To the inspection and quarantine bureaus directly under the Central Government:

In recent years, with the rapid development of China's foreign trade, the types and sources of imported food continue to increase, and new plant-based food enters China every year. In order to further strengthen the safety risk analysis of imported plant-based food and ensure quality safety, the relevant matters are notified as follows:

1、 The first imported food of plant origin can be imported only after the General Administration organizes risk analysis and determines its quality safety and phytosanitary risk control measures according to regulations (except those specially approved by the General Administration). See the annex for the list of plant derived foods that need risk analysis and the countries or regions that have been exported to China for the first time (the first batch).

2、 For imported food of plant origin, if entry plant quarantine approval is required according to regulations, all bureaus shall require import enterprises to apply for Entry Plant Quarantine License in strict accordance with relevant regulations of the General Administration.

3、 The relevant provisions of the General Administration shall apply to the food of plant origin that enters the country through non trade means such as participation in exhibitions and self use of embassies.

4、 The food of plant origin referred to in this notice includes fresh or refrigerated vegetables, rice, flour, miscellaneous grains and beans, vegetable spices, dried nuts, seeds, oilseeds, beverage raw materials, herbal medicine of plant origin, hops and other products under the jurisdiction of the Food Bureau.

All bureaus should properly handle problems encountered in the implementation and report to the Food Bureau of the General Administration in a timely manner.
