Article 1 This Law is formulated in accordance with the Constitution with a view to strengthening patriotism education in the new era, inheriting and carrying forward the spirit of patriotism, and pooling the great power of building a modern socialist country in an all-round way and promoting the great rejuvenation of the Chinese nation in an all-round way.

Article 2 China is one of the countries with the longest history in the world. The Chinese people of all ethnic groups have jointly created a splendid culture and a unified multi-ethnic country. The state carries out patriotism education among all the people, cultivates and enhances feelings for the Chinese nation and the great motherland, inherits the national spirit, strengthens the national concept, strengthens and unites all patriotic forces, and makes patriotism the firm belief, spiritual strength and self-conscious action of all the people.

Article 3 Patriotic education shall hold high the great banner of socialism with Chinese characteristics, adhere to the guidance of Marxism Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of "Three Represents", the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and adhere to the unity of patriotism, love of the Party, and love of socialism, Focusing on safeguarding national unity and national unity, we have made it a distinct theme to build China into a modern socialist power in an all-round way and realize the great rejuvenation of the Chinese nation.

Article 4 Patriotic education shall adhere to the leadership of the Communist Party of China and improve the working pattern of unified leadership, joint management, participation and joint promotion of all parties.

Article 5 Patriotic education shall adhere to ideological guidance, cultural cultivation, educational guidance and practice development, with distinctive themes, integrated into daily life, and tailored to local conditions and focused on practical results.

Article 6 The main contents of patriotism education are:

(1) Marxism Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of "Three Represents", the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era;

(2) The history of the Communist Party of China, the history of New China, the history of reform and opening up, the history of socialist development, and the history of the development of the Chinese nation;

(3) The system of socialism with Chinese characteristics, the major achievements, historical experience and vivid practice of the Communist Party of China in leading the people to work together;

(4) Excellent traditional Chinese culture, revolutionary culture and advanced socialist culture;

(5) National flag, national anthem, national emblem and other national symbols and symbols;

(6) The magnificent rivers and mountains and historical and cultural heritage of the motherland;

(7) Constitution and laws, national unity and national unity, national security and national defense;

(8) The deeds of heroic martyrs and advanced model figures and the national spirit and spirit of the times embodied;

(9) Other patriotic contents.

Article 7 The State carries out education on the awareness of building a solid community of the Chinese nation, promotes exchanges, exchanges and integration among all ethnic groups, enhances recognition of the great motherland, the Chinese nation, Chinese culture, the Communist Party of China, and socialism with Chinese characteristics, and builds a common spiritual home for the Chinese nation.

Article 8 Patriotic education shall adhere to the inheritance and development of the excellent traditional Chinese culture, carry forward the core socialist values, promote the construction of socialist culture with Chinese characteristics, strengthen cultural self-confidence, and build the modern civilization of the Chinese nation.

Article 9 Patriotic education shall combine the promotion of patriotism with the expansion of opening up, adhere to rationality, inclusiveness and openness, respect the historical characteristics and cultural traditions of various countries, and learn from and absorb all the outstanding achievements of human civilization.

Article 10 On the National Day of the People's Republic of China on October 1 every year, the state and all sectors of society shall hold various forms of celebration activities to focus on patriotism education.

Chapter II Responsibilities and Tasks

Article 11 The central competent department for patriotic education shall be responsible for the guidance, supervision and overall coordination of patriotic education throughout the country.

All departments of the central and state organs shall, within the scope of their respective duties, organize and carry out patriotic education.

Article 12 The local competent departments of patriotic education shall be responsible for the guidance, supervision and overall coordination of the work of patriotic education in their respective regions.

The education administrative departments of the local people's governments at or above the county level shall strengthen the organization, coordination, guidance and supervision of patriotic education in schools. Local departments of culture and tourism, the press and publication, radio and television, film, internet information, cultural relics and other relevant departments at or above the county level shall, within the scope of their respective duties, carry out patriotic education.

The Chinese People's Liberation Army and the Chinese People's Armed Police Force carry out patriotism education in accordance with this Law and the relevant provisions of the Central Military Commission, and make full use of their own resources to carry out patriotism education for the society.

