of Zhejiang Public Institutions in 2024 - Public Institutions in Jiande City, Hangzhou Recruit 60 People

In accordance with the Regulations on Personnel Management of Public Institutions (Order No. 652 of the State Council), the Measures for the Implementation of the Interim Provisions of the Ministry of Human Resources of the People's Republic of China on the Public Recruitment of Personnel in Public Institutions (HRZ [2006] No. 5), the Operational Procedures of Public Recruitment of Personnel in Public Institutions in Hangzhou (Trial) (HRSF [2014] No. 380) and other documents, In 2024, some public institutions in Jiande will open recruitment to the public. The relevant matters are hereby announced as follows:

1、 Recruitment unit and position

It is proposed to recruit 60 staff this time. For details of the recruitment units, positions, number of people, conditions and other requirements, see the Plan for Unified Public Recruitment of Staff in Some Institutions of Jiande City in 2024 (see the annex for details).

2、 Recruitment target and basic conditions

Applicants shall meet the following conditions:

1. Have the nationality of the People's Republic of China;

2. Abide by the Constitution and laws of the People's Republic of China;

3. Have good conduct;

4. Adapt to the physical conditions required by the post;

5. Have the educational background, qualifications, job qualifications, professional (practice) qualifications and skill requirements required by the post;

6. Having other conditions required by the post;

7. The age is generally below 35 years old (born after May 15, 1988, and so on). If there are other provisions in the notice on recruitment posts, those provisions shall prevail. The deadline for calculation of other relevant qualifications or work experience is May 15, 2024. The place of origin of students refers to the place of residence when they are admitted to colleges and universities after the college entrance examination;

8. Some posts specifically recruit fresh graduates from ordinary colleges and universities, specifically including the following objects: ① graduates from ordinary colleges and universities in 2022, 2023 and 2024, including returned overseas students who graduated in the same period, and part-time graduate students who meet the requirements of the Teaching and Research Department Letter [2019] No. 1 issued by the General Office of the Ministry of Education and other five departments; ② Persons in other circumstances who can enjoy the employment treatment of fresh graduates according to national policies.

The time limit for college graduates to obtain corresponding certificates in 2024 is before September 30, 2024.

9. Recruiting post targets for college graduates and ex servicemen: the ex servicemen who participated in the national unified entrance examination for ordinary colleges and universities and were recruited into the military during their college study, and who returned to school and completed their studies after retirement, or the ex servicemen who participated in the national unified entrance examination for ordinary colleges and universities and were recruited into the military after graduation.

10. The scope and object of recruitment for outstanding village cadres in Jiande City: in the administrative region of Jiande City, the elected person who has served as the head of the current village party organization and village committee (hereinafter referred to as the "two committees" of the village) for two consecutive years or the current member of the "two committees" of the village for more than three consecutive years. Before the current round of village level organization change, the person who has already served as the head of the "two committees" of the village, and after the "one shoulder pick" of the village party organization secretary and the director of the village committee is implemented, the person who has changed to be the deputy secretary of the village party organization and the deputy director of the village committee, after the change of office, the time of serving as the deputy head of the "two committees" of the village can be included in the calculation of the time of continuously serving as the head of the "two committees" of the village. Those who serve as village cadres during off job study in ordinary colleges and universities are not included in their tenure. The incumbent of the village "two committees" is required to be 18 to 40 years old, with a state recognized secondary technical school or high school degree or above. Other personnel are required to be 18 to 35 years old and have college degree or above recognized by the state.

11. Graduates who are not graduating in 2024 and studying in full-time colleges and universities cannot apply for the exam. Graduates who are not graduating in 2024 and studying out of work in full-time colleges and universities cannot apply for the exam with their original academic qualifications and degree certificates. Active servicemen cannot apply for the exam. The personnel with the status of Jiande City's institutional establishment shall not apply for the examination. People with civil servants (including those who participate in public service) and public institutions outside Jiande City can apply for the examination only after obtaining the consent of the unit and its superior competent unit, and provide a written certificate signed and sealed when reviewing the qualification.

12. Candidates shall not apply for positions with the recruitment unit under the avoidance conditions listed in Article 6 of the Regulations on Personnel Management Avoidance of Public Institutions (RSBG [2019] No. 1).

13. Persons who have been subject to criminal punishment due to crimes, expelled from the Communist Party of China, dismissed from public office, listed as the object of joint punishment for dishonesty according to law, identified in personnel recruitment at all levels as having committed fraud and other serious violations of examination and employment discipline, suspected of violating laws and disciplines, being subject to review and having not yet reached a conclusion Personnel who are not allowed to be employed as staff members of public institutions in other circumstances as stipulated by laws and regulations shall not apply for examination.

3、 Sign up

Registration, preliminary qualification examination and payment confirmation are conducted through the Internet.

(1) Registration and preliminary qualification

Registration and registration time: 9:00, May 15 to 16:00, May 17, 2024.

