To the people's governments of cities, counties (cities, districts), and units directly under the provincial government:

In order to implement the decision and deployment of the Central Committee, the Provincial Party Committee and the Provincial People's Government on comprehensively promoting the work of opening government affairs, earnestly implement the key points of the annual work of opening government affairs, focus on solving the problems existing in the current work, such as the lack of initiative, timeliness and unsatisfactory effect of opening, and accelerate the standardization, standardization and informatization of the work of opening government affairs across the province, To promote the openness of government affairs in our province to a new level, the relevant matters are notified as follows.

1、 Comprehensively strengthen the initiative and publicity work

(1) Effectively implement the requirements of "five openness". Adhere to the principle of taking openness as the normal and non openness as the exception, and further enhance the initiative of work, refine the content of disclosure, and expand the scope of disclosure around the implementation of the "five disclosures" of decision-making, implementation, management, services, and results. Relying on the Zhejiang Government Affairs Service Network, we will comprehensively promote the online operation of administrative power and other service items. By the end of 2016, we will basically complete the construction of the catalog database of provincial, municipal, county and township public service items, basically realize the one-stop online operation of provincial, municipal and county administrative penalties, and achieve the coverage of key convenience items online services across the province. Actively promote the disclosure of the results of the clearing of administrative normative documents. All localities and departments should focus on the self inspection and rectification of the clearing of administrative normative documents, the effectiveness labeling, and the filing, review, and publication of administrative normative documents in the near future, and improve the mechanism for the disclosure of administrative normative documents.

(2) We will strengthen information disclosure in key areas. According to the annual key work deployment, the provincial agricultural and rural work, development and reform, education, science and technology, public security, civil affairs, finance, human and social security, land and resources, environmental protection, construction, commerce, culture, health and family planning, audit, state-owned assets, local taxes, industry and commerce, quality supervision, safety production supervision, food and drug supervision, tourism and national taxes Leading departments such as price control departments shall formulate implementation plans including public content, public form, public carrier, time limit requirements, and release subject, and publish them in a timely manner, and report to the Information Disclosure Office of the Provincial Government for filing within 15 days from the date of issuance of this notice. Vigorously promote the centralized disclosure of information in key areas. The relevant leading departments of the province should set up columns on the unified management platform of information disclosure of the provincial government to centrally disclose information in key areas led by their own departments.

(3) Solid policy interpretation. Establish an important policy interpretation mechanism to consider policy interpretation and major policy formulation simultaneously and submit them for approval. The interpretation materials shall be submitted to the local government portal website for release within 3 working days after the document is published; The main leaders of municipal governments divided into districts and the main heads of provincial government departments should take the lead in publicizing policies and passing authoritative information by attending press conferences, accepting interviews and other ways, and interpret important policies in various ways at least once a year.

2、 Do a good job of disclosure according to the application

(1) We will improve the application disclosure system. All localities and departments should strengthen the management of acceptance, registration, planning, consultation, review, reply, filing, etc. of the disclosure according to the application, further revise and improve the government information disclosure guide, formulate the work system and flow chart of disclosure according to the application based on their own actual situation, and publish them online. Designate a special person to handle the publicity work according to the application, and make a reply according to the law within the statutory time limit, so as to ensure that one application is accepted and one written reply is made, and avoid the loss of the application or the failure to handle it in a timely manner.

(2) Standardize the public response work according to the application. The public response to the application shall specify the applicable legal basis and terms, and clearly inform the applicant of the legal remedies and the time limit of remedies according to law, so as to ensure that the procedures and entities are legal and compliant. The person in charge of the relevant competent business department shall appear in court to answer the administrative litigation case arising from the disclosure of the application. Places and departments that have a large workload of disclosure according to applications should strengthen the coordination and cooperation between the competent authorities of information disclosure and the legal institutions, actively play the role of government legal advisers and public lawyers, and constantly improve the level of response and response to lawsuits. Explore the expansion of the scope of active disclosure. For government information that has a large number of applications, needs or can be widely known by the society, it can be actively disclosed after obtaining the consent of relevant units to facilitate the access of the masses.

(3) Actively expand the acceptance channels open according to the application. It is necessary to actively open the contact number and email address of the public consultation on government affairs, and ensure the opening of three open channels, including on-site application, letter application and online application. Build an intensive platform for provincial departments to accept applications publicly on the provincial government portal. In the future, all provincial departments will accept online applications publicly on the provincial government portal. Those that are not currently open should submit a written application for opening and the information of the responsible person to the Provincial Government Information Disclosure Office by the end of August 2016, and make a link to the online application channel page on the department's website.

