This annual report is prepared in accordance with the Regulations of the People's Republic of China on Government Information Disclosure, the Notice of the General Office of the People's Government of Zhejiang Province on Printing and Distributing the Implementation Rules of Zhejiang Province for Comprehensively Promoting the Work of Government Affairs Disclosure, the Implementation Measures of Zhejiang Provincial Department of Education for the Publicity of Government Affairs Information, and the government information disclosure of Zhejiang Provincial Department of Education in 2017. This annual report consists of six parts: the basic situation of government information disclosure and the overview of the active disclosure, the disclosure of government information according to the application, the fees and exemptions of government information disclosure, the application for administrative reconsideration, the filing of administrative litigation, the disclosure of information in key areas, the existing problems in the work and the next work plan. The statistical period of the data listed in this annual report is from January 1, 2017 to December 31, 2017. 1、 Overview
In 2017, the Education Department of Zhejiang Province fully implemented Xi Jinping's thought of socialism with Chinese characteristics for a new era, actively took the "Five Openings" as an important part of building a "sunshine government" in accordance with the relevant provisions of the State Council, the Ministry of Education, the provincial party committee and the provincial government on information disclosure, and worked hard to achieve the "Five Openings" by strengthening the information disclosure system and platform construction, strengthening policy interpretation and responding to concerns It is required to cover the whole process of power operation and government service.
（1） We will effectively strengthen the organization and leadership of information disclosure.
The work of information disclosure is the embodiment of the level of government administration according to law, and the embodiment of the confidence and responsibility of government departments. Our department attaches great importance to the work of information disclosure, establishes a leading group for government information disclosure to be fully responsible for the work of government information disclosure of the department, and guides the work of government information disclosure and school affairs disclosure of the provincial education system. The office of the department is responsible for the daily work of government information disclosure of the department, specifying a department leader to be in charge of it and making it known to the public. Colleges and universities across the province also actively promote the work of government information disclosure, all of which have set up leading groups and supervision groups to be responsible for the specific implementation of information disclosure. In 2017, our department organized colleges and universities across the province to carry out the preparation and release of the annual report on college information disclosure in the academic year, and continued to carry out special supervision on information disclosure based on the principle of "openness as normal and non openness as exception". All colleges and universities have done a good job in the preparation of the annual report on the information disclosure of the last academic year of their own as required, and announced it to the public in a timely manner.
（2） Deeply promote the construction of government information disclosure system.
In 2017, the Education Department of Zhejiang Province formulated and issued the Notice of the Office of the Education Department of Zhejiang Province on the Full Implementation of the "Five Openness" Requirements for Government Information, which comprehensively promoted the decision-making, implementation, management, service and results disclosure of the provincial education system, and made the "Five Openness" public, closely focusing on ensuring education fairness, improving education quality, and focusing on major educational decision-making deployment and public concerns It is required to be included in the procedures for holding documents and meetings. Over the past year, nine important draft documents, including the Third Round Action Plan for the Development of Preschool Education in Zhejiang Province (Draft for Comments), the Guiding Opinions of Zhejiang Provincial Department of Education on Comprehensively Promoting Kindergarten Curriculum Reform (Draft for Comments), and the Implementation Opinions of Zhejiang Provincial Department of Education on Further Promoting the Reform of the Examination and Enrollment System in High School, have been "solicited opinions" through the portal website The column solicits public opinions. At the same time, in combination with guiding the work of seven national level pilot counties (cities, districts) for the standardization and normalization of government affairs disclosure at the grass-roots level, and comparing with the directory of the educational system's "running at most once" handling matters, the names, procedures, conditions, standards, time limits, etc. of the provincial education system's government affairs information disclosure matters were standardized, which improved the standardization level of the education system's government affairs disclosure.
（3） Continue to promote the construction of government information disclosure platform.
