The top-level design of network security is constantly improved

On June 1, 2023, the sixth anniversary of the implementation of the Cyber Security Law. This basic law in the field of cyber security in China has made clear provisions on personal information protection, governance of cyber fraud, implementation of the real name system on the Internet, and has become an important milestone in the legal construction of cyberspace in China.

In recent years, China has accelerated the promotion of top-level design in the field of network security. On the basis of in-depth implementation of the Network Security Law, it has formulated and improved strategic plans, laws, regulations and standards related to network security. The "four beams and eight pillars" of network security have been basically established.

Promulgate laws and regulations such as the Data Security Law, the Personal Information Protection Law, and the Regulations on the Security Protection of Key Information Infrastructure, and issue policy documents such as Several Regulations on the Security Management of Automotive Data (for Trial Implementation), Interim Measures for the Management of Generative Artificial Intelligence Services, so that network security can operate on the track of rule of law; More than 300 national cyber security standards were formulated and released, and the international voice and influence of China's cyber security standards were significantly enhanced.

Establish key information infrastructure security protection system, network security review system, cloud computing service security assessment system, and issue Network Security Review Measures and Cloud Computing Service Security Assessment Measures to effectively prevent and resolve supply chain network security risks; The Measures for Data Exit Security Assessment was issued to improve the national data exit security management level.

Establish and improve the network security emergency working mechanism, implement the National Network Security Emergency Plan, build a "national chess game" working system, and form a strong joint force to maintain network security.

Integrated development of network security education, technology and industry

In order to develop the network information business, we cannot do without a high-level professional talent team.

In recent years, various departments around the country have issued a series of policies and measures to accelerate the construction of network security disciplines and personnel training process.

In 2016, the six departments jointly issued the Opinions on Strengthening the Construction of Cybersecurity Disciplines and Talent Training, promoting the construction of cyber security disciplines and departments, and innovating the cyber security talent training mechanism. Set up the first level discipline of "cyberspace security" and implement the demonstration project of building a first-class cyberspace security college. At present, more than 60 universities have set up network security colleges, and more than 200 universities have set up network security undergraduate programs.

The Central Cyberspace Office, together with relevant departments, guides Wuhan to build a national cyber security talent and innovation base, and actively explores new mechanisms and models for the integration and development of cyber security education, technology and industry; The Ministry of Industry and Information Technology and Beijing jointly build a national network security industrial park, focusing on promoting the development of network security industry cluster and breakthroughs in network security core technologies; The country's first trans provincial national network security industrial park was settled in Chengdu and Chongqing, creating a highland leading the innovation and development of the network security industry in western China.

China's network security personnel training process continues to accelerate, the technical ability is steadily improved, the industrial system is developing rapidly, and the benign ecology of personnel training, technological innovation, and industrial development is accelerating.

Network security awareness and protection skills of the whole people continued to be strengthened

The Internet reaches hundreds of millions of people and connects the hearts and minds of the Party and the people.

Focusing on the collection and use of personal information in violation of laws and regulations such as compulsory authorization and excessive claims, since 2019, the Central Cyberspace Office, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the Market Supervision Bureau have jointly carried out special governance on the collection and use of personal information in violation of laws and regulations on apps, effectively deterring illegal and criminal acts.

In view of the illegal use of cameras to peep at personal privacy images, trade private videos and other acts that infringe on citizens' personal privacy, from May 2021, relevant departments will carry out centralized management of camera peeping and other illegal products, urge various platforms to dispose of relevant illegal harmful information and off shelf illegal products, and earnestly safeguard the legitimate rights and interests of the people.

Network security is for the people, and network security depends on the people. Maintaining network security is the common responsibility of the whole society.

Since 2014, the National Cyber Security Publicity Week has been held nationwide for 9 consecutive years, extensively carrying out activities such as entering institutions, enterprises, schools and communities for cyber security, which has effectively promoted the improvement of the whole society's cyber security awareness and protection skills in a form that is easy to understand and popular with the public.
