In 2019, under the guidance of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, our department thoroughly implemented the Regulations of the People's Republic of China on the Disclosure of Government Information and the Interim Measures of Zhejiang Province on the Disclosure of Government Information, adhered to the principle of "openness as normal and non openness as exception", and focused on major educational decision-making and deployment and public concerns, Promote "open decision-making, implementation, management, service and results", strive to improve the transparency of government work, enhance people's sense of gain and satisfaction, create a good atmosphere for education, and promote the healthy development of education.

1、 Overall situation of various works

（1） Active disclosure

In 2019, our department released 1341 pieces of information in a timely and active manner through the portal, including 9 normative documents, 97 work updates, 98 graphic reports, 493 media attention, 246 official documents, 31 information in key fields, 88 announcements and 279 other information.

Timely update and release financial budget and final accounts, work plan summary, personnel management, work dynamics, enrollment query, education funds, compulsory education enrollment and other information; Timely improve columns such as graphic reports, educational trends, media attention, and educational time and space. We will focus on the public implementation of the pilot comprehensive reform of "three complete education", reverse the high incidence of myopia among young people and its increasing trend year by year, reduce the burden on students in the compulsory education stage, strengthen labor education, implement research travel, enrich practical content, the Detailed Rules for the Supervision of the "Double Random and One Open" Education System in Zhejiang Province, and the List of Random Inspection Items of the Education System in Zhejiang Province (provisional) 》The Implementation Rules of Zhejiang Provincial Department of Education on "Three Importances and One Large" Decisions (for Trial Implementation), the "blacklist" of severely illegal school running institutions and other key contents.

（2） Open upon application.

In 2019, our department accepted a total of 55 applications for information disclosure, including 34 on-site applications, 3 letter applications, and 18 online applications, mainly involving education funds, academic policies, personnel adjustments, and information about secondary school graduates (before 2000). The public's awareness of knowledge, participation and supervision has gradually increased, and more and more people have access to government information by applying for disclosure. All the government information disclosed by our department in accordance with the application has been completed within the time limit specified in the Regulations, and we have replied in the manner required by the applicant. Among them, 37 applications agreed to reply publicly, accounting for 67%; There were 12 pieces of information that were not disclosed by the administrative organ, accounting for 21%; There were 2 applications without information, accounting for 3.6%, 2 supplementary notice, accounting for 3.6%, and 2 complaint applications for complaint reporting will not be processed.

（3） Government information management.

In 2019, our department formulated and released nine normative documents and policy interpretations, including the Implementation Rules of Zhejiang Province on Regulating the Development of Off campus Online Training, the Implementation Plan of Zhejiang Province on Reducing the Burden of Primary and Middle School Students, the Performance Management Measures of Zhejiang Provincial Education Department Budget Units, and Several Opinions on Deepening the Construction of Graded and Safe Campus in Colleges and Universities, The normative documents and policy interpretation materials are simultaneously published on the official website in the form of links and reported to the General Office of Zhejiang Provincial Government in a timely manner;

We interpreted the policy documents and responded to the public's concerns in the form of a press conference. On July 1, our department held a press briefing on the "Comprehensive Evaluation and Monitoring Results of Primary and Secondary Education Quality in Zhejiang Province"; On September 16, our department held a press briefing on the promulgation and implementation of the Regulations of Zhejiang Province on Education Supervision. In addition, around the issues of public concern such as standardizing the development of off campus online training, reducing the burden of primary and secondary students, deepening the construction of a safe campus at the level of colleges and universities, reforming the examination and enrollment system of high schools, and prohibiting harmful APPs from entering primary and secondary schools, the main responsible person and the person in charge of our department received online interviews and exclusive interviews with leaders to deeply publicize and interpret the policy background, basis Objectives and tasks, key tasks, scope of coverage, consideration of follow-up work, etc., to timely and accurately convey policy intentions to the society and improve policy transparency.

