（1） No unit or individual may use mail to post or deliver articles containing the following contents.

1. Inciting subversion of state power, overthrowing the socialist system, splitting the country, undermining national unity and endangering national security;

2. Divulging state secrets;

3. Spreading rumors to disrupt social order and undermine social stability;

4. Inciting national hatred and discrimination, and undermining national unity;

5. Spreading heresy or superstition;

6. Spreading obscene, gambling, terrorist information or abetting crimes;

7. Other contents prohibited by laws and administrative regulations.

（2） Actively cooperate with postal and express enterprises to show their identity documents and open the box for inspection.
