Quan Fengyun, born in October 1963, joined the Communist Party of China in April 1990.The 12th and 13th CPC representatives of Chengde.He used to be the Vocational Education Center of Luanping County, the Vice President of the Party School of Luanping County Party Committee, and now is the Deputy Secretary of the Party Branch of the Party School of Luanping County Party Committee.He was once rated as "Excellent Gardener of Hebei Province" and "March 8th Red Bannerman of Hebei Province";He has won the title of Outstanding Communist Party Member of the city and county for many times.In 2019, he will enjoy the treatment of model workers in Chengde.