In 2019, one application for administrative reconsideration was received due to the publicity of government information, and the result of the reconsideration was that the Zhejiang Provincial Government maintained the reply of our department; No administrative litigation cases have been received due to the publicity of government information.

（4） Portal construction. In order to facilitate the masses to "run at most once", we will continue to strengthen the role of the Department's portal as an information disclosure platform, improve the level of intensive construction of the Department's portal, optimize the functional construction after the integration and docking of the Department's portal with the provincial government's information disclosure platform and Zhejiang government affairs service network, continue to improve information index number, search and other related functions, and complete IPv6 transformation as required, Put an end to broken links, wrong links, dead links, blank pages, wrong pages and other situations in column links, provide service and key element categories of service guide, and strive to create a more comprehensive information disclosure platform, a more authoritative policy interpretation platform, and a more timely service platform for convenience of the people.

Relying on the function construction of the official website, the "River of Education" WeChat has released 993 pieces of educational information. At present, there are 830000 subscribers, and the daily reading volume has reached more than 100000 person times. The maximum reading volume is 446350, ranking the top of the Ministry of Education's new education media WeChat list every week. The "River of Education" microblog has published 1790 articles, with 50000 fans at present. The official microblog and WeChat alliance of our department includes the official microblog and WeChat of the education bureaus of cities and counties (cities and districts), colleges and universities, and the units directly under our department, and the opening rate is 100%.

We will build a seamless link between the official website of our department and the unified government affairs consultation, complaint and reporting platform of Zhejiang Province. According to the requirements of the Provincial Letters and Calls Bureau of "centralized management, unified acceptance, responsibility transfer, and time limited settlement", we will do a good job in receiving incoming documents, handling separately, and supervising the handling of the platform, and make the handling process and results public in a timely manner. This year, through this platform, our department received and accepted 11160 consultation complaints and reports in a timely manner, and 11160 cases were settled. No overdue cases were settled, and the public satisfaction was high.

（5） Supervise the security situation. Promptly released the Key Points for the Opening of Government Affairs of Zhejiang Provincial Education Department in 2019 to clarify the overall idea, work priorities and work requirements. Taking the opportunity of the release of the new regulations, we took the initiative to revise and release the basic directory of information disclosure of our department in 2019, and guided the provincial city/county (district) education departments to do a good job in the revision of the basic directory, successfully completing the publication of the basic directory of the provincial three-level education system of Zhejiang Provincial Government Affairs Service Network. In order to facilitate the people's access to relevant information, we will continue to improve the procedures for application for disclosure, and update and release our information disclosure guide. To guide colleges and universities across the province to continue to actively promote information disclosure. Before October 31, 2019, all colleges and universities shall complete the preparation of their 2019 annual report on information disclosure as required, and publish it to the public in a timely manner. Our Department also makes timely and centralized disclosure through the official website. The Office of our Department has studied and formulated the Zhejiang Province University Information Disclosure Indicator System (Trial) to promote the institutionalization and legalization of the information disclosure work of all universities in the province.

In 2019, our department made some achievements in the work of information disclosure, but there is still a gap with the expectations of the masses. The staff's business knowledge still needs to be learned, their business ability needs to be improved, and the information disclosure platform needs to be optimized and improved.

In 2020, our department will actively promote information disclosure from the following aspects:

First, actively introduce third-party institutions to evaluate the implementation of colleges and universities in accordance with the Zhejiang Province University Information Disclosure Indicator System (to be printed and distributed), and promote the construction of university information disclosure in the province.

Second, improve organizational construction. We will improve the organizational construction of information disclosure of departments and agencies, update and revise the relevant systems of information disclosure of departments and agencies, strengthen business learning, and improve the daily training mechanism.

Third, continue to optimize the construction of the official website. On the original basis, continue to optimize the layout of the official website and strengthen its functions according to the requirements of the Regulations.
