Answer: According to the provisions of Article 14 of the Regulations on the Administration of precursor chemicals, the following certificates shall be submitted when applying for the purchase of precursor chemicals in Category I, and the competent administrative department specified in Article 15 of the Regulations shall obtain the purchase certificate after examination and approval:

（1） The operating enterprise shall submit its business license and certificate required for legal use;

（2） Other organizations shall submit registration certificates (establishment approval documents) and legal use certificates.
