As most of the applicants are not familiar with the relevant regulations, they are prone to problems such as "unable to fill in, write at will, and copy for use" when filling in the business scope, which do not meet the requirements of the specification and are difficult to pass the review, becoming a difficulty and blocking point in improving the convenience level of registration.
In order to further simplify the registration process of market entities, reduce the institutional cost of market access, and better stimulate market vitality, Guangxi Market Supervision Bureau has implemented the standardized reform of registration of business scope of market entities throughout the region since June 30, 2020, becoming one of the few regions in the country to implement this reform across the province. Through reform, administrative intervention was reduced to a greater extent, facilitating the opening of market entities, and further optimizing the business environment.
The time for opening market entities was further shortened. Through reform, the standardized expression catalogue of business scope formulated by the Market Supervision Administration was used to optimize the filling and registration method of business scope from "self filling", "narrative" to "selection of items" and "summary". The applicant independently inquired and freely selected standardized items to apply for registration, which effectively solved the problems of "filling and reporting difficulty" of the applicant and "standardization difficulty" of the registration authority, Make it easier for market entities to obtain business licenses to carry out business activities. According to a sample survey, after the standardized reform of business scope registration, the time limit for market entities to complete the establishment registration has decreased by 70% compared with that before the reform.
The number of "license separation" cases increased significantly. Through the reform, the licensed business items and general business items were accurately distinguished, and the enterprise registration information was highly shared and accurately pushed between the registration department and the licensing department, which improved the efficiency of "license separation". From July 1 to 20, through the reform of "license separation", the district completed 2068 licensing items, with an average of 103.4 items per day. Compared with June, the monthly settlement volume increased by 13.12%.
It is reported that this reform of standardized registration of business scope involves the licensing and approval of 50 departments in Guangxi, including market supervision, public security, taxation and commerce.
