Notice of Fuzhou Changle District Natural Resources and Planning Bureau on the fourth listing transfer of state-owned construction land use right in 2024

With the approval of Fuzhou Changle District People's Government (CZZ [2024] No. 64), Fuzhou Changle District Natural Resources and Planning Bureau decided to transfer three state-owned construction land use rights by listing. Relevant matters are hereby announced as follows:

2、 Scope and qualification requirements of bidding applicants

The scope of bidding applicants for 2024 BCG-4 and 2024 BCG-5 plots: legal persons, natural persons and other organizations within and outside the People's Republic of China can apply for participation, and applicants can apply separately or jointly.

The bidding applicant for 2024 Bingonggua-6 plot should meet the type of industry to be admitted, and submit the business license of enterprise legal person and the Supervision Agreement on Project Investment Performance or the Project Investment Agreement signed with the Changle District Government or the Park Management Committee.

3、 Price increase range and retention price

2024 Bingonggua-4 will be increased by 200000 yuan; 2024 Bingonggua-5 will be increased by 50000 yuan; 2024 Bingonggua-6 will be increased by 50000 yuan. No reserve price is set for the above plots.

4、 Listing method and bidding method

1. It will be listed in the "Fujian Province Land Use Right Transfer Management System (Online Transaction Module)". The bidding applicant registers in the "Fujian Province Land Use Right Transfer Management System (Online Trading Module)" (hereinafter referred to as the online trading system), submits the bidding application, gets the bidding number and initial transaction password of the online trading system after the listing person's review and confirmation, and logs in to the online trading system for online quotation and bidding within the specified period.

2. The bidder's initial quotation can be equal to or greater than the initial listing price, and then each quotation must be increased by one price increase or more than the current highest quotation (it is not required to quote by an integral multiple of the price increase). The bidder shall be determined according to the principle of the highest price.

5、 Listing transfer time

1. Registration time for bidding application: 9:00, May 30, 2024 to 17:00, June 11, 2024.

The bid deposit of the applicant must be remitted to the deposit account of Fuzhou Changle District Public Resources Trading Service Center before 16:00 on June 11, 2024.

After examination, if the applicant meets the application conditions, its bidding qualification is confirmed.

2. Term of listing transaction: 9:00 on May 31, 2024 to 17:00 on June 14, 2024.

3. The time when the online trading system receives and confirms data information shall be subject to the time automatically recorded by the system server.

7、 Access industries and economic indicators

2024 BGG-4 will enter the computer, communication and other electronic equipment manufacturing industry; Special equipment manufacturing industry; Electrical machinery and equipment manufacturing industry, science and technology promotion and application service industry, research and test development, etc. The investment intensity shall not be less than 5 million yuan/mu, the annual tax after production shall not be less than 300000 yuan/mu, and the annual output value shall not be less than 6.5 million yuan/mu. The Project Investment Agreement shall prevail.

2024 BCG-5 will enter the aviation, spacecraft and equipment manufacturing industry; General equipment manufacturing; Special equipment manufacturing industry; Computer, communication and other electronic equipment manufacturing; Electrical machinery and equipment manufacturing industry; Biological manufacturing and other manufacturing industries. The investment intensity shall not be less than 5 million yuan/mu, the annual tax after production shall not be less than 300000 yuan/mu, and the annual output value shall not be less than 6.5 million yuan/mu. The Project Investment Agreement shall prevail.

The 2024 BCG No. 6 access industry type is industrial logistics storage land or other industry types approved by the district government. The investment intensity is not less than 2 million yuan/mu, the annual output value or revenue is not less than 3 million yuan/mu, and the annual tax is not less than 150000 yuan/mu. The Project Investment Agreement shall prevail.

8、 Other matters

1. The transaction price of the above plot includes land acquisition fee and transfer business fee (excluding urban infrastructure supporting fee, farmland occupation tax and deed tax). Urban infrastructure supporting fee, farmland occupation tax, deed tax, vegetation restoration fee paid by the District Land Development Center and other forest land approval fees shall be paid by the bidder. The District Land Development Center is responsible for invoicing and payment of forest land approval fees such as vegetation restoration fees.

2. The bidder of the above plot shall pay 50% and 50% of the transaction price in two installments within 30 and 60 days from the date of signing the land transfer contract. The above installment payment does not bear interest.

3. The land supply for the above plots is based on the current situation, and the land delivery work is in the charge of the local township sub district and the District Land Development Center.

4. The bidder of the above plot must apply for the land use planning permit within six months from the date of signing the land transfer contract.

5. The bidder of the above plot shall start the construction within six months from the date of delivery of the land, and complete the construction within two years from the date of commencement.

6. The bidder of the above plot must pay taxes in accordance with the law in the tax department of Changle District, and the construction unit shall also pay taxes in accordance with the law in the tax department of Changle District. After the plot is put into production, the township and street where the plot is located shall lead the relevant departments to start the supervision work, and the tax department shall collect taxes in accordance with the law.

7. If the bidder of the above plot has not obtained the project approval (filing) and environmental impact assessment approval documents, it shall not go through mortgage registration.

