In recent years, the Hainan Federation of Trade Unions has always focused on the construction of the front, formulated the Guidelines for the Construction, Management, Operation and Maintenance of the Labor Union's Outdoor Labor Service Station, and promoted the construction of the "union, station, home" integrated worker service front. Nowadays, more and more staff bookstores, outdoor workers' service stations, staff homes, staff homes, etc. are emerging in cities and counties of Hainan.

This year, Hainan for the first time included the construction of outdoor labor service stations (labor union post stations) into the ten practical projects of provincial people's livelihood in 2024. To this end, Hainan Provincial Federation has set the goal of building at least 300 new labor union stations and pushing 15% of them to become the most beautiful labor union stations in the province.

Convenient and warm

Although the site is not large, it has all five internal organs. In recent years, Hainan Province has vigorously promoted the construction of outdoor labor service stations. At present, there are 4337 service positions for all kinds of employees in Hainan Province, including 811 employee homes (small homes) at all levels, 1850 employee bookstores, 99 employee service (assistance) centers (stations), 576 outdoor worker service stations, 348 innovation studios, 752 other service positions such as mother and baby care rooms for female employees.

One "station" for multiple purposes

"Previously, charging people had to wait in the car. Although they knew there was a potential safety hazard, they had no choice. The sun was too hot outside. Now, they can charge the car here, rest their feet and drink some water, which is very convenient," said Yang Dewu, an online taxi driver. In the driver's home in Tianya District, Sanya, there are all kinds of facilities available to meet the needs of outdoor workers.

In January 2023, under the guidance and support of Sanya Federation of Trade Unions, the Tianya District Driver's Home will be built simultaneously with Lucheng Warm "New" Posthouse and the Labor Union's Outdoor Workers' Home, so as to realize one "station" for multiple purposes, and service positions will be jointly built and shared. The Driver's Home provides free services for outdoor workers such as online taxi drivers and couriers to "keep warm when cold, keep cool when hot, drink water when thirsty, stop when tired, and avoid wind and rain". It has served more than 30000 outdoor workers only half a year ago.

In the same year, Sanya formulated the Measures for the Administration of Sanya Outdoor Laborer Service Stations, which clearly put forward the construction principle of "trade union led, multi-party joint construction, distinctive features and brand sharing". Up to now, Sanya has built 100 trade union post stations, serving more than 400000 employees in total.

In recent years, the General Manager of Hainan Province has made overall planning and construction of service positions in many ways, and made a good cross-border integration layout. Through the combination of trade union self construction, party government joint construction and social interaction, and by using the existing business outlets, service halls, stations and other resources, they have jointly built more trade union terminals with diverse functions, realizing the "sharing" of wide coverage and strong radiation New pattern of staff home positions.

Construction of Dazhou Posthouse

The meeting proposed to comprehensively strengthen the position function of the staff's home, vigorously promote the construction of the labor union's post station, firmly grasp the most concerned, realistic and urgent problems of outdoor workers, and strive to provide more tangible and accessible intimate services.

Yan Xijun, Deputy Director of the Standing Committee of Hainan Provincial People's Congress and Chairman of the Provincial Federation of Trade Unions, said: "The construction of workers' cultural front should take various forms, so that the trade union post station can truly become an important position and window of the trade union, and an extension arm of the trade union to directly serve front-line workers."

This year, Hainan Province allocated a special fund of 3 million yuan for post station construction. To this end, the Hainan Provincial General Assembly has formulated the Work Plan on Implementing the 2024 Work Plan of the Provincial Party Committee and the Provincial Government for the Construction of Private "Trade Union Posts", which has made overall arrangements and deployment for the construction of the provincial trade union posts.
