4、 How should we handle consular authentication when sending documents from mainland China to countries not party to the Convention for use?

Before a notarial certificate or other certification document issued by the mainland of China concerning foreign affairs is sent to a country that is not a party to the Convention for use, the Consular Department of the Ministry of Foreign Affairs or a local foreign office entrusted by the Ministry of Foreign Affairs should generally handle consular authentication, and then the embassy or consulate in China of the country where the document is used should handle consular authentication.
