According to the Law of the People's Republic of China on Civil Servants, the Regulations on the Recruitment of Civil Servants and other laws and regulations, and with the approval of the Organization Department of the Provincial Party Committee and the Provincial Civil Servant Bureau, Wuxi Civil Servant Bureau will organize and implement the 2021 annual examination for the recruitment of civil servants. In 2021, 664 civil servants and staff of the reference management units were recruited by the municipal authorities at all levels, the management units referring to the Civil Servant Law (hereinafter referred to as the reference management) and the provincial vertical management organs in Wuxi. 1、 Application conditions and objects
（1） Application conditions
1. Have the nationality of the People's Republic of China;
2. The age of candidates who are over 18 years old, under 35 years old (born from November 3, 1984 to November 9, 2002), graduate students with master's degree or above from ordinary colleges and universities in 2021 (not on the job), and candidates who are targeted to recruit excellent village (community) party organization secretary (director) positions can be relaxed to 40 years old (born after November 3, 1979) Applicants for the positions of people's police of judicial administrative organs and judicial police of courts shall be subject to the requirements of the Notice on Adjusting the Age for Admission of People's Police by Public Security Organs, Prisons and Reeducation through Labor Administrative Organs;
3. Support the Constitution of the People's Republic of China, the leadership of the Communist Party of China and the socialist system;
4. Have good political quality and moral character;
5. Have the physical condition and psychological quality to perform the duties normally;
6. Have the ability to work in line with the requirements of the position;
7. Applicants who have bachelor's degree or above and who are targeted to recruit excellent village (community) party organization secretary (director) positions can be extended to technical secondary school or high school education;
8. Applicants for the positions of people's police of public security organs and judicial police of courts must also meet the conditions specified in the General Rules of Jiangsu Province on the Recruitment of Civil Servants (People's Police) in the 2021 Public Security Organ Examination; Candidates for the position of people's police in prison institutions must also meet the conditions specified in the General Rules for the Recruitment of Civil Servants (People's Police) in the 2021 Examination of the Judicial Administration System of Jiangsu Province;
9. Candidates for the position of assistant judge of the People's Court (position code 70-74) and assistant procurator of the People's Procuratorate (position code 75-79) must also meet the conditions specified in the Profile of Jiangsu Province for Recruitment of Assistant Judge and Assistant Procurator in the 2021 Examination;
10. Have other qualifications required by the proposed position specified by the competent department of civil servants at or above the provincial level.
（2） Examinees and relevant requirements
1. In 2021, new graduate students (not on the job) of ordinary colleges and universities who are recruited by the state in a unified way and apply for the examination in their majors as graduate students, are not restricted by the origin of students; Social personnel who have obtained a master's degree or above and applied for the examination with the corresponding graduate education (specialty) are not subject to the restrictions of household registration. The above personnel can only apply for the examination with their bachelor's degree (major) obtained from Wuxi or their household registration in Wuxi.
In 2021, fresh graduates of ordinary colleges and universities who have unified enrollment by the state will apply for the examination without being restricted by the source of students. Social personnel with bachelor's degree (major) can only register in Wuxi.
2019 ordinary college graduates from our city (including Jiangyin and Yixing) who have not yet been employed and whose household registration is still in the original graduation school are deemed to have Wuxi household registration and can apply for the examination.
If the position has special provisions on the place of origin or household registration of students, such provisions shall prevail.
2. Graduates of 2020 ordinary colleges and universities who have been recruited by the state in a unified way, but have not been assigned a work unit after graduation, and whose household registration, files, and organizational relationships remain in the original school of graduation, or remain in the graduate employment authorities at all levels (graduate employment guidance service center), talent exchange service agencies, or public employment service agencies, they will obtain academic degrees (majors) in 2020 Those who apply for the examination are not restricted by the household registration.
3. Soldiers who graduated from a national college and enlisted in the military in the same year and retired from the Chinese People's Liberation Army or the Chinese People's Armed Police Force from September 1, 2019 to the registration deadline are not subject to household registration restrictions when applying for the examination.
4. Returnees who have obtained a foreign degree from September 1, 2019 to the deadline for application and have completed the qualification certification of the Overseas Study Service Center of the Ministry of Education are not subject to the restrictions of household registration when applying for the examination.
5. The former college student village officials who have been selected by the Organization Department of the CPC Jiangsu Provincial Committee and have served for two years and passed the examination are not subject to the household registration restrictions when applying for the examination.
