In order to optimize the talent structure and strengthen the talent team construction of public institutions, according to the Regulations on Personnel Management of Public Institutions, Interim Provisions on Public Recruitment of Public Institutions and other provisions, the municipal Human Resources and Social Security Bureau has decided to recruit a group of public institutions' staff for social assessment after filing (filing number: KHZP2024028QJ). Relevant matters are hereby announced as follows:

1、 Working principles

Adhere to the principles of openness, equality, competition and merit, and adopt the method of assessment based on the standards of both ability and integrity.

2、 Recruitment unit and number of employees

66 staff were recruited in this social assessment. See Annex 1 for specific recruitment units and positions.

3、 Application conditions

(1) Basic conditions.

1. Have the nationality of the People's Republic of China;

2. Abide by the Constitution and laws of the People's Republic of China and have good conduct;

3. Be in good health and meet the medical examination standards for employment of public institutions;

4. Having the necessary conditions required by the state for the post;

5. Comply with the regulations on personnel management avoidance of public institutions.

Those who have been subject to criminal punishment for crimes, those who have been dismissed from public office, those who have been executed for dishonesty as announced by the Supreme People's Court, those who have been dishonest as specified in the memorandum signed jointly by relevant ministries and commissions of the state, those who have been dismissed or dismissed by the unit for violating laws, regulations or personnel discipline of the unit, and those who have been working in the original government departments and institutions for less than 5 years, have not yet been relieved of party discipline Those who are subject to disciplinary punishment or disciplinary review, and who are in the period of examination prohibition due to violation of the recruitment (employment) discipline of the staff of organs and institutions, shall not apply for the examination.

Active servicemen, non recent college graduates who are studying, personnel in government institutions (including the probationary period for newly promoted leading cadres) during the probationary period, personnel who have not reached the minimum service period agreed in the recruitment (employment) announcement of government institutions or the employment contract, personnel to be employed in the recruitment (employment) of government institutions in our city who have completed the investigation in accordance with the procedures, and personnel to be recruited at our city's public expense Normal (medical) students who are directed to township education (medical and health) institutions for employment and have not reached the agreed minimum service period or have not terminated the training and employment agreement according to the prescribed procedures before the date of this announcement shall not apply for the examination.

Other personnel who are not allowed to be employed as staff members of public institutions according to laws and regulations shall not apply for the examination.

(2) Work experience.

Unless otherwise specified, the deadline for calculating work experience required by this announcement is June 2024. If the examinee works continuously from July 2023 to June 2024, it will be deemed that he or she has worked for one year, and so on. The experience of unemployed college graduates who leave school to participate in internships in the internship base for college graduates or participate in project research in enterprises and institutions can be regarded as work experience. The social practice experience of college graduates in school is not considered as work experience. The specific identification shall be based on the social security payment, labor (employment) contract, work experience certificate, bank card payroll and other vouchers.

(3) Age calculation.

The deadline for age calculation required by this announcement is June 6, 2024. For example, "under 35" means under 36 years old, born on or after June 7, 1988, and so on. Eligible ex servicemen (fire rescue personnel who have retired from the national comprehensive fire rescue team) shall be aged 3 years more.

(4) Graduation (degree) certificate and major.

Candidates shall apply for the examination with the diploma (degree) certificate they have obtained (should obtain), and fill in the name of their major in good faith, accurately and in a standardized manner. The graduation degrees of full-time intermediate class, senior class and preparatory technician (technician) class in technical colleges can be treated as full-time secondary school, junior college and undergraduate degrees (degrees) respectively.

(5) Special instructions.

4、 Registration and qualification review

This recruitment is conducted by online registration. No unit or individual may refuse to apply for the examination and participate in the examination for any reason.

(1) Submit application for examination.

The online registration time is from 9:00, June 7, 2024 to 9:00, June 12, 2024. (2) Site qualification review.

Those who have passed the preliminary examination of registration must participate in the on-site qualification examination. The time and place of on-site qualification examination will be notified in the "Announcement" column on the website of Chongqing Qijiang District People's Government. If the candidate is a staff member of a government agency or public institution, he/she must issue a Letter of Commitment for Honest Employment of Staff Members of Government Agencies or Public Institutions (Annex 5) during the on-site qualification examination; Those who fail to provide the Letter of Commitment for Honest Employment of Staff in Government Offices and Public Institutions on schedule or are verified to be in the minimum service period will be disqualified from entering the follow-up link and employment.

