According to the provisions of the Measures for Consular Certification, which came into effect on March 1, 2016, consular certification refers to the activity that a consular certification agency confirms the authenticity of the last seal and signature on a domestic foreign-related notarial certificate, other certification documents or foreign related documents according to the application of a natural person, legal person or other organization. Instructions for applying for consular certification

   (The following is only a general introduction. Applicants who need to apply for a certificate should visit the website of the relevant embassies and consulates abroad or consult the consular window for details.)

    ( 1) Before applying for consular authentication to Chinese embassies and consulates abroad, relevant documents should generally be notarized by the local notary office in the country where they are located;

(2) The applicant shall apply for consular certification of the host country to the Ministry of Foreign Affairs of the host country or the institution authorized to handle consular certification;

(3) The applicant shall apply for consular authentication to the Chinese embassy or consulate general (consulate) in the country according to the consular area.

FAQ

When documents of countries not party to the Convention on the Cancellation of Certification Requirements for Foreign Official Documents (hereinafter referred to as the "Convention") are sent to China for use, they usually need to be notarized in the local notary office in advance, certified by the local foreign affairs department, and then sent to the Chinese embassy or consulate in the local place for certification. When the documents of the States parties to the Convention are sent to China for use, they usually only need to be notarized in advance at the local notary office, and the additional certificate should be handled through the local competent department. They do not need to be sent to the Chinese embassy or consulate in the local area for consular authentication and other procedures.
