In order to continuously enhance the ability of basic medical security, the notice was issued to strengthen residents' medical security ability from ten aspects, such as reasonably determining the financing standard, improving the treatment security mechanism, and solidly promoting the expansion of insurance coverage, so as to try to relieve people's worries about seeing a doctor.
In terms of financing standards, the notice made it clear that the central government would continue to implement graded subsidies to local governments according to the regulations, grant subsidies to western and central provinces at the rate of 80% and 60% of the per capita financial subsidy standard, and grant subsidies to eastern provinces at a certain rate. At the same time, it is required to coordinate the arrangement and use of medical insurance funds for residents and serious illness insurance funds for urban and rural residents to ensure that the treatment level of serious illness insurance is not reduced.
In terms of treatment security, the notice requires the comprehensive implementation of the medical security treatment list system to promote the standardization and unification of the system and the balance of treatment security. It mainly includes three aspects. First, consolidate the level of hospital treatment and ensure that the fund payment proportion within the policy scope is stable at about 70%. The second is to steadily improve the level of outpatient security. In areas where conditions permit, a certain proportion of the annual new financing of residents' medical insurance can be used to strengthen outpatient security, and continue to tilt to grass-roots medical institutions. Make overall plans for the existing outpatient security measures, strengthen the security capacity, and gradually expand the coverage of outpatient medication security mechanism to cardiovascular and cerebrovascular diseases in areas where conditions permit. The third is to strengthen the guarantee of medical expenses for childbearing of residents with medical insurance and further reduce the burden of medical expenses for childbearing of insured residents.
At the same time, the notice will focus on key groups and key links, and will increase the efforts to participate in insurance payment to ensure full participation. It includes doing a good job in the insurance of key groups such as students, children, newborns and floating population, and mobilizing more qualified personnel to participate in the insurance; Fully implement the policy of participating in medical insurance with residence permits.