The candidates log in to the online registration system of Jiande Personnel Examination (hereinafter referred to as "online registration system"), http://125.124.24.208:8016 ), register personal real information, complete the commitment of integrity, fill in relevant information truthfully, accurately and completely according to the job requirements and the prompts of the "online registration system", upload and use the "photo processing tool" provided by the "online registration system" to process my recent ID photos (the saved photos are about 10K, 295 × 413 pixels in length and width), and select the unit and position for registration. Registration only without post reporting is considered invalid. Applicants can only use their ID cards within the validity period of the second generation to register, and each person is limited to one post. Registration and registration will not be accepted after the expiration of the time limit. In this stage, candidates can change their personal application information. The recruitment unit will not make a preliminary review for the time being. The position of candidates is subject to the position finally selected by the candidates. Candidates can log in to the "Online Registration System" at 12:00 p.m. every day from May 16 to May 17 to view the recruitment plan and the positions where the number of candidates is less than 1:8 or more than 1:50.

Time of preliminary qualification examination: 9:00, May 20 to 16:00, May 21, 2024.

The Municipal Human Resources and Social Security Bureau and all recruitment units are responsible for organizing the implementation and interpretation of qualification review. Professional conditions can refer to the professional catalogue of ordinary colleges and universities issued by the Ministry of Education, the professional catalogue of national technical colleges issued by the Ministry of Human Resources and Social Security, and the professional catalogue of civil servant recruitment examination in Zhejiang Province. For majors not listed in the catalog, follow the principle of basically consistent professional direction. Foreign education and majors can be reviewed according to the principle of similarity between the candidates' majors and those published in the announcement. During this period, the "online registration system" is not open to candidates.

Time for inquiry and re registration: 9:00, May 22, 2024 – 16:00, May 23, 2024.

Registered personnel log in to the system to query the preliminary qualification review results. Those who have passed the preliminary qualification review cannot apply for other positions; Those who fail to pass the preliminary examination may re register and accept the preliminary qualification examination within the specified time. The deadline for revision is 16:00 on May 23, 2024. Those who fail to change their report in time shall be deemed to have given up the application.

Payment confirmation time: 9:00 a.m., May 24 to 16:00 p.m., May 26, 2024.

Applicants who have passed the preliminary qualification review log in to the "Online Registration System" to confirm the online payment (the registration fee is 50 yuan) and inquire whether it is completed. If the payment is not confirmed on time, it shall be deemed as giving up the application automatically.

If the number of applicants is less than 3 times of the recruitment plan after payment confirmation, the recruitment plan will not be reduced or the examination will not be held. The recruitment plan will not be reduced for the post whose educational background is required to be a graduate student. Applicants who have approved the reduction of recruitment plan but have passed the payment confirmation will be notified to change their report.

(2) Download and print the admission card

Time: 9:00, May 31 to 9:30, June 2, 2024.

The person who has completed payment confirmation logs in to the "Online Registration System" and downloads and prints the exam admission card. The responsibility for influencing the examination due to the late printing of the examination permit shall be borne by the examinee.

(3) Precautions

1. If applicants only register but do not register or pay fees, the application is invalid. The number of valid candidates for the position is subject to the actual number of people who pay fees; The initial qualification review of the staff shall be subject to the position finally selected by the candidate.

2. On the premise of meeting the professional and other conditions, graduates of the preparatory technician (technician) class of technical colleges can apply for positions with a bachelor's degree (including bachelor's degree requirements), and graduates of the senior class can apply for positions with a college degree.

3. The corresponding educational background required by the post shall be recognized based on the graduation certificate.

4. The "work experience" required by the post shall be subject to the signed labor (employment) contract, social security payment records and other valid certificates. This work experience does not include the experience of participating in social practice, internship, part-time work, etc. while studying in ordinary colleges and universities.

5. Foreign academic degrees must be certified by the Overseas Study Service Center of the Ministry of Education.

6. The registration information filled in by the candidates should be true, accurate and effective, and consistent with the original copies of the ID card, household register, education (degree) certificate, professional and technical qualification certificate, professional (executive) qualification certificate and other relevant certificates (certificates). Anyone who practices fraud will be disqualified for examination or employment once verified.

4、 Examination

The examination includes written examination and interview (professional test). The total score is calculated as 40% of the written test score and 60% of the interview (professional test) score (calculation formula: total score=written test score × 40%+interview (professional test) score × 60%, if the total scores are equal, the one with the highest written test score will rank first).

1. Written examination

The written examination is in the form of closed book, and the full score is 100, The written examination will be held on June 2, 2024 (Sunday) , applicants must take the written examination at the time and place specified on the admission card by presenting the admission card and the original ID card within the validity period (neither of them is allowed). If applicants fail to take the written examination as required, they shall be deemed to have given up the written examination and will not enter the following procedures.

Written examination content: Comprehensive Basic Knowledge, including current affairs, politics, economy, law, management, humanities, history, science and technology, official documents, writing, etc.

