In August 1949, with the approaching of the peaceful liberation agenda in Changsha, the people of the city began to actively welcome the liberation. To celebrate the peaceful liberation of Changsha and welcome the People's Liberation Army into the city, the people of the whole city spontaneously organized the Joint Committee for Welcoming the People's Liberation Army (hereinafter referred to as the "Ying Xie Lian").

Since August 3, a total of more than 100 units and nearly 100000 organized people have registered in the "Welcome and Liberation League". Under the command of the "Ying Xie Lian", everyone was busy day and night, preparing for the peaceful liberation.

On August 5, 1949, Changsha citizens looking forward to peace dressed up the ancient city of Changsha. Red and green slogans were pasted on the walls. A large portrait of Comrade Mao Zedong was hung high in the street. Firecrackers and gongs and drums roared in the street. The day before that, the blue sky and white sun flag was still flying in Changsha, and the Kuomintang police chewing betel nuts were standing at all posts. In just one night, everything changed: 20000 red flags fluttered in the wind, reflecting red everywhere in the ancient city of Changsha.

At 8:00 p.m. on August 5, the Changsha people held a grand ceremony for the People's Liberation Army to enter the city under the colorful gatehouse erected by the Xiaowu Gate. Two big trucks with red flags flying, carrying a military band playing the magnificent PLA military song, entered the city first from Xiaowumen. Then, the leading group of the 138th Division of the 46th Army of the People's Liberation Army came to the front, with their bugles blaring and military songs singing loudly. With the welcome of the citizens, the Chinese People's Liberation Army entered the urban area of Changsha in order to declare the peaceful liberation of Changsha and Hunan; The history of Hunan and Changsha has since turned a new page.

At that time, Liu Renjue, the director of the Hunan provincial capital police bureau, specially signed the "General Order of Preparing to Welcome the PLA into the City", highly praised the fine style of the People's Liberation Army, expressed the urgency of welcoming the PLA into the city and hoping to realize the early liberation of the whole China, and called on all citizens to support and love the people's army.

On September 4, 1949, one month after the peaceful liberation of Changsha, Liu Renjue was brutally murdered by spies in his apartment. In the early 1990s, Liu Renjue was named a martyr by the CPC Changsha Municipal Committee.
