National Implementation Plan for Registration of Agricultural Germplasm Resources
This plan is formulated to implement the spirit of the Opinions of the General Office of the State Council on Strengthening the Protection and Utilization of Agricultural Germplasm Resources, and earnestly complete the registration of agricultural germplasm resources.
1、 Work objectives
Register the agricultural germplasm resources, innovative germplasm, improved germplasm, excellent germplasm carrying new genes, excellent germplasm with outstanding characteristics, and agricultural germplasm resources newly collected, introduced, identified, created, and remitted in national and provincial agricultural germplasm resource banks (farms, districts, nurseries), encourage and support scientific research institutions, colleges, enterprises Social organizations, individuals, etc. register their preserved farmers Industrial germplasm resources, scientifically master the total amount of resource conservation, further understand the resources, Protect the legitimate rights and interests of germplasm innovators and improvers, and stimulate the innovation vitality of germplasm resources.
2、 Main tasks
（1） Carry out the registration of crop germplasm resources. The Seed Industry Management Department of the Ministry of Agriculture and Rural Affairs takes the overall responsibility, and the Crop Science Research Institute of the Chinese Academy of Agricultural Sciences takes the lead in organizing the implementation of the registration of crop germplasm resources such as grain, economy, vegetables, fruit trees, and forage.
（2） Carry out the registration of livestock and poultry germplasm resources. The Seed Industry Management Department of the Ministry of Agriculture and Rural Areas takes the overall responsibility, and the National Animal Husbandry Station takes the lead in organizing the implementation of the registration of livestock and poultry and their embryos, semen, eggs, genetic materials and other genetic materials that meet the characteristics of the breed.
（3） Carry out the registration of aquatic germplasm resources. Fishery and fishery administration by the Ministry of Agriculture and Rural Affairs
The Administration Bureau is in charge of the registration of communities, populations, species, cells, genes, etc. of aquatic animals and plants, such as fish, crustaceans, shellfish, algae, echinoderms, amphibians and reptiles, organized by the Chinese Academy of Fishery Sciences and the National Aquatic Technology Promotion Center.
（4） Carry out the registration of agricultural microbial germplasm resources. The Seed Industry Management Department of the Ministry of Agriculture and Rural Affairs takes the overall responsibility, and the Institute of Agricultural Resources and Agricultural Regionalization of the Chinese Academy of Agricultural Sciences takes the lead in organizing and implementing the registration of agricultural microbial germplasm resources that are sustainable, have certain scientific significance or potential application value.
Relevant scientific research institutes, colleges and universities, enterprises, social organizations and individuals are encouraged to apply to the Ministry of Agriculture and Rural Affairs or provincial agricultural and rural departments for registration of their preserved germplasm resources.
3、 Registration content
（1） Basic information. It mainly includes registration subject information, storage location, storage unit (or individual), storage method (in situ storage, facility storage), storage method (living, tissue culture, ultralow temperature), etc.
（2） Germplasm resource information. Including number, germplasm name, resource type, biological classification information, origin or source information, source or pedigree, characteristics, photos, relevant links, etc.
（3） Germplasm resource sharing information. Including whether to share, sharing method (public Profit sharing, paid sharing), shareable quantity, available scope, etc.
（4） Other relevant information. The remitted resources shall also include the name of the supporting project Relevant research of the competent department of the project, agricultural germplasm resources, and relevant regulations on sharing and utilization.
4、 Registration process
（1） Registration. A large number of agricultural germplasm resources unified by the registration subject in the country Apply for registration according to the real name on the platform.
（ 2） Information entry. According to the general rules of registration and the detailed rules of species registration Enter the information of agricultural germplasm resources.
（3） Technical review. Agricultural germplasm entrusted by agricultural and rural departments above provincial level The resource registration leader shall organize the implementation unit to review the registration content.
（4） Unified numbering. For those who pass the technical review and there is no duplicate registration, National uniform registration number shall be assigned.
（5） Change registration. If the registration contents change, the registration items are wrong, or the germplasm resources are lost due to force majeure and other factors, the registration shall be changed within 6 months.
（6） Deregistration. The registration of illegal or false information shall be cancelled.
5、 Schedule
(I) 2020. Organize the research and development of the national agricultural germplasm resources management system, build a national unified agricultural germplasm resources big data platform, formulate the general principles of national agricultural germplasm resources registration and detailed rules for species registration, and timely start the national agricultural germplasm resources registration.
(II) 2021-2022. Complete the announced national and provincial insurance Protect the registration of agricultural germplasm resources. Gradually carry out the registration of agricultural germplasm resources preserved by other scientific research institutes, colleges and universities, enterprises, social organizations and individuals.
(III) 2023 and beyond. The newly collected, introduced, identified, created and remitted agricultural germplasm resources shall be registered.
