According to the relevant work arrangement, Fujian Provincial Department of Science and Technology plans to organize and carry out the special on-site audit of the subsidy project of the provincial new research and development institutions after purchasing scientific research instruments and equipment software with non-financial funds in 2024 in May 2024.
1、 Audit workload: 42 projects need to be audited this time, involving about 43.7 million yuan of subsidies, including 20 projects with funds below 500000 yuan, 10 projects with funds between 500000 yuan and 1000000 yuan, and 12 projects with funds above 1 million yuan. The geographical distribution of applicants is as follows: 8 in Fuzhou, 2 in Putian, 16 in Xiamen, 2 in Zhangzhou, 5 in Quanzhou, 6 in Longyan, 2 in Sanming and 1 in Nanping.

3、 Qualification requirements: Certified public accountants registered in Fujian and shortlisted in the Top 50 Information of Fujian Provincial Certified Public Accountants' Comprehensive Evaluation in 2023 (MZHX [2023] No. 69).
4、 Budget: the maximum control price of all audit service fees is RMB 100000 (including tax quotation). The special audit expenses include all the transportation, accommodation and other expenses for the auditors to carry out on-site special audit at the project application unit.
5、 Method of winning the bid: winning the bid at the lowest price (with the same quotation, the first to register is preferred).

Special on-site audit requirements for 2024 provincial new research and development institutions' post subsidy projects
1、 On site verification of provincial new research and development institutions (the fourth, fifth and sixth batch of bills must be from January 1 to December 31, 2022; the seventh batch of bills must be from January 1 to December 31, 2021 or from January 1, 2017 to December 31, 2021) using non-financial funds to purchase original bills such as invoices of instruments, equipment and software used for research and development activities, The name of the buyer on the invoice must be consistent with the name of the subsidy application object, and the bill must be consistent with the physical object, and it should be copied and filed on site. Instruments and equipment for R&D activities and general production and operation equipment shall be strictly verified and distinguished.
2、 If the instruments, equipment and software purchased for R&D activities use financial funds, they should be verified, distinguished and marked.
3、 Verify whether the R&D instruments, equipment and software purchased by the applicant with non-financial funds have enjoyed the provincial enterprise R&D funds sectional subsidy or the provincial science and technology giant award.
4、 Financially confirm the authenticity and accuracy of the instruments, equipment and software used for research and development purchased by non-financial funds, and issue two special audit reports (the appendix shall list the list of scientific research instruments and equipment software that meet and do not meet the subsidy requirements) and two general audit reports for each subsidy project after the provincial new research and development institutions purchase scientific research instruments and equipment software with non-financial funds.
