We must promote high-quality development to adapt to new changes in science and technology and new needs of the people, form a high-quality, efficient and diversified supply system, and provide more high-quality products and services. In this way, supply and demand can be balanced at a new level, and China's economy can continue to develop healthily.
Second, this is an inevitable requirement to adapt to the changes in major social contradictions and to build a moderately prosperous society and a modern socialist country in an all-round way. Major changes have taken place in China's major social contradictions, and historical changes are also taking place in China's economic development stage. Unbalanced and insufficient development is the manifestation of low development quality. To solve the major contradictions in our society, we must promote high-quality development. We should pay more attention to the development of quantity, but more attention should be paid to solving quality problems, and achieve effective growth of quantity in the substantial improvement of quality.
Third, this is the inevitable requirement of following the economic law. Since the 1960s, only a dozen of the world's more than 100 middle-income economies have successfully entered high-income economies. Those countries that have achieved success have realized the transformation of economic development from quantitative expansion to qualitative improvement after experiencing a stage of rapid growth. Those countries that hesitated or even regressed did not realize this fundamental change. Economic development is a process of spiral rise. The rise is not linear.