Portal website is the main channel and position of government information disclosure. In 2017, our department strengthened the construction of the portal website, revised the government affairs public columns, sorted out and refined the classification, improved the public content, and increased the efforts to update information. In the past year, the portal website of the Provincial Education Department has updated 1626 pieces of information, including 645 pieces of work dynamic column, 104 pieces of graphic report column, 137 pieces of media attention, 318 pieces of official documents, 93 pieces of information disclosure in key areas, and 81 pieces of announcements, which comprehensively shows the work progress of the Provincial Education Department in the year (see the following figure for specific statistics).
In addition to opening government information through the official website of the Provincial Department of Education and the government affairs open column, the Provincial Department of Education actively publicizes relevant information through the "River of Education" WeChat microblog, Zhejiang Education Daily and other media, as well as news briefings, policy interpretation meetings, the preparation of Zhejiang Education Yearbook and other ways. In particular, the construction of WeChat official account "River of Education" has made great progress. In the past year, the Provincial Department of Education has released 1031 educational information through the "River of Education" WeChat. At present, there are 800000 subscribers, and the daily reading volume has reached more than 100000 person times, with the maximum reading volume of 332903 person times. Every week, it ranked at the top of the Ministry of Education's WeChat list of new educational media, and ranked first in weekly and monthly rankings for many times. At the same time, in 2017, the provincial education system also established the China Education and Government New Media Alliance Zhejiang Alliance, initially forming the "Internet+" information disclosure model. The opening rate of microblog and WeChat in colleges, counties and cities across the province reached 100%.
（4） Comprehensively improve policy interpretation and response to hot spots.
First, strengthen positive publicity and deliver good educational voice. A series of high-quality and influential manuscripts have been published in the mainstream media. For example, from May 23 to 26, the interview group of the central news unit, consisting of 14 media, including People's Daily, Xinhua News Agency, Guangming Daily, and China Education Daily, went to Zhejiang to "welcome the 19th National Congress, look at changes in education, and travel to Zhejiang", and made a comprehensive in-depth report on the promotion of moral cultivation, strengthening the ideological and political work of colleges and universities, and accelerating the modernization of education in our province. On August 30, the front page headline of China Education Daily published the article "Urban and rural exchanges become normal," county management and school recruitment "stimulate vitality, and precision training improve literacy - Zhejiang: high-quality and balanced from the construction of teachers" break the problem ". At the same time, The fourth edition published a full page article titled "Grasping the New Orientation of History and Drawing the Blueprint of Reform to the End" signed by He Almond, Secretary of the Education Working Committee of the Provincial Party Committee, and Guo Huawei, Director of the Provincial Department of Education, with two chapters titled "Education Modernization" and "Zhejiang Exploration" of the reform of the college entrance examination, as well as two columns, namely, achievements in illustration and changes in number. On September 12, China Education Daily published an article signed by He Almond, Secretary of the Education Working Committee of the Provincial Party Committee, titled "Deduction of Admission Issues to Do a Good Job in Ideological and Political Work in Colleges and Universities". On October 10, Zhejiang Daily published the article "People Centered - Exploration and Practice of General Secretary Xi Jinping in Zhejiang • Sharing Article". Actively take advantage of the opportunity of the 13th National Student Games held in Hangzhou to do a good job in Zhejiang education publicity and reporting. The media were organized to carry out more than 30 reports on activities such as "mass entrepreneurship and innovation" of college students, art festivals for students in primary and secondary schools, and more than 20 press releases were sent to various media units.
The second is to strengthen policy interpretation and respond to social concerns. According to the principle of "who drafts, who interprets", the document drafting department is responsible for the simultaneous implementation of policy interpretation of normative documents. This year, nine policy interpretations were released in the policy interpretation column of the provincial education department's portal website. At the same time, 9 news media briefings were held to comprehensively interpret important normative documents in the education field, such as preschool education regulations, reform of college entrance examination, management of compulsory education student status, reform of secondary school entrance examination enrollment system, etc. On average, more than 20 media participated in and originally reported each news briefing. In 2017, public opinions related to important education policies, such as the new college entrance examination composition topic, the time adjustment of the selective examination, the relevant media reports of the resignation of public teachers, and the rumors of the decline in the number of physics selective examinations, were responded to in a timely manner through microblog and WeChat, portal websites, and other various media.
