A few days ago, the reporter learned from the Shanghai Municipal Market Supervision Bureau that the Implementation Measures of Shanghai for the Administration of Food Business License and Filing (hereinafter referred to as the "Measures") has been implemented since May 10, 2024. The Measures specify that simple production and sales activities such as shooting cucumbers and making tea can only be set up in special areas, and no special rooms are required.

The Measures classifies food business projects into three categories: food sales, catering services, and food business management, and supports food operators to operate in a mixed manner on the premise of ensuring food safety. At the same time, the "on-site production and sales" is adjusted to "on-site production and sales", and it is clear that the business license project of "on-site production and sales" is applicable to the application of food sales operators. The original 19 business directory restrictions have also been lifted, and they have been adjusted to four business items: hot food production and sales, cold food production and sales, raw food production and sales, and self-made drinks production and sales, which greatly simplifies the professional threshold for food operators to apply for, and fully stimulates the vitality of market entities.

The Measures actively responded to the concerns of people's livelihood, implemented special requirements for three types of business projects, namely, the production and sale of cold processed cakes, cold meat food and raw food, and clearly set up "simple production and sale" business projects for simple production and sale activities with low food safety risks, such as shooting cucumbers, brewing tea and unfreezing, on the premise of ensuring food safety, Only special zones can be set. Previously, the production and sale of simple food with low food safety risks, such as shooting cucumbers and making tea, were restricted by the business site. Even if the process was simple, a special room of no less than 5 square meters for making cold dishes should be set up. In the past, many small restaurants sold cucumbers without relevant business qualifications because of ignorance or fluke mentality, which resulted in being targeted by many professional counterfeiters.
