Recently, the reporter from "Xinhua Viewpoint" visited Yunyang County, Fengjie County and other places in Chongqing with the Sixth Ecological Environment Protection Supervision Group of the Central Committee and found that, Some natural shorelines of the Yangtze River and important tributaries have been seriously occupied, and the natural ecological environment has been damaged.

Oversized occupation, construction before approval

Jincao Wharf is located on the main line of the Yangtze River. It is only 3000 meters away from the starting point of the Three Gorges of the Yangtze River and the Qutang Gorge Scenic Spot of Baidi City, which is "between the clouds of the White Emperor". Ships loaded with goods shuttle on the golden waterway in front of the wharf all the year round. The reporter recently learned with the inspection team that the approved shoreline of the wharf is only 200 meters, but the actual occupied natural shoreline of the Yangtze River is about 560 meters.

Similar problems of "excessive occupation of excess" are common in Yunyang County and Fengjie County. For example, the planned shoreline use index of Liansheng Wharf on Tangxi River, an important tributary of the Yangtze River, is 150 meters, but according to the field visit and measurement by reporters, the actual shoreline length occupied by Liansheng Wharf is about 800 meters.

Sanbaxi Port in Yunyang County is 300 meters away from the main stream of the Yangtze River. The reporter reviewed the data with the inspection team and found that the port had occupied 1112 meters of coastline when it was completed in 2020, but only 536 meters of coastline indicators in the planning.

During the visit, the inspection team also found some "black docks" that had not been approved and built first. At the fork of the river near Jincao Wharf in Fengjie County, the reporter saw a new freight terminal. The site survey occupied about 60 meters of natural shoreline, the length of the lower channel road was about 188 meters, and about 5000 cubic meters of building materials such as sand and gravel were stored in the open air. However, upon verification, the wharf has not obtained the land and shoreline use permit.

Production and domestic wastes seriously pollute rivers

During the visit, the reporter noticed that some domestic garbage was floating on the clear water of the Yangtze River in some sections of the main stream, especially in the waters near the wharf.

The inspection team found that the pollution prevention facilities at Dailizi Wharf and Zhenying Wharf were not in place, and the production and domestic sewage was directly discharged into the small river, the first tributary of the Yangtze River, during the early stage of drainage in Yunyang County. In addition, the planned shoreline of Denglongqiao Wharf is 65m, which actually occupies about 250m of the shoreline. A large number of sand and stones are stacked, causing ecological damage.

At the wharf of Fengjie No. 2 Coal Plant, the black spots on the hardened ground pavement are eye-catching, and it is confirmed that the ash dust is scattered on the site. When cleaning the site, these coal ashes will be directly washed to Meixi River, an important tributary of the Yangtze River.

At Hongwanzi Wharf in Fengjie County, the reporter saw that the problem of storing coal and sand in the open air was more prominent. The reporter learned from the environmental assessment document of the wharf that, as required, the sealed canopy, sprinkler and other facilities need to be installed in the storage yard before the construction of the wharf, but so far the wharf owner has not completed the relevant work.

In addition to the wharf, some storage yards and construction sites around the coastline of Yunyang County and Fengjie County also have potential pollution hazards. For example, the Liangshuijing sand and gravel storage yard in Yunyang County occupies nearly 20 mu of beach, and accumulates sand and gravel in the fluctuation area of the Three Gorges Reservoir Area in violation of regulations. The production wastewater is directly discharged into Tangxi River, an important tributary of the Yangtze River. The Peninsular Tunnel Section Project in Fengjie County stores a large amount of construction materials, sand and stones, building materials, etc. in the open air on the right bank of the Zhuyi River, and does not take pollution prevention and environmental risk prevention measures.

Be alert for perfunctory rectification

In order to control the phenomenon of illegal docks, relevant departments have repeatedly issued documents and required to crack down on such acts as building without approval, approving temporary long-term use, occupying more and using less according to law; For the wharf facilities that have not obtained the port shoreline permit or are constructed beyond the permitted scale and scope, the management department shall interview the owner and order them to correct within a time limit. However, the reporter learned with the inspection team that some illegal wharves in Chongqing were not properly rectified.

According to the minutes of the special meeting of Yunyang County Government, many local departments have carried out "compliance rectification" on Sanbaxi Port for many times in recent years, including reducing the number of berths, returning the shoreline to green and other measures, and experts assessed that "it has reached the standard".

The inspection team found on the site that Sanbaxi Port has indeed reduced one berth, but the natural shoreline has not been restored in the greening area, only a green belt about 20 meters wide has been dug out on the hardened road surface of the land yard, and the port area has basically not changed before and after the rectification. The hardened shoreline and land facilities still remain the appearance of the initial stage of construction, and some storage yards still store sand and stones in the open air.

The reporter learned that after the problem was fed back to Chongqing, Yunyang and Fengjie both took the initiative to rectify it. In case of shoreline encroachment and pollution, and the wharf facilities are not in place, the two counties will be under the supervision of a special shift to implement the reform.

Yunyang County, in accordance with the work measures of "removing a batch of greening, standardizing the operation of a batch, and completing the formalities of a batch", resolutely removes the part of the coastline that exceeds the planning and does not complete the rectification, and fully restores the natural coastline. "After the rectification of illegal stacking of sand and gravel is in place, the supervision will be strengthened through technical means; for Liansheng Wharf with planning but without shoreline procedures, the approval procedures will be improved quickly," said the relevant person in charge of Yunyang County.

Fengjie County has established a working mechanism of "one problem, one plan, one leading unit, and one focus", and formulated a wharf improvement plan in strict accordance with the plan to eliminate the operating conditions of excess berths. "The whole county will carry out special rectification of illegal occupation of the Yangtze River coastline, and strengthen the control of the use of river and lake shorelines," said the relevant person in charge of Fengjie County.

During the visit, the reporter found that Yunyang, Fengjie and other places are located within the Three Gorges reservoir area, and the fluctuation of the water level of the Yangtze River and important tributaries within the area will bring about changes in the berth location. Some grassroots cadres and terminal owners hope to take into account the actual situation of the reservoir area to comprehensively consider and rectify the problem of occupying the shoreline beyond the planning.
