In order to thoroughly implement the spirit of the Twentieth National Congress of the Communist Party of China, fully implement the decision and deployment of the Party Central Committee and the State Council on employment of college graduates and the requirements of the Notice of the General Office of the State Council on Further Doing a Good Job in Employment and Entrepreneurship of College Graduates and Other Youth (GBF [2022] No. 13), and earnestly do a good job in the connection work after the cancellation of employment registration cards of ordinary college graduates, To make it easier for college graduates to find jobs, we hereby inform you of the following matters:
1、 Simplify employment materials. From 2023, the Employment Registration Certificate for Undergraduate and Junior College Graduates and the Employment Registration Certificate for Graduate Graduates (hereinafter referred to as "Employment Registration Certificate") will no longer be issued, the procedures for reissue and reassignment of employment registration certificates will be cancelled, and the employment registration certificate will no longer be used as the necessary material for handling the recruitment, residence, file reception and transmission of college graduates.
2、 Establish a destination registration system. The education department shall establish a registration system for the graduation of college graduates, which is a necessary link for colleges and universities to handle the departure procedures for graduates. Colleges and universities should guide graduates (including graduates) to complete the graduation registration in time, and report to the provincial education department for filing after verifying the information. The provincial education departments and colleges and universities should guide college graduates who implement the targeted enrollment and employment method to obtain employment in strict accordance with the targeted agreement and register their destination information. When college graduates go to the household registration and file receiving management departments to handle the relevant procedures, the education department should provide the corresponding registration information inquiry and verification services for graduates when they leave school according to the needs of the relevant departments and the authorization of the graduates themselves.
3、 Do a good job in the connection of household registration migration. College graduates can move to places of employment and entrepreneurship (megacities are subject to existing regulations), or they can move to places of residence before entering school. The public security organ in the place of immigration shall handle the procedures for the migration of household registration according to the employment situation of graduates, their own wishes and the requirements of the immigration policy.
4、 Do a good job of file transfer and connection. From 2023, when organizing personnel departments and archives management service agencies to review and manage personnel archives, employment registration cards will no longer be used as necessary archive materials. Employment registration cards in the previous archive materials should continue to be kept, and missing ones need not be replaced. Colleges and universities should put important materials such as college graduates' registration forms and transcripts into student files in a timely manner, and transfer them in an orderly manner according to regulations. Individuals cannot take and keep them by themselves. In case of employment or targeted enrollment in government agencies, state-owned enterprises and institutions, it shall be forwarded to the employment unit or targeted unit; In case of employment, flexible employment and self entrepreneurship in non-public organizations, it shall be transferred to the public employment talent service institution in the place of employment and entrepreneurship or the place of household registration. In case of transfer to the place of employment and entrepreneurship, relevant employment and entrepreneurship information shall be provided; Those who have not been employed for the time being can be transferred to the public employment talent service agency in the place of residence according to their own wishes, or they can stay in colleges and universities for two years according to regulations. The archives receiving management department shall timely announce the service institutions and contact information to the public, and all relevant units and public employment talent service institutions shall conscientiously do a good job in receiving graduates' archives.
5、 Do a good job of registration and induction. The employer can go through the registration and entry procedures for college graduates with the labor (employment) contract or employment agreement (including online signing agreement), general higher education diploma or other certification materials agreed by both parties. The working time shall be calculated according to the actual entry date of college graduates after graduation, unless otherwise specified by laws and regulations.
6、 Improve information inquiry channels. Employers, household registration and file receiving management departments, and public employment talent service institutions can check academic certificates, labor (employment) contracts (employment agreements, employment acceptance letters), etc., or through the national college graduates' graduation registration system when handling recruitment, settlement, file receiving and forwarding, etc（ https://dj.ncss.cn ）, query the corresponding graduation destination information when leaving school. College graduates and relevant units can access the China Higher Education Student Information Network（ https://www.chsi.com.cn ）Query and verify the education and degree information of college graduates.
All relevant departments, employers and colleges and universities around the country should carefully sort out and adjust the original rules and procedures related to employment registration cards and make timely announcements in accordance with the requirements of the notice, further simplify the certification materials, do not add additional or disguised processing links and application materials, and earnestly do a good job in connecting the work related to the cancellation of employment registration cards, so as to facilitate the employment and entrepreneurship of college graduates.
