Xinxin is 6 years old. When she came to the rehabilitation center three years ago, Xinxin, who was three years old, could not walk at all, but only stagger forward. Even with the support of others, Xinxin could not stand up. Xinxin's parents came from the countryside of Dingxi, Gansu Province. They gradually realized that Xinxin had a problem until she was more than two years old and had not learned to walk. When she got the diagnosis, Xinxin's mother did not know what to do next. Later, with the help of the local Disabled Persons' Federation, Xinxin and her mother came to the rehabilitation center and started their own recovery journey. After arriving at the rehabilitation center, the rehabilitation teacher formulated a detailed rehabilitation plan according to Xinxin's situation. Physical training, head training, sitting up training, crawling training, standing training, walking training...... Just 24 words, it is Xinxin, Xinxin's mother and the rehabilitation trainer's insistence for more than 1000 days and nights, and it is thousands of failures, repetitions, failures, and repetitions...... In addition to physical training, Xinxin also conducts speech, cognitive ability and other training in the rehabilitation center, To go to a group class, every day is fully arranged. After a long period of training, Xinxin has developed a stable biological clock. At the age of six, Xinxin doesn't need her mother to wake up in the morning. She arrives at the rehabilitation center early every day, and can persist in any difficult training. The joyful progress has encouraged other children and parents in the rehabilitation center and strengthened the determination of many parents to persist in rehabilitation for their children. Xinxin's mother once joked that she had never seen someone else train an Olympic champion. With our efforts, we should be able to train an Olympic champion. Yes, it took three years to walk steadily through the stairs from unsmooth crawling. Xinxin is the champion of his life! Xinxin's change is inseparable from professional rehabilitation training, parents' insistence, Xinxin's own efforts and project support. The success of rehabilitation of disabled children does not depend only on a single factor, which is the result of the joint efforts of the whole society. The development of rehabilitation education for disabled children needs a large number of rehabilitation, special education, psychology and other professionals. It needs to integrate the learning of disabled children in sports, cognition, communication, social interaction, self-care in life and other aspects to make training meaningful, so that children can gain complete experience, feel the joy of success, and trigger further learning and exploration. While improving the level of rehabilitation services and rehabilitation effects for disabled children, we should also promote the move of grass-roots rehabilitation service platforms forward and down to grass-roots villages/communities, so that rehabilitation services can more easily and quickly cover every disabled family. This requires not only the continuous improvement of various national safeguards, but also the joint participation of institutions, families and all sectors of society. In the project implementation plan, children with disabilities such as limbs, intelligence, autism, hearing impairment and young people, rehabilitation education institutions/disabled social organizations are the main service targets of the program; Boost the development of rehabilitation education for disabled children in the region from two aspects: first, expand the scope of assistance, so that more disabled children can get rehabilitation assistance services. In combination with the national rehabilitation assistance policy, the restrictions on the places of residence registration assistance for disabled children will be lifted, the age range of assistance will be expanded, the economic burden of children's families and the burden of institutional operation will be effectively reduced, and the rehabilitation effect will be effectively consolidated. The second is to improve the service system and promote the comprehensive rehabilitation of disabled children. The project will standardize the management of disabled children's health education project, clarify the professional qualifications, standardize the operation of the project, formulate rehabilitation service specifications for disabled children, improve the standardized service process, quality control system, and service files, and improve the effectiveness of rehabilitation services. Promote the combination of rehabilitation education, institutional rehabilitation and family and community rehabilitation, and promote the comprehensive rehabilitation and development of children. Specific contents of the project: 1. Carry out rehabilitation education and training for disabled children. The training content includes but is not limited to: occupational therapy, sports therapy, language training, guided education, emotional lessons, multisensory stimulation, cognitive training, community rehabilitation, occupational rehabilitation, integrated education, etc., which is specifically determined according to the individual education plan of children and the ability of children with disabilities. According to the rehabilitation aid system for disabled children in all provinces and cities, each child has an average training time of no less than 3 hours per day, and a subsidy of no more than 2500 yuan per person per month is provided. The final settlement is based on the actual training hours and months.
Screening criteria for disabled children benefited from rehabilitation training:
(1) Be able to continue to adhere to rehabilitation education and training, and the rehabilitation period shall not be less than 3 months;
(2) Not enjoying the national rehabilitation assistance program in the same training cycle;
(3) High parental cooperation;
(4) Left behind children, orphans, single parents, low-income families and other children in need are preferred;
Provide professional training for rehabilitation education institutions/social organizations for the disabled: organize and implement professional training in a combination of online and offline ways to improve the capacity of social service institutions for the disabled. The training content includes but is not limited to public welfare project management, fund-raising publicity, business capability improvement and organization operation; Refer to the administrative department's training expense management measures and travel expense reimbursement standards.
Screening criteria for beneficiary rehabilitation education institutions/social organizations helping the disabled:
(1) Local designated organizations of the Disabled Persons' Federation are preferred;
(2) The business scope includes services for the disabled or children in distress, social work services, etc;
(3) Voluntarily abide by the rules and regulations of the project, have a high sense of social responsibility, can provide effective rehabilitation education services, and can constantly self summarize and improve.
Implementation process The project is planned to continue fund-raising activities from May 2024 to December 2025. In December 2024, we will carry out project research, screen the recipients who meet the project funding standards according to the screening criteria for project recipients, develop a detailed implementation plan of the project, and collect and review the basic information of the beneficiaries of disabled children. From January 2025 to November 2025, all institutions will carry out rehabilitation education training for disabled children and capacity building training for disabled institutions according to the project implementation plan and plan. In December 2019, it was rated as an excellent executive agency of the Collective Support Program for Disabled Children by the China Disabled Welfare Foundation; In 2020, it was awarded Grade 4A social organization by Baoji Civil Affairs Bureau; The project of "Growing Together from a New Start - Parents Support Group for Disabled Children" won the excellent social work project of Shaanxi Province in 2021.
