1、 Introduction
Jingdezhen Meteorological Bureau was established in 1952. The meteorological department is a working department of the people's government at the same level under the dual leadership management and leadership system. It is mainly responsible for guiding, supervising and managing meteorological activities in its own administrative area; To be responsible for formulating development plans and plans for local meteorological undertakings and organizing their implementation; To be responsible for putting forward feasibility studies on the use and protection of climate resources and their popularization and application to the people's government at the same level and relevant departments at the same level; To be responsible for the organization and management of the collection and distribution of meteorological observation data within their respective administrative areas; To provide decision-making basis for the people's government at the corresponding level to organize the prevention of meteorological disasters; Formulate weather modification operation scheme, and manage, guide and organize the implementation of weather modification operation under the leadership and coordination of the people's government at the same level; Organize and manage the lightning disaster prevention work and guide the detection of lightning protection devices together with relevant departments; Perform administrative law enforcement functions in accordance with the Meteorological Law of the People's Republic of China, and punish relevant illegal acts according to law; Undertake relevant administrative reconsideration work; To administer the issuance of public meteorological forecast, disastrous weather warning, agricultural meteorological forecast, urban environmental meteorological forecast, fire danger meteorological grade forecast and other professional meteorological forecast within their respective administrative areas. At the same time, it undertakes the daily management functions of the Municipal Weather Modification Leading Group Office and the Municipal Lightning Protection Administration entrusted by the municipal government.
Jingdezhen Meteorological Bureau has two administrative departments (offices, business and regulation departments), four directly affiliated institutions (meteorological observatory, meteorological science and technology service center, lightning protection device quality inspection institute, financial accounting center), two local organizations (People's Film Office, lightning protection bureau), and a temporary organization (infrastructure office), which governs Leping Meteorological Bureau. The total number of in-service employees is 52, and the number of retirees is 16.
For a long time, Jingdezhen Meteorological Bureau has closely focused on Jingdezhen's economic construction, constantly improved the ability and level of meteorological services, always put the provision of decision-making services for disaster prevention and reduction of Party committees and governments at all levels in the first place, focused on agricultural services, provided professional services for Jingdezhen's agricultural industrialization, and provided high-quality services for people in all walks of life, Continuously expand the work field of meteorological operational services, and strive to "satisfy leaders with decision-making services, society with public services, and users with professional services", so as to achieve significant social and economic benefits. According to incomplete statistics in the last 10 years, the economic benefit ratio of meteorological investment and meteorological services is about 1:70.
2、 Climate overview
Jingdezhen is located at the junction of Anhui, Zhejiang and Jiangxi provinces. It belongs to the subtropical monsoon humid climate zone. It has abundant heat, sufficient sunlight, abundant rainfall, four distinct seasons, long frost free period, and excellent climate resources, which are conducive to the comprehensive development of industrial and agricultural production. However, meteorological disasters such as overcast and low temperature in spring, rainstorm and flood in summer, drought and low temperature in autumn, and freezing in winter often endanger industrial and agricultural production and people's life.
