According to the relevant laws and regulations of China and the provisions of the Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Food and Forestry of the Republic of Bulgaria on the Inspection, Quarantine and Hygiene Requirements of Honey Exported to China, the import of honey that meets the relevant requirements is allowed from the date of this announcement. The inspection and quarantine requirements for imported Bulgarian honey are hereby announced (see the annex).

Inspection and quarantine requirements for Bulgarian honey imported from China
1、 Inspection and quarantine basis
（1） Laws, regulations and departmental rules.
The Food Safety Law of the People's Republic of China and its implementation regulations, the Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine and its implementation regulations, the Law of the People's Republic of China on Import and Export Commodity Inspection and its implementation regulations, the Special Provisions of the State Council on Strengthening the Safety Supervision and Administration of Food and Other Products, and the Measures for the Administration of Import and Export Food Safety Provisions on the Administration of the Registration of Overseas Manufacturers of Imported Food, etc.
（2） Bilateral protocols.
Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Food and Forestry of the Republic of Bulgaria on Inspection, Quarantine and Hygiene Requirements for Honey Exported to China.
2、 Imported products allowed
Bulgarian honey that is allowed to be imported refers to the natural sweet substance that bees collect plant nectar, secretion or honeydew, mix it with their own secretion, and brew it fully.
3、 Requirements for processing enterprises
Bulgarian honey processing enterprises shall meet the requirements of relevant veterinary health and public health regulations of China and Bulgaria, and obtain Chinese registration.
4、 Relevant inspection and quarantine requirements
（1） Requirements for bees and honey plants.
1. From the bee farm located in the Republic of Bulgaria, which shall be registered with the local competent authority and effectively supervised.
2. The radius around the bee farm is 3 kilometers, and there is no American bee larvae putrefaction disease and European bee larvae putrefaction disease within 6 months.
3. The nectar, secretion or honeydew collected by bees from plants shall be safe and non-toxic, and shall not come from poisonous honey source plants or transgenic plants.
（2） Requirements for imported honey.
1. Apiaries that provide raw materials for the production of honey exported to China have never used veterinary drugs prohibited by China and Bulgaria.
2. From processing enterprises with established traceability system, ensure that honey exported to China can be traced back to their bee farms.
3. The residues of veterinary drugs, pesticides, microorganisms, heavy metals and other environmental pollutants shall not exceed the high limit of China and Bulgaria.
4. Quarantine requirements for Varroa (bee mite): the test result of any kind of Varroa (bee mite) disease in this batch of honey is negative through laboratory methods; Or the filter screen with aperture less than 0.42mm has been used for filtration; Or it shall be treated for at least * hours at * temperature of 50 ℃ or above or at * temperature of not more than - 12 ℃ for at least 24 hours to ensure that the mite is killed.
5. It meets the health and safety standards and is suitable for human consumption.
5、 Packaging requirements
1. Bulgarian honey exported to China must be packaged with food contact materials that meet the national food safety standards of China.
2. The package must be sealed, and the product name, product specification, origin (state/province/city), manufacturer registration number, production batch number, destination (the destination should be marked as the People's Republic of China), production date (year/month/day), warranty period and other contents should be marked in Chinese.
3. The prepackaged honey exported to China should also meet the requirements of Chinese laws, regulations and standards on the labeling of prepackaged food.
6、 Certificate requirements
Each container of honey sent to China shall be accompanied by at least one official original health certificate issued by the competent department, which proves that it meets the inspection and quarantine requirements of China and Bulgaria.
7、 Storage and transportation requirements
1. The whole process of honey exported to China from packaging, storage to transportation should comply with the relevant health requirements of China and Bulgaria to prevent pollution by harmful substances.
2. There should be an independent finished product warehouse or a special area for storing honey exported to China, and it should be clearly marked.
3. After the goods are loaded into the container, the lead seal shall be applied under the supervision of the Bulgarian competent department, and the lead seal number must be indicated in the health certificate. Do not open or change the package during transportation.