3、 Give full play to the role of government websites as the "first public platform"

(1) We will strengthen the release and updating of information on government websites. To further improve the information release mechanism, all localities and departments should systematically sort out the relevant columns of the portal website, define the information categories updated by nodes such as real-time, daily, ten day, monthly, quarterly, and yearly, and ensure that they are updated in a timely manner. Provincial departments shall maintain and update their own information disclosure on the unified management platform of provincial government information disclosure. Any revision or change of their own information disclosure directory shall be timely reported to the Provincial Government Information Disclosure Office for approval and filing.

(2) Accelerate the intensive construction of government websites. Promote the collaborative sharing of information resources on government websites by relying on the unified government affairs intensive platform of provinces or cities divided into districts, and do a good job in sorting, archiving, utilization and opening of government website data such as government bulletins and administrative normative documents. Strictly enforce the procedures for the opening and closing of government websites. New and revised government websites should timely update the basic information form, self inspection, inspection scoring and other information through the national government website information submission system. Constantly optimize the intelligent retrieval function of government websites. The retrieval results should support time and relevance ranking to ensure that key information is prominent.

(3) Actively promote the sharing and open use of government data. Accelerate the construction of the data exchange platform of the government service network, and form a unified data resource sharing and exchange system throughout the province. Deepen the construction of public data exchange platform and establish a normal mechanism for data openness. By the end of 2016, we will complete the publication of the data resource catalog at the provincial level and in 11 cities divided into districts.

(4) Constantly strengthen the daily monitoring of government websites. Daily operation and maintenance monitoring of key government websites is carried out through the provincial government website group monitoring platform, including technical monitoring of website availability, health status, updates, visits, etc., and manual monitoring of timeliness, integrity, accuracy and problem rectification of various information released on the website. The monitoring results are used as the basis for performance assessment of government websites.

4、 Constantly increase the strength of assessment notification

(1) We will improve the assessment and evaluation system for open government affairs. All localities should incorporate the work of government affairs openness into the government performance appraisal system, and the weight of the score should not be less than 4%. According to the requirements of the central and provincial documents, formulate quantitative, detailed and standardized assessment contents and scoring standards to ensure that the assessment results are objective, fair and traceable. All localities and departments shall establish a standing book system for opening government affairs.

(2) Organize the third-party evaluation. All localities are encouraged to entrust a third party institution to conduct an independent and impartial assessment of the quality and effect of government openness. In 2016, the General Office of the Provincial People's Government will entrust a third-party organization to evaluate the information disclosure work of 11 cities divided into districts, relevant provincial units, some municipal departments and counties (cities, districts), some provincial universities and provincial state-owned enterprises, and the evaluation results will be an important basis for the annual assessment.

(3) We will strengthen public appraisal of government affairs. All localities and departments should carry out social review activities through telephone, network, service windows, visits and other forms to fully understand social concerns and strengthen social supervision. The General Office of the Provincial People's Government will timely carry out the evaluation of the satisfaction of the openness of government affairs.

(4) Establish and improve the notification system of government affairs publicity. The annual assessment results and third-party assessment results shall be reported to the whole province after being approved by the provincial government leaders. The places and departments that lose points in the national third-party assessment due to poor work shall not be rated as excellent in the annual assessment of government affairs openness, and we will effectively strengthen the incentive and accountability guidance of government affairs openness.

5、 Effectively strengthen the organizational guarantee mechanism

(1) Improve the organizational system. All localities and departments should attach great importance to the work of making government affairs public. The main responsible person should listen to the work report on making government affairs public at least once a year, and study and deploy the work to promote it; One person in charge shall be appointed to take charge of the work of making government affairs public and make it known to the public; Relevant municipal governments with districts should make clear the full-time institutions for government affairs disclosure, straighten out the working mechanism, implement the work responsibilities, guarantee the working funds, and allocate and strengthen full-time staff.

(2) Improve the coordination mechanism. All localities should timely adjust the list of members of the leading group for making government affairs public, appropriately increase or decrease the number of member units according to the new situation and new requirements of the current work of making government affairs public, formulate the working rules of the leading group and the work responsibilities of member units, and guide and promote the local work of making government affairs public.

(3) Implement work responsibilities. All localities and departments shall, in accordance with the relevant requirements above, detail and decompose work tasks, implement them to specific departments and units, and assign special personnel to take charge of them, so as to ensure clear responsibilities and facilitate inspection.
