Non pharmaceutical precursor chemicals in Category I can only be purchased after obtaining the purchase license

1. Business license of the operating enterprise (duplicate and photocopy), registration certificate or establishment approval document of other organizations (original and photocopy), or personal identity certificate (original and photocopy);

2. Legal use requires proof of the original. (It shall be issued by the purchasing unit or individual, indicating the type, quantity and purpose of the precursor chemicals to be purchased, and stamped with the unit seal or individual signature.)

Valid for one time, valid for one month

1. Individuals shall not purchase Class I and Class II precursor chemicals.

2. It is prohibited to trade in precursor chemicals in cash or in kind, except that individuals legally purchase pharmaceutical preparations of precursor chemicals in Category I and precursor chemicals in Category III.

3. When the public security organ examines the application materials for the purchase license of precursor chemicals in Category I, it may conduct on-site verification as required.

Category II precursor chemicals can only be purchased after obtaining the purchase record certificate

Public security organs of people's governments at county level

1. The purchase and filing certificate of precursor chemicals is valid for one use, and the validity period is one month;

2. If there is no violation within one year after filing, the unit can issue a valid filing certificate for multiple use, which is valid for six months.

3. For those purchased by individuals, valid filing certificates can only be used once.

The third category of precursor chemicals can be purchased only after obtaining the purchase record certificate (no record is required for those who purchase potassium permanganate less than 5kg at one time and less than 50kg annually for their own use)

1. Transportation across the administrative regions of cities divided into districts (municipalities directly under the Central Government are cross city boundaries);

2. Transportation across county-level administrative regions in key areas with severe drug control situation (key areas with severe drug control situation shall be determined and adjusted by the Ministry of Public Security, and the list shall be published separately)

Valid for one time, valid for one month

1. Transportation of ephedrine samples of less than 100g for teaching and scientific research, ephedrine in small packages for the preparation formula of medical institutions, and ephedrine tablets of less than 60000 pieces and injections of less than 15000 pieces purchased by medical institutions or narcotic drug distributors, with the owner or carrier holding the legally obtained purchase license or narcotic drug allocation sheet, It is unnecessary to apply for the transportation permit of precursor chemicals.

2. Due to the need of treating diseases, patients, close relatives of patients or persons entrusted by patients can carry the precursor chemicals in Category I with them by virtue of the medical diagnosis issued by medical institutions and their own identity certificates (not exceeding the maximum dose of a single medical prescription)

1. For the transportation of Class III precursor chemicals for filing, a valid filing certificate for multiple use for three months shall be issued;
2. If the transportation is carried out in accordance with the regulations and transportation safety is ensured within 6 months after obtaining the transportation license or transportation record certificate, a transportation license or transportation record certificate with a valid period of 12 months may be issued.
