The Municipal Human Resources and Social Security Bureau continued to improve its ability to manage labor relations

 

Our correspondent (reporter Zhang Jing) recently learned from the Beijing Municipal Human Resources and Social Security Bureau that in recent years, the Beijing Municipal Human Resources and Social Security Bureau has focused on the new features and changes in the field of labor relations in the new era, coordinated the relationship between enterprise development and the protection of workers' rights and interests, and built a precise management of labor relations, digital management of labor relations In the new era, the five systems of regulation and control of enterprise income distribution, management of labor employment system, and coordinated management of new employment patterns focus on preventing and resolving potential risks, improving the ability to manage labor relations, and actively serving the overall high-quality development of the capital.

In recent years, the Municipal Human Resources and Social Security Bureau has promoted the establishment of tripartite workstations in key areas and industries such as the Free Trade Zone and Zhongguancun Science Park by creating a new model for the establishment of tripartite committees to coordinate labor relations. So far, 49 tripartite workstations have been established; At the same time, a tripartite mechanism was established in 323 streets and townships in the city, with the establishment rate reaching 98.2%.

Since the first implementation of electronic labor contracts in the city in 2020, the Municipal Human Resources and Social Security Bureau has continued to expand the application scenarios of electronic labor contracts and build an electronic labor contract management platform under the principle of government guidance and market operation. At present, the city has guided the construction of 26 signing platforms, covering more than 1.2 million employees, helping enterprises reduce labor contract management costs by 40% and improve human resource management efficiency by 60%.

At the same time, the Municipal Human Resources and Social Security Bureau initiated the "new eight level" post performance salary system nationwide, established a salary growth mechanism through collective negotiation and democratic procedures, set up a "Beijing sample" for the construction of the highly skilled talent team, and realized the "double improvement" of skills and treatment of skilled talents. In addition, it took the lead in publishing quarterly salary big data reports, publishing quarterly market salary data in the mode of "annual report+quarterly report" of salary survey results, quickly serving hot market demand, and improving the sensitivity of salary big data information.

"We have taken the lead in the Free Trade Zone, explored and established a whole process governance mechanism for employment." The relevant person in charge of the Municipal Human Resources and Social Security Bureau introduced that enterprises in the Free Trade Zone apply for labor dispatch business and some special working hours, and the administrative licensing implements the notification and commitment system, which facilitates the application of enterprises in the Free Trade Zone. At the same time, legislation has been made to expand the scope of labor dispatch, allowing enterprises to introduce temporary personnel for R&D posts through labor dispatch and writing them into the Regulations of China (Beijing) Pilot Free Trade Zone, so as to address the urgent need for talents in scientific research institutes and high-tech enterprises. It also explored and established the "one thing" integration service mechanism for the dissolution and termination of labor contracts. After the dissolution of the contract, the personal social insurance relationship, files, and organizational relationship will be transferred and continued, as well as the management of unemployed people, and the social insurance arrears will be paid, and the number of employees will be increased or decreased, which will be packaged and integrated according to the service scenario. "A series of measures have effectively improved the service efficiency, and enterprises generally reflect that the handling experience has been significantly improved." The person in charge said.

In 2021, the Municipal Human Resources and Social Security Bureau promoted the issuance of Several Measures to Promote the Healthy Development of New Employment Forms, which is also the first policy document to standardize, cultivate and develop new employment forms in the city. Among them, specific provisions have been made on the practical protection of labor security rights, the pilot establishment of occupational injury security system, and the expansion of new employment forms of workers' career channels.

At the same time, the Municipal Human Resources and Social Security Bureau also actively promoted the protection of workers' rights and interests in new forms of employment, carried out the "sunshine action" of online car hailing platforms, and all 12 online car hailing platforms in the city completed the open pricing rules, reasonably set and displayed the proportion of the drawing in real time.