6. The "Western Plan", "Northern Jiangsu Plan", "Three Supports and One Support Plan" volunteers selected and dispatched by the provincial project management office, and the "Western Plan" volunteers selected and dispatched from other provinces in Jiangsu Province are not subject to household registration restrictions when applying for the examination within two years after the service period expires and the examination is qualified.
7. For those who apply for the position of people's police in the public security organ of our city, the requirements of their place of origin or household registration shall be implemented according to the provisions of this brochure;
For applicants for posts in Wuxi Prison, the requirements of the place of origin or household registration of the students shall be in accordance with the provisions of the Regulations on Civil Servants (People's Police) Employed in the 2021 Examination of the Judicial Administration System of Jiangsu Province.
8. Persons who meet the conditions for policy resettlement and deployment (such as spouses living in two places, military spouses who meet the conditions for accompanying the army, and parents with no children), if the spouse or parents have settled down (before the registration deadline) in our city (including the districts under its jurisdiction) or the county (city) under its jurisdiction, Eligible positions can be applied for (among them, those whose spouse or parents are registered in Jiangyin or Yixing, or those whose spouse is a soldier and serves in Jiangyin or Yixing, can only apply for positions in this area).
9. Targeted recruitment of new graduates of ordinary colleges and universities in 2021 (position code 60-69). 10. Positions of the disabled (position code 80) are targeted for recruitment, and the recruitment target is: persons with the second generation of Disabled Persons' Certificates of the People's Republic of China issued by the Disabled Persons' Federation, who meet the disability category and level requirements of the position.
11. Orientally recruit the positions of service grassroots project personnel (position code 90-96), and recruit the former college student village officials of our province and city who have completed their service and passed the assessment; Volunteers of the "Western Plan", "Northern Jiangsu Plan", "Three Supports and One Support Plan" and "Western Plan" selected and dispatched by the provincial project management office, who have completed their service and passed the assessment, as well as the "Western Plan" volunteers selected from other provinces; Retired soldiers who have served in the army for more than 5 years (including 5 years) and are college graduates with provincial household registration or source of students.
12. Targeted recruitment of outstanding village (community) party organization secretary (director) position (position code 98). The recruitment targets are: the current village (community) party organization secretary, village committee (community) director, and village (community) secretary (director) who have worked in our village (community) for 5 years, more than 2 years and have excellent work performance, The deputy secretary (deputy director) who is replaced by the former secretary (director) and still enjoys the treatment at the original post level. It does not include the former college student village officials and other personnel selected by the provincial and municipal human resources and social security departments.
Specific criteria for "excellent": the annual assessment of the past three years must be at least competent (qualified), and one year has been rated as excellent or has been awarded at or above the county (district) level.
Active servicemen, non recent graduates of ordinary colleges and universities who are studying, and those who have gone through the formalities of approval (filing) for the employment of civil servants or staff of administrative organs (units) after January 1, 2018 (including those who have resigned or cancelled the employment) shall not apply for the examination.
Those who have been subject to criminal punishment for crimes, dismissed from the Communist Party of China, dismissed from public office, listed as the object of joint punishment for dishonesty according to law, who have committed fraud and other serious violations of employment discipline in the national statutory examinations, and who have been dismissed for less than five years, As well as other situations where the laws and regulations stipulate that the employees shall not be employed as civil servants, they shall not apply for examination.
Candidates shall not apply for positions that constitute avoidance situations listed in Article 74 of the Civil Servant Law after employment, nor shall they apply for positions in the employing units where persons who have husband wife relationship, direct blood relationship, collateral blood relationship within three generations and close marriage relationship with themselves serve as leading members.

Candidates should carefully read the letter of commitment of integrity, fill in the relevant information truthfully, accurately and completely according to the requirements of the position and the tips of the online registration system, and upload their recent 2-inch (35 × 45mm) bareheaded front electronic ID photos (jpg format, size less than 20Kb).
Applicants who provide false application materials will be disqualified once verified. Those who forge or alter relevant certificates, materials and information to obtain exam qualifications will be severely punished in accordance with relevant regulations.