If the candidate for qualification examination is unable to contact due to inaccurate communication method and refusal to answer the phone, the recruiter can notify by SMS or official website announcement. If the candidate fails to participate in the qualification examination as required, it will be deemed as giving up the qualification for examination.

Those who pass the qualification examination will be issued the Instructions for Examination of Candidates to enter the examination and assessment process. Those who fail the qualification examination or who are confirmed to give up voluntarily will be disqualified from the examination (assessment).

(3) Treatment of failure to meet the proportion of examination.

The ratio of the number of people passing the qualification review to the number of posts to be recruited must reach 3:1. If the proportion of candidates who fail to meet the requirements of the examination will be reduced to 2:1 at the lowest. If the proportion of candidates who fail to meet the requirements of 2:1, the number of candidates will be reduced accordingly. If the number of candidates cannot be reduced, the recruitment position will be canceled. 5、 Examination and assessment

This recruitment is mainly conducted by interview. If the ratio between the number of qualified candidates and the number of positions recruited reaches 8:1, the candidates for this position will take a written examination in public subjects; If it fails to reach 8:1, the written examination will not be conducted, and the interview will be conducted directly after the on-site qualification review is qualified. The number of people who have passed the qualification examination and whether to take the written examination will be announced through the "Announcement" column on the official website of Qijiang District People's Government of Chongqing.

(1) Written examination.

1. The written examination is a written examination of public subjects. The examination subject is the Professional Aptitude Test, with a full score of 150 points. Closed book written answers are used. The content of the written examination shall refer to the Outline of Public Subject Written Examination for Public Recruitment Classification Examination of Public Institutions (2022), and the specific subjects of the written examination for each post are detailed in the Post List (Annex 1).

2. For the time and place of the written examination, see the Instructions for Examinees.

3. Rules for entering the interview after the written examination:

(1) Those who are absent from the written examination or have no score shall not enter the interview process.

(2) According to the ratio of 3:1 to the number of positions to be recruited, the candidates for the interview shall be determined according to the written examination scores from high to low. If the last candidate to enter the interview process has the same written test scores, they will enter in parallel.

(3) If the actual candidates for the interview cannot reach the predetermined proportion, the interview can be conducted at a minimum of 2:1 competition ratio; If the competition ratio is less than 2:1, the recruitment quota will be reduced accordingly; If the number of recruitment quota cannot be decreased, the post recruitment will be canceled. For those who are in urgent need of positions, the proportion of opening examination can be further relaxed after the Qijiang District Public Institutions' Integrated Personnel Management Department reports to the municipal public institutions' Integrated Personnel Management Department for filing and approval.

(2) Interview.

The interview was organized and implemented by the Human Resources and Social Security Bureau of Qijiang District, Chongqing. The specific time, place and other matters of the interview are detailed in the Examination Instructions for Candidates issued after the qualification review. The interview results are announced on the spot and signed by the candidates for confirmation.

According to the characteristics of the post, the interview shall be conducted in a comprehensive way (Class A post) or in a combination of professional interview and comprehensive interview (Class B post). See Annex 1 for specific ways of conducting interviews for each position.

Professional interview: professional practice is adopted for professional interview of all media editing posts, with a score of 100 points and a duration of 60 minutes, mainly testing candidates' new media language, new media editing ability, etc; The professional interview for teaching and research posts adopts the method of trial teaching, with a score of 100 points and a duration of 10 minutes. It mainly tests the examinees' professional teaching ability, teaching design ability, professional practice ability, etc.

Comprehensive interview: structured interview is adopted, with a score of 100 points and a duration of no less than 10 minutes. It mainly considers the language expression, comprehensive analysis, logical thinking, team awareness, professional quality and other aspects of the candidates.

The interview shall be organized in accordance with the Measures of Chongqing Municipality for Public Recruitment of Staff in Public Institutions (YRSF [2016] No. 281). Those who fail to attend the interview at the designated place within the specified time will be disqualified from the interview and will not enter the follow-up phase of this recruitment. The interview results shall be announced on the spot and signed by the examinee for confirmation.

On the day of the interview, if some of the people who were originally determined to enter the interview voluntarily gave up, resulting in a competition ratio of less than 2:1, the recruitment party can relax the proportion of opening the examination after studying and agreeing based on the examinee's examination results and other conditions.

