2014 Annual Report of Provincial Radio Administration on Government Information Disclosure
In 2014, our bureau actively implemented the Regulations of the People's Republic of China on Government Information Disclosure and the Notice of the General Office of the State Council on Printing and Distributing the Key Points of Government Information Disclosure in 2014 (GBF [2014] No. 12), and conscientiously carried out the work of government affairs disclosure in accordance with the Key Points of Provincial Government Affairs Disclosure and the relevant requirements of "online open and transparent operation of administrative power", Strengthen organizational leadership, clarify work responsibilities, carry out publicity and training, improve system specifications, strengthen supervision and guidance, and solidly promote government information disclosure and strengthen portal construction. Some achievements have been made. The relevant information about the implementation of government affairs publicity by our bureau in the past year is summarized as follows.
1、 Establish and improve the leadership system and working mechanism
In 2014, in order to strengthen the leadership of government information disclosure and effectively promote government information disclosure, our bureau timely adjusted the information disclosure leading group and working mechanism, with Director Zhang Wenhao as the group leader, Deputy Director Fan Yugui as the deputy group leader, and the station directors as members. The leading group has an office (located in the office of the Planning and Finance Department), with Cao Yang, the head of the Planning and Finance Department, as the director of the office, to strengthen the review and check of all informatization work. The office meeting of the Director General of the Provincial Bureau of Urban Rural Affairs has determined that the Director General is in charge of the work, the Deputy Director is in charge of the work, and the Tax Collection and Finance Department (responsible for the daily work of government affairs disclosure) is in charge of the work. In the middle of June, in combination with the half year work summary, we carried out a self-examination on the implementation of our bureau item by item and carefully sorted out. The government affairs publicity work in the first half of the year was summarized, and the government affairs publicity work in the second half of the year was arranged. The Planning and Finance Department took the lead in organizing relevant personnel and professional and technical personnel from the Frequency Radio Department to train and study the content setting, operation and maintenance of the portal website system of our bureau. At the same time, priority should be given to personnel, funds, office equipment and other aspects to ensure the normal development of government information disclosure.
2、 Strengthening system construction and strict assessment and supervision
In order to do a good job in the government information disclosure work of our bureau, according to the requirements of the provincial government information disclosure work, our bureau has revised the Government Information Disclosure Working System for Radio Management Work in Jiangsu Province, the Government Information Initiative Disclosure System for Radio Management Work in Jiangsu Province Work System of Annual Report on Government Information Disclosure of Radio Management in Jiangsu Province. Strictly control the disclosure and confidentiality of information. In accordance with the requirements of relevant documents from the superior, our bureau has established and improved the information release confidentiality review system, and clarified the review procedures and responsibilities. Before the government information is disclosed, the government information to be disclosed shall be subject to confidentiality review according to the "five steps" of "filling, preliminary review, reexamination, review and disclosure". At the same time, the accountability system for information disclosure, the assessment system for information disclosure and the information release coordination system have been formulated. It standardizes the work of active disclosure. For any government information that needs to be disclosed, the Division will define the nature of disclosure when writing, and report it to the leader in charge for approval and disclosure in the information disclosure column of the Bureau's portal website. Standardize the workflow of disclosure according to applications, improve the working mechanism of disclosure according to applications, clarify the division of responsibilities, acceptance of applications, handling procedures, and contact information, and ensure that someone accepts and responds on time. Due to the improvement of the internal working system and the strengthening of supervision and assessment, since the implementation of government information disclosure, the Bureau has been able to better implement.
3、 Start daily work and standardize information disclosure
In order to better complete the daily work of information disclosure, our bureau has set up a working group for the preparation of information disclosure guidelines and catalogues. It is clear that the Office of the Planning and Finance Department is responsible for the collection, sorting and reporting of the administrative information of our bureau, and a special person is designated to be responsible for the preparation and updating of our government information disclosure catalogues and guidelines, and disclose the name Postal code, office address, telephone number, fax number, e-mail address and acceptance method. Specially assigned persons are responsible for the maintenance and update of the government affairs website, information uploading, document transmission, etc., thus improving the information network of our bureau, implementing management responsibilities, and ensuring that the informatization work is organized effectively, the system is sound, and the responsibilities are clear.
In 2014, there were 18 pieces of government information actively disclosed by the Provincial Bureau of Urban Rural Affairs, and the full text electronic rate was 100%, so that 100% of the government information was actively disclosed in a timely manner.
In 2014, failure to receive the information was handled according to the application for disclosure of government information. There is no leakage of government information in the whole situation. In the whole year, there was no case of administrative litigation filed in accordance with the application for disclosure of government information or for administrative reconsideration due to the application for disclosure of government information.
In 2014, our bureau did not charge any fees from applicants for government information disclosure.
4、 Strengthen carrier construction and enrich open channels
The form of government information disclosure of our bureau is mainly through the national radio management network, the provincial government, the provincial economic and information commission and the portal network of our bureau to open and update government information, and at the same time, efforts are made to expand publicity channels, broaden the information platform, and set up columns such as the mailbox of the information director, complaints and suggestions, and online consultation on the portal website of our bureau, A suggestion box for the work of government information disclosure is set up in the column of government information disclosure to facilitate consultation and supervision by the masses. At the same time, government affairs are publicized and made public through various local news media. Also, in strict accordance with the relevant system, the government information is disclosed and updated through the government website according to the review procedure. In 2014, our bureau continued to revise and integrate the bureau's portal website, more comprehensively improved the information disclosure content of the portal website, and carefully revised and supplemented the government information disclosure guide and directory of our bureau. In addition, the provincial bureau has further improved the government information submission system, especially incorporating the government information submission into the work performance appraisal system of provincial bureaus (stations) and municipal management offices, which has achieved remarkable results.
In 2014, there were no reports or complaints caused by the government information disclosure, no leakage events caused by improper government information disclosure review or the failure of the confidentiality review agency to perform the duty of confidentiality review, no administrative reconsideration and administrative litigation caused by the government information disclosure, and no non-compliance with the Regulations of the People's Republic of China on the Disclosure of Government Information Specified conditions.
The provincial non management bureau continued to adhere to the principle of "serving economic and social development, serving radio subscribers, and serving the masses", and strengthened its efforts to open its work and accept online complaints. At the same time, according to the relevant requirements of the provincial government, we should clarify the scope of government information disclosure, establish and improve the procedures for disclosure according to the application, improve the review mechanism of government information, formulate the accountability method for government information disclosure, and strictly assess and review measures, so that the government information disclosure work can be standardized and long-term