After 48 hours of submitting registration information online, applicants can query the results of preliminary qualification examination on the registration website. Those who pass the preliminary qualification examination shall not apply for other positions. After the candidate passes the preliminary qualification review and photo review, he/she can use the bank card with online payment function to complete the online payment before the deadline for payment. The application is valid, and the overdue application will be deemed as automatic waiver of the qualification. The payment status is subject to the registration website display.
（3） Notes for registration
1. Each candidate can only choose one position within the province to register and pay the fee. When registering, you can choose the nearest written examination area within the province. During the period from 9:00 on November 3 to 16:00 on November 9, 2020, applicants who have not passed the preliminary examination or whose qualifications have not passed the preliminary examination may change to other positions; During the period from 16:00, November 9, 2020 to 16:00, November 11, 2020, if the applicant's qualification has not been preliminarily reviewed or has not passed the preliminary review, he/she cannot change the registration information or apply for other positions; You must use the second-generation ID card within the validity period when registering.
Qualification examination runs through the whole process of recruitment. If it is found that the candidate does not meet the qualification requirements in each link of recruitment, his qualification will be cancelled.
2. After the registration is completed, for the position where the ratio of the effective number of applicants to the number of applicants is less than the proportion of the beginning of the examination, the Wuxi Municipal Civil Service Department in charge will reduce the examination plan according to the prescribed procedures and methods until the position is cancelled. 3. 3、 Examination
The examination includes written examination and interview.
（1） Written examination
1. Type of written examination
The written examination of public subjects is classified into three categories: A, B and C. The subjects of the examination are administrative vocational ability test and argumentation. All applicants are required to take the examination. For the scope of the examination, please refer to the Written Examination Outline of Public Subjects for Civil Servants in Jiangsu Province in 2021 published on the registration website.
In addition to taking the written examination in public subjects, applicants for Class B positions in the people's police of the public security organ also need to take the examination in public security professional subjects. The examination outline can be queried through the website of the competent department of civil servants of our province and the website of the provincial public security department.
2. Time and place
The written examination for public subjects will be held on December 20, 2020. The specific arrangements are as follows:

The examination time of public security professional subjects is December 19, 2020, and the specific arrangements are as follows:

The written examination of public subjects is set up in all districts and cities in the province, and the examination of public security professional subjects is set up in Nanjing, Wuxi, Taizhou and Huai'an.
Candidates should take the written examination at the specified time and place with their admission cards and second-generation ID cards within the validity period. The ID card held by the candidate when taking the exam must be consistent with the ID card name and citizen ID number used when registering.
3. Score query
The written examination results and qualified scores can be queried on the registration website in mid January 2021.
（2） Qualification review and interview
After the public subjects' written examination results and the qualified score line are announced, the competent civil service department will determine the candidates for the interview for each position according to the order of the written examination results from high to low and the ratio of 3:1 to the number of people to be employed. Among them, the written test scores of the people's police of public security organs in category B positions are respectively 40%, 30% and 30% of the scores of the administrative vocational ability test, the argumentation test and the public security professional subject test, and the written test scores of candidates for other positions are respectively 50% of the scores of the administrative vocational ability test and the argumentation test.
Before the interview, the recruitment organ or the competent department of civil servants shall review the qualifications of the candidates for the interview. At the time of reexamination, the candidate must provide the certification materials that meet the conditions and requirements of the application (see the relevant provisions of the Guide to the Application of Civil Servants for the 2021 Annual Examination in Wuxi for details). Those who fail to pass the qualification review shall be disqualified from the interview, and the candidates for the interview shall be filled in according to the written examination scores from the highest to the lowest among the qualified candidates for the same position. When reviewing the qualifications of candidates for the public security, prison police and court judicial police positions, if they do not have the qualifications or the materials are incomplete, they will be disqualified from the interview, and the candidates will be re interviewed according to the written test scores from the highest to the lowest among the qualified candidates for the same position. The list of qualified personnel will be published on the website of the Organization Department of the Wuxi Municipal Party Committee.
The interview work shall be organized and implemented according to the relevant requirements of the province. The qualified score of the interview is 60 points. The candidate must have an interview score of 60 points or more before entering the next examination procedure.
For the positions that need to organize professional competence test at the interview stage, the setting of professional competence test and related matters will be announced on the portal of the competent department of civil servants above district level.
（3） Calculation method of total score
The total score is calculated according to the percentage system. The specific method is: 50% of the written test score and 50% of the interview score; In principle, 50% of the written test scores, 35% of the interview scores and 15% of the professional ability test scores will be given to those who conduct professional ability tests. The written test scores, interview scores and professional ability test scores shall be kept to two decimal places, and the third decimal place shall be rounded off.
