Formalism should not be allowed to get stuck in the road of returning to work and production

   Whether we can get through the "last mile" of policy implementation in helping the resumption of work and production, and whether we can focus on the big picture and start carefully, determines the quality and efficiency of the resumption of work and production, and is also the key factor to effectively improve economic vitality.

"Leaders at all levels have come for dozens of times, and the documents of assistance from various departments have been sent over and over again, but the concern is only on the lips and documents, which is impossible to get anywhere." According to the report of the Half Moon Talk on April 16, the resumption of work and production under the prevention and control of the epidemic is the top priority in most provinces at present, but some local formalism and bureaucratic style are emerging. Some enterprises face practical difficulties, not only can not get effective help, but also show cooperation everywhere, wasting energy. After the slogan of "one enterprise, one policy" was shouted, the implementation of the policy of assistance was not expected, which has become a new problem encountered by many local enterprises in the process of returning to work and production.

In fact, the government plays a very important role in the process of enterprises' return to work and production. For example, the State Administration of Taxation, together with relevant departments, has issued a number of preferential tax policies, and the Central Bank has taken such measures as targeted reserve ratio reduction and special refinancing to provide low interest rate capital support for the resumption of work and production. However, in some regions, there are many formalistic practices in helping to resume work and production. One by one, the assistance policies are "thunder and rain but little", which to some extent help enterprises.

For example, some enterprises apply for fund subsidies and are told that there are policies but no implementation rules, so they cannot enjoy the support policies; Some enterprises are required to fill in various forms, but after filling in, different departments cannot connect with each other, and the forms are shelved; Some enterprises are not ready to resume production. In order to cope with the above "corporate responsibility of compaction", they can only turn on the lights, idle the machines, let the electricity meter go, and show the sign of "already started".

Good policies are hard to implement, and formalism blocks the way. One reason is that some cadres are content to keep their promises and are used to doing what they did before and this time, or what their brother units did. Once the old practice fails, I don't know what to do, and I don't have the courage and effort to face difficulties. Second, some grassroots departments and cadres are afraid of their abilities. They rely on the "top leaders" to make decisions on the research and solution of problems. They do not want to be meritorious or make mistakes in their work. If they are a little unsure, they simply stop working. Third, the accuracy of the assistance policy is not enough, and the policy cannot match perfectly with the pain points of enterprises. For example, some foreign trade enterprises are severely hit by the global epidemic in the current overseas market, and will face a large area of unsalable after resuming production and reaching production capacity, and will only lose money when starting work. In addition, the government and enterprises are in the wrong order. Enterprises are the main players in the market. The government should create a good environment for the resumption of work and production, rather than leading the production behavior of market subjects with assessment and evaluation thinking.

At present, enterprises face many difficulties and challenges in resuming production. To this end, local departments should adjust measures to local conditions, help solve the pain points faced by enterprises, and reduce the constraints of rules and regulations through such innovative ways as non meeting approval and paperless approval; Formulate and improve the detailed rules of special loans and fund support to ensure that enterprises can get "life renewal money" smoothly; Guided by the actual needs of enterprises, promote the implementation of targeted policies and measures such as rent reduction and market development, so that enterprises have more say - no one wants to do a better job of resuming production than the owners of enterprises; It is necessary to transform the "point thinking" that only looks at a single enterprise into the "linear thinking" that focuses on the whole industry chain, and promote the resumption of production with the "whole industry chain coordination" idea.

If it is the "first half" of the resumption of work and production to intensively introduce policies to facilitate the resumption of work and production, then the core proposition of the "second half" is to implement relevant measures and activate market vitality. Let good policies come to fruition and release energy accurately. The premise is to seek truth from facts and identify the focus, and eliminate any formalistic practices.

In all fields of reality, whoever does not avoid problems, follow objective laws, seek truth from facts, and keep pace with the times will be able to show outstanding achievements. For example, when some places are still manually filling in anti epidemic forms, some places have explored health codes; While some places are proud of copying the experience of "approval only once", others have already achieved initial results of "not running once".

One is deployment, nine is implementation. Whether governments and functional departments at all levels can get through the "last mile" of policy implementation in helping the resumption of work and production, and whether they can focus on the big picture and start in detail, determines the quality and efficiency of the resumption of work and production, and is also the key factor to effectively improve economic vitality. At present, getting rid of formalism and solving the problem of returning to work and production with a practical preferential enterprise policy is not only an urgent need for enterprises to survive, but also a new test of social governance ability in the long run.
