Notice on Some Countries' Requirements/Strikes in Hong Kong D-Record Channel

Hello!

Receive notice from Hong Kong D-Record:

Taiwan

Taiwan Customs has announced that it plans to verify the authenticity of the importer's name during import customs clearance. This is to implement the regulation of restricting import frequency. Please note that this verification is only applicable to low value business to consumer (B2C) shipments, that is, the CIF value is NTD50000 (US $1666) and below. Business to business (B2B) goods are not included. To enable the customs to verify the authenticity of the name:

a) All non B2B importers need to https://eccs.tradevan.com.tw/ Register on and provide the following information:

i. Full Name

Ii. Taiwan local phone number (Note: the platform will only verify the local phone number).

Iii. Local Taiwan ID card number (applicable to Taiwan citizens) or resident ID card number or passport number (non Taiwan citizens only applicable to local phone number owners)

Iv. Address to which the goods will be sent

b) Once registered, the customs will use the local telephone number of the importer included in the shipping details to verify the authenticity of the importer;

c) B2C goods not registered by the importer may have a higher inspection rate at the time of import, so there may be delays.

However, the customs has not yet shared the detailed process and online plan, so it plans to conduct a test in July 2018, only for low value taxable goods (that is, the value is between NT $20000 and NT $50000).  

Please ensure the following to prevent unnecessary delay:

a) Ensure that the shipper enters the local telephone number of the consignee in order to ship the goods to Taiwan;

b) Inform your cargo owner to contact with its importer to register in Taiwan as soon as possible;

More updates will be available when information is available. If the local phone number cannot be provided, the shipment may be suspended and wait for other information obtained from the consignee by the local D-Note Taiwan team.  

Annex: New restrictions on Taiwan's export goods

Taiwan's Ministry of Finance and Taiwan's General Administration of Customs announced new restrictions on trace imports: importers (B2B and B2C) can only enjoy import duties and duty-free imports for no more than 6 times within half a year (regardless of the use of service providers). Additional minor shipments will be subject to customs duties and taxes. This new restriction will take effect on July 1, 2017.

The semi annual period starts on January 1 and July 1 of each year. The six minimum imports are calculated based on the import date. The customs system will make six calculations based on the name and address of the consignee in the national declaration database. For the minimum shipment volume exceeding 6 times, please expect to delay the process of collecting additional taxes.

Once we receive more information from the Taiwan Customs Administration, the detailed procedures will be updated.

As for the other minimum limit - lowering the minimum limit is still subject to the final decision of the Ministry of Finance. Once we get more information, we will continue to update it.

Nicaragua     

From 00:00 on June 14, 2018, all private enterprise associations and groups will stop working 24 hours a day to show solidarity with the current political situation.  

D. Nicaragua launched the following emergency actions on June 14:

1) Pickup and dispatch cancelled

2) Port and customs clearance operation time will be limited (7:00-13:00 local time)

3) Customer service and operation support will cooperate with key staff

4) Functional support staff will work remotely as far as possible

The operators will closely coordinate with the most advanced security personnel.  

The checkpoint will be updated accordingly

 

Argentina

Since 00:00 on June 14, 2018, the Argentine Trucker Union has announced a regular 24-hour strike. D. Argentina launched the following emergency actions during the strike:

Dispatch: only In case of emergency Use private car for delivery. Extract: Priorities

BUE International Center: can normally handle international recycling and transshipment business.  

Imported GTW: It can be cleared normally, but the transportation from the airport to SVC may be affected.  

Export GTW: The transfer from SVC to the airport may be affected.
