1、 Development background and basis

Since the issuance and implementation of the Administrative Measures for Agricultural Science and Technology Commissioners in Hainan Province (hereinafter referred to as the Measures) in 2022, it has played a very important role in promoting agricultural science and technology personnel to sink to the grass-roots level to carry out scientific and technological services. In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the important directive spirit of General Secretary Xi Jinping on the work of science and technology special commissioners, implement the Three Year Plan for the Reform of the Science and Technology System of Hainan Free Trade Port (2024-2026) (QBF [2023] No. 43), expand the work of science and technology special commissioners from the agricultural field to enterprises, medical care and other fields, and further promote scientific and technological talents in all fields to the grass-roots level, In order to comprehensively promote the rural revitalization and the construction of Hainan Free Trade Port to provide strong scientific, technological and talent support, the Provincial Department of Science and Technology revised the original Administrative Measures for Agricultural Science and Technology Commissioners in Hainan Province to form the Administrative Measures for Hainan Science and Technology Commissioners, which was released on April 9, 2024.

2、 What is a special commissioner for science and technology?

Science and technology special commissioners refer to the scientific and technical personnel who are recruited from colleges and universities, scientific research institutes, medical institutions, new research and development institutions, industry technology associations and enterprises in the province in accordance with certain procedures to carry out achievements demonstration, science and technology services, innovation and entrepreneurship, medical and health services and other services at the grass-roots level.

3、 What are the responsibilities of Hainan Science and Technology Commissioner?

According to different categories of science and technology special commissioners, their responsibilities are as follows:

（1） Agricultural science and technology. Focusing on the scientific and technological needs of "rural revitalization", we will tackle key agricultural technologies to help solve technical problems in agricultural production; Introduce and promote new agricultural varieties, new technologies and other scientific and technological achievements, establish scientific and technological demonstration bases, and drive the development of cultivation industries; Carry out science popularization activities, carry out relevant technical training, and cultivate agricultural technology backbones. It is encouraged to establish, lead, and co run enterprises, cooperatives, associations, and so on through various forms such as technology equity, capital equity, technology contracting, or leasing operations, to establish a community of interests with local enterprises or farmers.

（2） Enterprise services. Assist in formulating enterprise technology development strategy mainly around enterprise technology demand; Assist enterprises to carry out industry university research cooperation and establish long-term cooperation mechanism; Participate in enterprise research and development, solve technical problems in enterprise production and new product research and development, and improve the competitiveness of enterprise products; Promote enterprises to build innovation platforms with universities, secondary vocational schools and scientific research institutes, and improve enterprises' independent innovation capability; Optimize enterprise R&D team and jointly cultivate talents; Improve the technological innovation system and give play to the typical demonstration effect.

（3） Medical and health care. Focusing on the development needs of grassroots medical institutions and the health service needs of grassroots people, we will help grassroots hospitals expand their business scope, increase the number of diagnosis and treatment subjects, strengthen the capacity building of weak specialties, improve the ability to diagnose and treat common diseases and frequently occurring diseases, and promote the comprehensive improvement of medical technology and capacity of grassroots hospitals; Help improve the scientific, standardized and refined management of basic level hospitals, and promote the homogeneous improvement of medical management and service level; We will help formulate a disease classification diagnosis and treatment catalog for medical institutions at all levels in the region, establish two-way referral channels and referral platforms, and promote the construction of a new pattern of orderly medical treatment and diagnosis and treatment.

In addition, Hainan Province encourages the selection of other forms of science and technology special commissioners, innovates the service methods and contents, and sinks to the grass-roots front line to carry out science and technology services.

4、 What are the application conditions for Hainan Science and Technology Commissioner?

The scientific and technological personnel applying for warehousing as special scientific and technological personnel shall meet the following conditions:

（1） Scientific and technological personnel who volunteer to provide services at the production line without restrictions on industry, unit, region, identity, etc. and can promote economic and social development, scientific and technological progress and improve people's livelihood can apply for appointment.

（2） Have professional technology and knowledge capabilities that meet the needs of the service field. Provincial science and technology special commissioners are required to have intermediate or higher technical titles or bachelor's degree or above. Municipal (county) science and technology special commissioners are required to have a primary or higher technical title or a secondary technical school degree or above and have been engaged in relevant professional technical services for more than 2 years.

（3） In principle, they should be on the job during the assignment period and approved by the unit. Technical personnel who have retired but are qualified for the work of special commissioners for science and technology can voluntarily apply to participate in the selection with the consent of their units.

5、 What are the application procedures for special commissioners of science and technology in Hainan Province?

Science and technology special commissioners take the form of warehousing before dispatching, and the warehousing application procedure can be divided into two forms: direct record warehousing and application warehousing. The deputy township head of rural revitalization science and technology, "three districts" science and technology talents, rural 110 technology teams, "one to one county" plan selection team, enterprise science and technology special commissioners, provincial three-level public hospital sinking assistance city (county) hospital action plan personnel, city (county) science and technology special commissioners, etc. are directly put on record after being reviewed by the provincial science and technology department.

Others who are willing to participate in the selection and assignment of science and technology special commissioners can apply on their own, and they need to go through registration and application, review and filing, publishing the list and other links.

（1） Registration application. The science and technology personnel who are interested in participating in the selection of science and technology special commissioners apply in the information system of science and technology special commissioners.

（2） Review and record. The unit where the science and technology commissioner belongs shall review and recommend the applicants of the unit, and the provincial science and technology department shall review and identify the recommended science and technology commissioner.

（3） Publish the list. The special commissioners for science and technology will be released to the public after being reviewed by the Provincial Department of Science and Technology. In principle, they will be released every six months.

The Provincial Department of Science and Technology shall select from the warehousing personnel according to the needs of grass-roots units and task needs.

6、 What are the supporting measures for the special commissioners of science and technology in Hainan Province?

（1） During the selection and assignment of science and technology special commissioners, the dispatched units shall guarantee the necessary working hours and conditions of science and technology special commissioners, retain their salaries, benefits, posts and staffing, and encourage all units to take the grass-roots service experience and work achievements of science and technology special commissioners as an important part of priority in promoting their positions and titles.

（2） The Provincial Department of Science and Technology has given appropriate preferential support to science and technology special commissioners in accordance with laws and regulations in various science and technology planning projects. Encourage cities (counties) to increase funding support for science and technology special commissioners.

7、 What is the daily management, assessment and evaluation of science and technology special commissioners who have been assigned tasks?

The daily management requirements for special science and technology personnel who have assigned tasks are as follows:

（1） During the service period, the science and technology commissioner needs to log in the information system of the science and technology commissioner in time to report the service development. The service situation is an important reference for assessment.

（2） If the science and technology special commissioner is adjusted due to special circumstances, the science and technology special commissioner or service object shall submit an application through the "Hainan Science and Technology Special Commissioner Registration Management System", and the provincial science and technology department shall review and approve it.

（3） Science and technology special commissioners shall be subject to the management of the dispatching unit and the science and technology management department. The municipal (county) science and technology management department shall timely track the service of science and technology envoys and coordinate to solve the difficulties or problems in the service process.

Each dispatching competent department shall carry out annual assessment and evaluation on the work of dispatched science and technology special envoys. The assessment mainly includes performance of duties, service performance, entrepreneurial achievements, customer satisfaction, etc.
