The Notice mentioned that we should give full play to the guiding role of the central financial funds, vigorously promote the new technological transformation of "intelligent transformation into digital networking", create a number of major demonstration projects, promote enterprise equipment upgrading, process upgrading, digital empowerment, and management innovation, promote the transformation and upgrading of traditional industries, and improve the high-end, intelligent, and green development level of the manufacturing industry, To provide strong support for consolidating and strengthening the economic recovery, accelerating the cultivation of new quality productive forces and promoting new industrialization.
The Notice requires that, in principle, the applicant city should be a prefecture level city or above, including the provincial capital city of each province (district), the city specifically designated in the plan, the prefecture level city (prefecture, league), the jurisdiction (county) of the municipality directly under the Central Government, and the Xinjiang Production and Construction Corps. In addition, encourage local and central enterprises to jointly apply, take due account of the differences in the development basis of the East, Central, West and Northeast regions, and make overall and reasonable layout.
The Notice clearly supports cities to organize demonstration projects in the way of "point, line and plane". Digital and intelligent transformation demonstration was carried out on "spot", digital and collaborative transformation demonstration of industrial chain supply chain was carried out on "line", digital and green transformation demonstration of industrial clusters and science and technology industrial parks was carried out on "plane", and digital and intelligent technology, green technology and innovative products were accelerated to be widely applied.
"The applicant city should select about three leading industries in the manufacturing industry as the key points of technological transformation, and the cumulative proportion of enterprises above designated size carrying out digital technological transformation during the implementation period should reach more than 80%. The selected industries should conform to the national regional strategic development plan and industrial orientation, reflect the industrial foundation and characteristic advantages of the region, and have the characteristics of large output value scale and high industrial agglomeration. " The Notice requires that the applicant city should select the chain owner enterprises, leading enterprises and enterprises in the key links of the industrial chain from the identified key industries of technological transformation, select the landmark major projects with high technology level and exemplary driving role as the support objects, and propose a list of key projects. Each industry includes at least one chain leader or leading enterprise, and each city includes at least one landmark major project with an investment scale of more than 500 million yuan.
The Notice mentioned that the central government will give quota rewards to selected cities. The reward and subsidy funds will be allocated according to the amount of each selected city not exceeding 300 million yuan. 50% of the reward and subsidy funds will be allocated in the first year of the pilot implementation period, and the remaining 50% of the reward and subsidy funds will be allocated after passing the assessment and evaluation at the end of the implementation period.
With regard to the use of funds, the Notice clearly stated that the reward and subsidy funds should be used by the selected cities to support the technological transformation projects of enterprises, and the support methods should be determined by the local authorities, including investment subsidies, loan discount, guarantee fee subsidies, etc. The maximum support funds for a single project should not exceed 20% of the total project investment, and the projects that have received the support of national financial funds should not be supported repeatedly.