Any interviewee who belongs to the position of relaxing the proportion of opening examination in any link of recruitment can enter the follow-up link only if his or her interview score in any one item is not lower than 70 points.

(3) Rules for calculating the total score of examination.

1. Those without written examination:

(1) Class A post:

Total score=comprehensive interview score.

(2) Class B post:

Total score=professional interview score × 50%+comprehensive interview score × 50%.

2. Those who organize the written examination:

(1) Class A post:

Total score=Professional Aptitude Test score × 2 ÷ 3 × 50%+comprehensive interview score × 50%.

(2) Class B post:

Total score=Professional Aptitude Test score × 2 ÷ 3 × 50%+professional interview score × 25%+comprehensive interview score × 25%.

The total score of the examination shall be calculated according to the percentage system and rounded to two digits after the decimal point.

After the interview, the total score, the name list of the candidates for the physical examination, the time and place of the physical examination and other matters will be timely announced in the "Announcement" column on the official website of the People's Government of Qijiang District, Chongqing.

6、 Physical examination and inspection

The candidates for physical examination shall be determined according to the number of posts to be recruited and the total scores of examinees from high to low shall be 1:1. If the total scores are the same, the candidates who are ex servicemen will be selected as candidates for physical examination in priority, and other candidates will be selected from the highest to the lowest according to the educational level, professional interview results, comprehensive interview results, written examination results of the Vocational Aptitude Test, professional title, and professional (executive) qualifications that meet the job requirements; If they are still the same, the structured interview will be added, and the person with high scores will be selected as the candidate for physical examination.

The physical examination shall be organized by Chongqing Qijiang District Human Resources and Social Security Bureau according to regulations and conducted in the designated qualified public medical and health institutions above the district level. Those who fail to attend the physical examination at the designated place at the specified time will not be involved in the follow-up process of this recruitment. The physical examination standards shall refer to the Notice on Revising the General Standards for Physical Examination of Civil Servants (for Trial Implementation) and the Operation Manual for Physical Examination of Civil Servants (for Trial Implementation) (RSBF [2016] No. 140) and other provisions, in combination with the actual requirements of the industry or position, and fill in the Medical Examination Form for Staff Employment in Public Institutions as required. In addition to the items that should be re examined on the spot or on the same day according to relevant regulations and the results of the physical examination should be confirmed, if the recruitment unit or the examinee has any objection to the conclusion of the physical examination, they can submit a written application for re examination within 7 days from the date of receiving the notification of the conclusion of the physical examination. After the consent of the competent department of the recruitment unit, they can go to the designated hospital for a re examination. The conclusion of the physical examination is subject to the re examination conclusion.

For those who pass the physical examination, the competent department of the recruitment unit together with the recruitment unit shall conduct a comprehensive investigation on the candidates, including their political and ideological quality, moral quality, ability, discipline and law compliance, daily learning and work, and whether they need to avoid. After the investigation, the conclusion of the investigation shall be made according to the actual situation. The examination of candidates' qualifications runs through the whole process of open recruitment. If it is verified that the candidates' qualifications do not meet the qualifications for application, they will be disqualified from entering the subsequent recruitment process or continuing to employ. Among them, if it is verified before the implementation of the interview organization, the vacancy shall be filled according to the filling rules for interviewees; If it is verified after the implementation of the interview organization, the vacancy will not be filled.

If any candidate fails to pass the physical examination and inspection or automatically relinquishes the qualification upon confirmation during the physical examination and inspection, whether the vacancy will be filled and how many times it will be filled will be determined by the personnel general management department of the public institutions in Qijiang District together with the recruiter. 8、 Employment and treatment

If there is no objection to the announcement or the objection information is verified not to affect the employment of the proposed personnel, the recruitment unit shall put forward the proposed employment opinion, which shall be reported to the Qijiang District Public Institutions Human Resources General Management Department for filing after being reviewed by the competent department. The recruitment unit and the employed personnel shall sign the Employment Contract of Public Institutions according to the regulations, establish the personnel relationship, improve the employment procedures, and implement the relevant treatment according to the relevant regulations of Chongqing.

The public recruitment personnel shall have a probation period according to regulations. After the probation period, the employee will be formally employed after passing the assessment; If the employee fails to pass the assessment upon the expiration of the probation period, the employment contract shall be terminated according to law.