2、 Disclosure of government information according to application
In this year, the Provincial Education Department accepted 56 applications for information disclosure, and all 56 applications were replied as required. Among them, there were 47 public announcements, 1 non-governmental announcement, 5 non agency announcements, and 3 voluntary announcements (see the figure below for details of the response).
3、 Fees and exemptions for government information disclosure
In 2017, the Provincial Education Department did not charge any government information disclosure fees.
4、 Application for administrative reconsideration and filing of administrative litigation
In 2017, the provincial education department did not have administrative reconsideration and administrative litigation caused by the application for government information disclosure. One administrative reconsideration case involving teachers' appeal and one administrative litigation case against our department's administrative omission occurred; One administrative litigation case involving the teaching achievement award of colleges and universities in the second instance and retrial. Zhejiang Provincial Education Examination Institute, a subordinate unit, received an administrative litigation case requiring the disclosure of the information of the original college entrance examination volume of candidates, and the court rejected the plaintiff's appeal after hearing it.
5、 Information disclosure in key areas
In combination with the relevant requirements of the Ministry of Education and the provincial government on government affairs disclosure and the key work of the Provincial Department of Education, we sorted out and improved the 2017 implementation plan of the Provincial Department of Education on information disclosure in key areas, enriched and improved the content of the column on information disclosure in key areas, and made centralized disclosure, including double random spot checks, education funds, education supervision, key work progress, compulsory education enrollment policies There are 93 pieces of information in key fields, including university information disclosure. This year, the Provincial Department of Education focused on strengthening the supervision and inspection of information disclosure in key areas of colleges and universities, such as college enrollment, personnel, finance, use of scientific research funds, teaching quality, and graduate employment quality. From the perspective of supervision, colleges and universities in our province have fully implemented the relevant requirements of information disclosure, and the breadth and depth of information disclosure in colleges and universities have been significantly improved.
6、 Problems in work and next improvement
In recent years, the Provincial Department of Education has started to promote the construction of "sunshine education", and information disclosure has made new breakthroughs, but there are still some problems. The construction of information disclosure platform needs to further strengthen the integration of information resources, the professional level of information disclosure staff needs to be improved, the systematic and standardized operation of information disclosure needs to be further deepened, and the ideological understanding and work promotion of information disclosure in colleges and universities are unbalanced.
Next, our department will adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, earnestly implement the spirit of the 19th National Congress of the Communist Party of China, never forget the original intention, remember the mission, and practically improve the level of government information disclosure of departments.
First, further promote the construction of information disclosure system. We will strengthen the construction of institutions for making government affairs public, make government affairs public throughout the whole process of government operations, strengthen the initiative to speak out, respond to social concerns in a timely manner, and ensure the public's right to know, participate in, and supervise education.
Second, further strengthen the construction of information disclosure team. Strengthen the professional learning and training of information disclosure staff, improve the practical operation level of staff, and improve the standardization, standardization and informatization level of the provincial education system's government affairs disclosure.
Third, further accelerate the integration of information disclosure resources. Strengthen and optimize the "River of Education" microblog and WeChat, dredge communication channels, effectively integrate information resources to play a cluster effect, and expand the audience and influence of government affairs publicity.
Fourth, further improve the directory of information disclosure in key areas. Focusing on the work priorities of the Ministry of Education, the Provincial Party Committee and the Provincial Government, and the Provincial Department of Education, we highlighted "doing practical things for the people" and formulated the implementation plan for information disclosure in key areas in 2018. Urge colleges and universities all over the country to promote the work of university information disclosure and expand the scope of disclosure. All colleges and universities should take the list as the bottom line, further expand the scope of disclosure, refine the public items, and do a good job in dynamic updating.