4、 Physical examination (physical fitness assessment)
According to the total score of the candidates, the candidates for physical examination are determined from high score to low score according to the proportion of 1:1 of the planned number of positions. The candidate information is published on the website of the Organization Department of the Wuxi Municipal Party Committee. If the total scores are the same, they shall be ranked from high to low according to the written examination and administrative vocational ability test scores.
The municipal department in charge of civil servants shall organize physical examination for employment in accordance with relevant regulations and requirements. The physical examination shall be organized and implemented in accordance with the General Standards for Physical Examination of Civil Servants (Trial), Special Standards for Physical Examination of Civil Servants (Trial), Operation Manual for Physical Examination of Civil Servants (Trial), and Measures for Physical Examination of Civil Servants in Jiangsu Province. Before the physical examination, applicants with work units must submit the approval certificate of the unit, and other social personnel must provide the relevant certificate of the personnel file agency.
For candidates for the posts of the People's Police and the Judicial Police, the physical fitness assessment shall be conducted before the interview. Among the qualified personnel in the written examination, the candidates for physical fitness assessment shall be determined according to the ratio of 5:1 to the number of people to be employed in the position and the order of the written examination scores from high to low. For positions that do not reach the proportion of 5:1, the candidates for physical fitness assessment shall be determined according to the actual qualified number. The physical fitness evaluation shall be carried out in accordance with the Notice on Printing and Distributing the Physical Fitness Evaluation Items and Standards for People's Police Recruitment by Public Security Organs (Provisional), in which the evaluation times of 10 meter × 4 round trip items shall be adjusted to no more than 2 times. When there is a vacancy in the interview candidates due to unqualified physical fitness assessment, the candidates will be evaluated in a lump sum at a ratio of 2:1 to the number of vacancies.
5、 Inspection
The recruitment authority shall carry out the recruitment investigation in accordance with the standards of good cadres who are firm in belief, serve the people, diligent and pragmatic, dare to take responsibility, and honest and clean, and in accordance with the provisions of the Jiangsu Provincial Civil Servant Recruitment Investigation Measures (Trial) and other documents and the qualifications of the proposed position. The investigation highlighted the political standards, focused on understanding the political beliefs, political positions, political consciousness and political performance of the candidates for investigation, and resolutely rejected those who were not qualified politically. The candidates for investigation who are listed as the objects of joint punishment for dishonesty according to law shall not be determined as the personnel to be employed. The relevant candidates who apply for the court, procuratorate, public security, judicial and other systems shall also be subject to political trial in accordance with regulations.
6、 Publicity, approval and filing
The recruitment organ shall put forward the list of candidates to be employed according to the examination results, physical examination results, investigation (political review), etc. of the candidates, which shall be announced to the public after being examined and approved by the municipal competent department of civil servants. The publicity contents include the name and position of the proposed employment authority, the name and gender of the proposed employment personnel, the examination permit number, the work unit (the graduating college for the new student), the scores of each subject, the total composite score, the supervision and reporting telephone number, and other matters specified by the competent department of civil servants. The publicity period shall not be less than 5 working days.
At the expiration of the publicity period, if there are no problems or the problems reflected do not affect the employment, the employment procedures shall be handled according to the prescribed procedures; Those who have serious problems and have found evidence shall not be employed; If there are serious problems reported, but it is difficult to verify them for a while, the employment will be postponed until it is verified and a conclusion is made.
When there is a vacancy in the physical examination, inspection (political review), publicity and other links due to the applicant's failure to meet the requirements, voluntary abandonment and other reasons, the candidate will be filled in a lump sum according to the total score of the examination from high to low, and each position will be filled only once. After going through the employment approval procedures, it will not be supplemented.
If the employed person has signed a labor contract or employment agreement with the relevant unit, he/she shall be responsible for handling the matter in accordance with the relevant provisions.
According to the spirit of Several Opinions on Strengthening the Construction of Township Cadre Teams issued by the General Office of the Central Committee of the Communist Party of China, in order to maintain the relative stability of the cadre team, the minimum service period of newly recruited civil servants in the township (sub district) offices of our city is 5 years (including the probation period), and they are not allowed to apply for the higher authorities during the service period.
