Precisely formulate support policies to support the priority development of industry education integration

Focusing on improving the simultaneous linkage mechanism between industry and education integration and economic and social development, Qingdao has issued the Implementation Opinions on Deepening Industry and Education Integration to Promote the Conversion of New and Old Kinetics, and innovatively proposed a number of valuable and competitive policies and measures. For example, the introduction of two reforms, namely, the joint-stock reform of enterprise run vocational schools and the mixed ownership reform of government run vocational schools, further stimulated the enthusiasm of enterprises to participate in the integration of industry and education through government purchase of services and the preferential tax policy of "unifying the pre tax deduction limit of general enterprise vocational education funds with the limit of high-tech enterprises".

In practical work, Qingdao has also done a series of effective work for the integrated development of industry and education. For example, Haier Group is student-centered, creating a new model of mass customization integration of industry and education in the whole life cycle from curriculum, training, certification to employment and entrepreneurship. Qingdao Mingyue Seaweed Group Co., Ltd. further increased cooperation with Qingdao Vocational and Technical College, Jinan University, Donghua University and other universities, introduced nearly 50 professional part-time training instructors, and explored a new talent training model of "diploma education+professional skills improvement+social training". Qingdao Vocational and Technical School proposed that "majors should be built on the industrial chain and professional clusters should be integrated into the industrial cluster", and further promoted the "1+1+N" project of school enterprise cooperation, which laid the foundation for the priority development of industry education integration.

Increase investment in vocational education and improve the ability of education service industry

Since 2020, RMB 2.95 billion has been invested through special bonds to support the construction of 11 colleges, including Qingdao Vocational and Technical College, Qingdao Preschool Teachers College, Laixi Vocational Education Center School, and Qingdao Modern Vocational Education Center School, including 4 higher vocational colleges.

Strengthen the role of enterprises as the main body, accelerate enterprises' deep participation in the integration of production and education

In order to give play to the main role of enterprises in the training of skilled and technical personnel, and promote the comprehensive integration of the supply side and industrial demand side structural elements of talent training, Qingdao has issued the Notice on Carrying out the Pilot Construction and Cultivation of Industry Education Integrated Enterprises, taking the lead in building and cultivating industry education integrated enterprises, and further encouraging enterprises to participate in industry education integration. Up to now, it has accumulated nearly 70 million yuan of education surcharges and local education surcharges for declared enterprises, greatly reducing the pressure on enterprises' funds.

At present, through extensive publicity, strict screening, expert review and social publicity, Qingdao has put 56 industry education integration enterprises into the library, with a total scale of nearly 700 billion and a total staff of 150000.

Innovate the school enterprise cooperation mode and promote the reform of talent cultivation in the integration of industry and education

After more than three years of in-depth exploration and practice with Haier Group, this model has achieved remarkable research results and replication and promotion.

In addition, Qingdao Municipal Finance allocates a special fund of 10 million yuan every year to support the pilot units to carry out modern apprenticeship pilot. The pilot aims to promote the integration of industry and education, adapt to needs, and improve quality. It focuses on the cultivation of students' technical skills, and is supported by the joint teaching of teachers and masters, The purpose is to promote the transition of vocational education talent training mode from school led to school enterprise dual dominant sports personnel as soon as possible, and establish a modern apprenticeship system with Qingdao characteristics.

Up to now, 10 secondary vocational schools in Qingdao have been approved as high-level secondary vocational schools in Shandong Province, ranking first in the number in the province; 20 specialties were approved to be featured in secondary vocational schools in Shandong Province, accounting for one fifth of the province.

Accelerate the construction of vocational education parks and promote the integrated development of industry and education

In order to speed up the construction of vocational education parks, the Qingdao Municipal Government has set up a special class for the construction of vocational education parks.