Professional test before written test will be carried out for the post of broadcasting host in Jiande Rong Media Center, the post of vocal music performance in Jiande Cultural Center, and the post of dance teacher in Xin'anjiang Youth Activity Center in Jiande. Professional tests include skill tests and interviews, with full scores of 100 points each. Professional test scores are calculated according to 50% of skill tests and interview scores respectively. The full score of the professional test is 100, the qualified score is 60, and the unqualified ones will be disqualified from the written test. After the professional test, the candidates for the written test shall be determined according to the proportion of 1:3 from high score to low score in the professional test; If the proportion is less than 1:3, it shall be determined according to the actual number of people.

For other recruitment posts, the written examination shall be conducted first, and the interviewees shall be determined according to the ratio of 1:3 from the high score to the low score of the effective candidates in the written examination. If the above proportion is not enough, the interviewees shall be determined according to the actual candidates for the written examination of the position.

2. Interview

The full score of the interview is 100, and the qualified score is 60. Those who do not pass the interview cannot be included in the physical examination and investigation.

Before the interview (professional test), the candidates for the interview (professional test) shall conduct on-site qualification review at the designated time and place (the time and place will be notified separately).

At the time of qualification review, the new graduates of ordinary colleges and universities in 2024 should provide their own ID cards, household register (or the page of the household register printed with their household information), employment recommendation form issued by the university and the National Employment Agreement for Ordinary College Graduates issued by the Student Department of the Ministry of Education (universities outside the province can hold the Employment Agreement for Ordinary College Graduates issued by the provincial education administrative department) And the original and copy of other certificates (certificates) required for the post. Those who have obtained their diplomas and degree certificates shall also provide the original and copies of their diplomas and degree certificates.

Social personnel shall provide the original and copies of their ID cards, household register (or the page of the household register printed with their household information), graduation certificates, degree certificates, and other certificates (certificates) required for their posts. Relevant proof materials of work experience shall also be provided for those with work experience requirements.

Overseas students shall also provide certificates of overseas education and degree issued by the China Overseas Study Service Center of the Ministry of Education.

If the certificates (certificates) are incomplete or the certificates (certificates) provided are not consistent with the qualification conditions of the post, they shall not participate in the interview (professional test).

Applicants who confirm that they will not participate in the qualification review, or fail to participate in the qualification review at the specified time and place, or whose qualification for interview is cancelled after the qualification review, shall be filled in the written examination scores of candidates for the recruitment position from high to low.

Those who pass the qualification review and are shortlisted for the interview and confirm that they will not participate in the interview can fill in the written examination scores of candidates for the recruitment position from high to low. The deadline for filling is 12:00 noon the day before the interview.

The interview time and place will be notified later.

5、 Inspection and physical examination

Among the interview qualified personnel, the physical examination objects shall be determined according to the ratio of 1:1 from high score to low score of the recruitment position according to the total score. After the physical examination, the subjects of the examination shall be determined in 1:1 from the high score to the low score.  

The physical examination shall be carried out with reference to the relevant regulations on the physical examination of civil servants. The time and place of physical examination will be notified later.

The investigation shall be carried out in accordance with the Measures for Civil Servant Recruitment and Investigation (Trial) (ZZF [2021] No. 11). The conclusion of the investigation is qualified or unsuitable for employment, and the investigation results will be taken as the basis for this recruitment. The inspection time will be notified later.

Those who fail to pass the physical examination, whose investigation conclusion is that they are not suitable to be employed as career staff, or who give up the qualification of physical examination and investigation, can be filled in according to the total score of the qualified personnel in the corresponding post interview from high to low.

6、 Publicity and employment

1. Inspect the qualified personnel and determine them as the candidates to be employed. The list of candidates to be employed shall be publicized for 7 working days. If there is no objection after the expiration of the period, the employment procedures shall be handled according to the prescribed procedures.

2. If the graduates of ordinary colleges and universities in 2024, the part-time graduate students who graduated from 2024 and the overseas students who graduated from 2024 cannot provide the recruitment unit with the relevant certificates and other materials required for the examination before September 30, 2024, the employment qualification will be cancelled.

3. Those who give up the employment qualification before going through the employment procedures can fill in the physical examination and investigation objects from the high score to the low score of the total exam scores of the qualified candidates for the job interview in order to determine the candidates to be employed. If the approved employee fails to register within the time limit without proper reasons, or if it is found that he/she does not meet the qualification and employment conditions, his/her employment qualification will be cancelled and he/she will not be handed over again.

7、 Others

1. The Municipal Human Resources and Social Security Bureau and the recruitment unit do not hold or entrust any institution to hold a training course for this recruitment, and do not specify a book for training.

2. The qualification review process runs through the whole process of the recruitment work. If it is found that applicants are not allowed to apply for the examination in any link, they will be disqualified from applying for the examination or employment.

6. The identification and handling of exam violations shall be carried out in accordance with the Regulations on the Handling of Violations of Discipline in Public Recruitment of Public Institutions (Decree No. 35 of the Ministry of Human Resources and Social Security).