8. The bidder of the above plot shall implement the Notice on Printing and Distributing the Implementation Plan for Promoting the Healthy and Orderly Development of the Sand and Stone Industry in Fujian Province (MFGSJG [2020] No. 748) issued by the Fujian Development and Reform Commission and other 17 departments, and the Notice on Printing and Distributing the Implementation Opinions on the Management of Sand and Stone Soil Produced by the Construction Project in Changle District, Fuzhou (Provisional) issued by the People's Government Office of Changle District, Fuzhou City (CZBG [2022] No. 7), except for the self use of the project, the surplus of the sand and gravel excavated by the approved construction project within the scope of the project construction and during the construction period will be handed over to the government of Changle District for public and paid disposal on the public resource trading platform.

9. The bidder of the above plot shall, in accordance with the spirit of the Notice of Fuzhou Binhai New Town General Headquarters on Printing and Distributing the Work Plan for Stripping and Reuse of Cultivated Layer in Changle District (Binhai New Town General [2018] No. 14) and the Notice on Printing and Distributing the Work Plan for Production and Supply of Proportioned Soil in Fuzhou Binhai New Town (Trial) (CJB [2020] No. 22), Actively dock and unconditionally cooperate in the stripping of the plough layer and topsoil.

10. The bidder of the above plot shall be responsible for the outward transportation of construction waste, earthwork backfilling and other disposal behaviors during the construction process, follow the principle of "priority balance within the area, strict control outside the area, reduction and digestion within the site, balance and complementarity between projects", timely and accurately report the demand for earthwork backfilling or outward transportation, and implement the provisions of the Detailed Rules for the Implementation of Construction Waste Management in Binhai New Town, Obey the unified deployment of the government's competent department of city appearance, environment and sanitation.

11. The bidder of the above plot shall submit the project model data to the local planning and construction administrative department in accordance with the requirements of the General Standard for Delivery of Urban Information Models in Fuzhou Binhai New Town (Trial) (XXGF [2020] No. 9).

12. The bidder of the above land parcel must issue a letter of commitment to promise that part or all of the land parcel will be requisitioned in the future due to the government's construction needs. The bidder shall unconditionally cooperate with the government to requisition and be responsible for the demolition of the buildings involved. The government will only compensate the ground buildings according to the unit price standard of the land transfer (deducting the service life) and the bank's loan interest for the same period, Other costs such as equipment relocation losses shall be borne by the bidder.

13. The specific construction requirements, construction standards, supervision, inspection and acceptance of green buildings on the above plots shall be implemented by the competent construction department.

14. When applying for the above land plots, the bidding enterprises shall make a written commitment to sign the Supervision Agreement for Assembled Buildings and the Special Agreement for Sponge City Construction with the competent construction department at the same time when signing the land transfer contract. If no agreement is signed, they are willing to bear legal liability, and the specific construction requirements shall be implemented according to the agreement.

15. 2024 BGG-4, 2024 BGG-5 and 2024 BGG-6 need to sign the Performance Supervision Agreement with the local township within 7 working days from the date of land transaction; 2024 BGG No. 4 and 2024 BGG No. 5 need to sign the Project Investment Performance Supervision Agreement or the Project Investment Agreement with the Changle District Government or the local park management committee within 7 working days from the date of land transaction.

16.2024 Bingonggua-4 plot shall be delivered as per the status quo. The bidder shall be responsible for the safety appraisal of the existing building structure and other related work. If the existing buildings in the plot meet the safety structure appraisal, the property right registration shall be handled. New buildings shall be subject to the existing relevant approval process.

17.2024 Bingonggua-4 plot is available for sale except for the self owned administrative office and living service facilities.

18. Whereas the 2024 Bingonggua-4 plot is purchased, stored and transferred with buildings, the original relevant approval materials are provided by the District Land Development Center, and the new or continued construction of the project needs to be approved according to the current procedures.

19.2024 Bingonggua-5 Lot is a standard plant, which can be divided and transferred by floor and building. After the division and transfer, the proportion of the building area of industrial function property held by the original owner shall not be less than 40%. Only after the agreed tax payment conditions are met can the real estate registration be applied for. Supporting buildings for office and living services in industrial land shall not be sold separately and shall be held by the bidder.

20. The online listing transfer of state-owned construction land use right is carried out by Fuzhou Changle District Public Resources Trading Service Center, and the specific work is presided over and organized by Changle District Public Resources Trading Service Center. The detailed information and specific requirements of this listing are detailed in the listing transfer document. The bidding applicant should take his/her ID card to the Public Resources Trading Service Center of Changle District, Fuzhou City to obtain the listing transfer document on working days from May 30, 2024 to June 11, 2024, from 9:00 a.m. to 12:00 p.m. and from 1:30 p.m. to 5:30 p.m.

21. The bidding applicant shall carefully read the listing transfer documents and submit the valid business license, legal representative certificate, legal person ID card (or passport), payment voucher of the bidding bond (the applicant's bidding bond must be remitted to the designated account) and other relevant supporting documents to the listing person within the registration time of the bidding application, And log in to the online trading system for online quotation and bidding within the specified period.

22. If the content of this announcement is inconsistent with the listing transfer document, the listing transfer document shall prevail.
