The outline of the 14th Five Year Plan was put forward for the first time to support Hong Kong's development of a Sino foreign cultural and artistic exchange center. Participants said that the "14th Five Year Plan" will bring opportunities for Hong Kong's cultural development, and Hong Kong should do its best to make greater contributions to enhancing the country's soft power.

"It is the first time that Hong Kong's cultural status has been written into the national plan, which is a recognition of the characteristics of Hong Kong, a place where Chinese and foreign cultures have converged since modern times, and hopes that Hong Kong will play a greater role." Tan Jinqiu, honorary president of the Hong Kong Chinese Culture Association, said that Hong Kong should play two major functions to support the Sino foreign cultural and art exchange center: first, the national cultural window and trading center, The second is the frontier of cultural exploration.

Li Xiuheng, chairman of the Hong Kong China Culture and Arts Promotion Fund, said that Hong Kong, as an important place for international cultural exchanges, is no longer just a venue for exhibitions, but an important platform for art transactions and exchanges. Culture and art should be treated as an industry, and the SAR government should train talents in this regard.

Ma Fengguo, a member of the Legislative Council of the Hong Kong Special Administrative Region in the field of sports, performing arts, culture and publishing, said that Hong Kong has many advantages in cultural exchanges between China and foreign countries. For example, with traditional cultural heritage, high density of folk cultural organizations, close international exchanges, and an active media platform, Hong Kong can radiate the country's cultural soft power outward. He suggested that the SAR government could set up a foreign cultural exchange fund to promote Chinese culture.

Gao Peixuan, Chairman of the Board of Directors of Hong Kong Yide Group, said that promoting Hong Kong to become a center of cultural and artistic exchanges between China and foreign countries would not only promote the economic and social development of Hong Kong, but also enhance the sense of Chinese cultural identity of Hong Kong's youth and even all citizens.

Zheng Peikai, consultant of the Hong Kong Arts Development Council, said that cultural development should be closely linked with education. Hong Kong's commitment to becoming a center of cultural and artistic exchanges between China and foreign countries must start with the education of primary and secondary schools, so that there will be a foundation for development.
