Lala, a guide dog, is the exclusive working dog of Lele (a pseudonym) for visually impaired people. She leads the guide dog user Lele to send love working lunch to lovers with the same visual impairment every day. Lala is not only another pair of eyes of Lele, but also Lele's most loyal companion!

Once, Lele went to Pudong Senqiao Park for training, and Lala led Lele on the narrow sidewalk. At this time, a pedestrian may not be aware that Lele is a visually impaired person, but runs towards her quickly. Just at this time, a tricycle comes in front of Lala. Lala immediately blocks Lele's legs with her hips to avoid collision with pedestrians and tricycles, while Lala's body heavily hits the tricycle. Fortunately, Lala went to the hospital for examination and was only slightly injured.
There are many guide dogs like Lala, because to ensure the travel safety of guide dog users (visually impaired people), unlike the pet dogs at home, there are countless injuries. But what is certain is that every guide dog has undergone tens of thousands of training and regular retraining, which is enough to ensure that the guide dog users (visually impaired people) can reach the destination safely every time.


According to the statistics of the China Disabled Persons' Federation, the number of visually impaired people in China is about 18 million, of which 23.5% are young people under the age of 30, and more than 90000 are visually impaired people in Shanghai. According to the target penetration rate of 1% of the international guide dogs, the social demand for guide dogs in China is 180000, the number of people who have applied for waiting for the use of guide dogs in China is up to 50000, and the demand for guide dogs in Shanghai is 900. However, there are only 200 guide dogs in China, and there are 37 guide dogs in Shanghai, with a penetration rate of less than 0.001%. At present, only Dalian and Shanghai have large guide dog training bases in China, The elimination rate of guide dogs is as high as 55-60%. The training period is 2-3 years, but the service period is only 8-10 years. For visually impaired groups, in addition to travel assistance, guide dogs also provide necessary emotional treatment, emotional connection and spiritual sustenance for visually impaired groups.

At present, the difficulties hindering the development of guide dogs are as follows:
(1) The number of guide dogs cannot meet the social needs
It is understood that most visually impaired friends have travel needs. As one of the working dogs, the guide dog is recognized by most visually impaired groups for its service effectiveness and reliability, which can meet some of the living needs of the visually impaired group that cannot be self-sufficient. It is more like a full-time standby, mature, reliable, loyal and simple family partner, which can be easily replaced by non hired manpower or electronic products. Generally, the service time of guide dogs is 8-10 years. At present, there are only 37 guide dogs in service in Shanghai, but there are 90000 visually impaired people in Shanghai. There is a huge gap in demand and supply.

(2) Lack of stable financial support for guide dog cultivation
Since the guide dog breeding base is public welfare, the guide dog is usually provided free of charge to the visually impaired. In recent years, the cost source of guide dog breeding is single, mainly relying on the support of all sectors of society and financial subsidies. However, due to the decreasing financial subsidies and the low social attention of guide dogs, and the training cost of a guide dog is nearly 400000 yuan, the main expenses include personnel funds, dog food, dog medical care, and the daily operating expenses of the base, leading to the growing income gap of the guide dog breeding base.

(3) Guide dogs lack effective and systematic science popularization system
In recent years, the frequent rejection of guide dogs in public places is largely due to the lack of social cognition, publicity and guidance. For many people, there is a lack of understanding of the function, importance and training process of guide dogs. Some people even misunderstand guide dogs, for example, they may be aggressive or unsafe. There are relatively few reports on guide dogs in the mass media, resulting in a lack of public attention and understanding, and the barrier free facilities supporting guide dogs are also scarce. Even if there are relevant reports, they may only focus on some special events or cases, and lack the introduction and publicity of the overall situation of guide dogs. There is a lack of public science popularization activities such as science lectures or exhibitions related to guide dogs, so that the public has the opportunity to get close contact with and understand guide dogs.

(4) Community participation needs to be strengthened
From March 1, 2023, the Shanghai Accessible Environment Construction Regulations will be officially implemented. The core of the regulations is to enable the disabled to better integrate into the society, participate equally and enjoy the achievements of social development. To guide the disabled to go out of the home is not only to let the disabled do their best to change themselves, but also to promote the disabled to participate in the community and integrate into the society.

Shanghai Yicai Feiyang Public Welfare Foundation, in conjunction with the professional Shanghai Guide Dog Training Base, has trained more dog breeds suitable for training as guide dogs through professional training, training and retraining, which will benefit more visually impaired people and become their loyal partners and guides. In addition, through social science popularization activities such as knowledge popularization and work demonstration of guide dogs, more people can understand the value and role of guide dogs, improve public awareness and acceptance of guide dogs, and further promote the development of guide dogs. We plan to arrange 15 in-service guide dogs for retraining and 2 new guide dogs for training from May 2024, so as to meet the daily travel requirements of guide dog users (visually impaired people) with high standards; Through 10 public science popularization activities, the public's understanding and cognition of the guide dog and the cause of the guide dog were improved, so as to gain social recognition and attention, thus enhancing the social influence of the guide dog;

(1) The visually impaired group, the most direct beneficiary of the project, can directly benefit from the guide dogs;
(2) The public, including white-collar workers, students, disabled volunteers, disabled people, etc.
3、 Assistance mode:
(1) 15 in-service guide dogs and 2 newly trained guide dogs were retrained to meet the daily travel requirements of guide dog users (visually impaired persons);
(2) 10 public science popularization activities were arranged to improve the public's understanding and cognition of guide dogs and the cause of guide dogs.
(3) Establish a community support group for disabled people, support enthusiastic residents of the community to join the support group, encourage enthusiastic disabled people in the community to take the lead in the support group, so as to give play to the leading role of activists in the disabled group, adhere to the point to face form of helping more disabled people, encourage more disabled people to break free from the shackles, and actively integrate into the platform of mutual assistance and exchange for disabled people, Establish a new fashion of helping the disabled.
4、 Expected effect:
(1) Through a series of public science popularization activities such as science popularization and publicity, improve the public's understanding and cognition of the guide dog and the cause of the guide dog, so as to gain social recognition and attention, thus enhancing the social influence of the guide dog;
(2) 15 guide dogs for re training and 2 guide dogs for new training passed the assessment standard of professional guide dog training base, and continued to perform the duties of working dogs at a high standard.
(3) After the withdrawal of the project, the community support group for the disabled will continue to operate and provide corresponding support for the disabled