Article 13 Trade unions, communist youth leagues, women's federations, industrial and commercial federations, literary and artistic circles' federations, writers' associations, science and technology associations, returned overseas Chinese federations, Taiwan compatriots' fraternities, disabled persons' federations, youth federations and other mass organizations should give full play to their respective advantages and carry out patriotic education in the fields and groups they contact.

Article 14 The State adopts various forms to carry out publicity and education on the rule of law, national security and national defense, enhance citizens' awareness of the rule of law, national security and national defense, and guide citizens to consciously fulfill their obligations to safeguard national unity and national unity, and safeguard national security, honor and interests.

Article 15 The State incorporates patriotism education into the national education system. Schools at all levels and of all types should run patriotism education through the whole process of school education, run and teach ideological and political theory courses well, and integrate patriotism education into various disciplines and textbooks.

Schools at all levels and of all kinds and other educational institutions shall, in accordance with the provisions of the State, establish a linkage mechanism for courses related to patriotic education, determine the key contents of patriotic education according to the characteristics of students of all ages, adopt rich and appropriate teaching methods, and enhance the pertinence, systematicness, affinity and appeal of patriotic education.

Article 16 Schools at all levels and of all types shall combine classroom teaching with extracurricular practice and experience, integrate the contents of patriotism education into campus cultural construction and various school theme activities, organize students to visit venues and facilities such as patriotic education bases, and participate in practical activities of patriotism education outside schools.

Article 17 The parents or other guardians of minors shall integrate their love of the motherland into family education, support and cooperate with schools in carrying out patriotic education and teaching activities, and guide and encourage minors to participate in patriotic education and social activities.

Article 18 State organs shall strengthen patriotic education for public officials, and give play to their exemplary and leading role in loyalty to the country, dedication to the country, safeguarding national unity, promoting national unity, and safeguarding national security, honor, and interests.

Article 19 Enterprises and institutions shall include patriotism education in their educational plans, vigorously promote the spirit of model workers, labor and craftsmanship, and carry out patriotism education in combination with business management, business training, culture and sports and other activities.

Education, science and technology, culture, health, sports and other institutions should vigorously promote the spirit of scientists and professionalism, and publicize and cultivate the patriotic feelings and acts of intellectuals, professional technicians, athletes and others who are mindful of the motherland, serve the people, and win glory for the country.

Article 20 Grass roots people's governments and autonomous organizations of a mass character at the grass-roots level should integrate patriotism education into the construction of socialist spiritual civilization, embody the spirit of patriotism in citizen conventions and village regulations, and encourage and support mass cultural, sports and other activities with patriotism as the theme.

Article 21 Social organizations such as trade associations and chambers of commerce should embody patriotism in their articles of association and industry norms, carry out patriotism education according to the characteristics of their own industry, cultivate their members' patriotic enthusiasm and social responsibility, and give play to the exemplary role of public figures and people with social influence among their members.

Article 22 The State encourages and supports religious organizations, religious colleges and universities, and places for religious activities to carry out patriotic education, to enhance religious staff and believers' national awareness, civic awareness, awareness of the rule of law, and patriotism, and to guide religions to adapt to socialist society.

Article 23 The State shall take measures to carry out historical and cultural education and education in the practice of "one country, two systems", enhance the patriotism of compatriots in the Hong Kong Special Administrative Region and the Macao Special Administrative Region, and conscientiously safeguard national sovereignty, unity and territorial integrity.

The state strengthens the publicity and education of the principles and policies for promoting the reunification of the motherland, enhances the awareness of the entire Chinese people, including Taiwan compatriots, of the sacred responsibility of completing the great cause of the reunification of the motherland, protects the rights and interests of Taiwan compatriots according to law, resolutely opposes the separatist act of "Taiwan independence", and safeguards the fundamental interests of the Chinese nation.

The state has strengthened exchanges with overseas Chinese, done a good job in safeguarding their rights and interests and providing services, enhanced their patriotic feelings and carried forward their patriotic traditions.

Chapter III Implementation Measures

Article 24 The central and provincial departments in charge of patriotic education shall strengthen the overall planning of patriotic education, guide and promote relevant departments and units to innovate the ways of patriotic education, make full use of various patriotic education resources and platform carriers, and promote the effective implementation of patriotic education.

Article 25 People's governments at or above the county level should strengthen the protection, management and utilization of red resources, explore red resources with historical value and commemorative significance, promote the construction of demonstration areas for the integrated development of red tourism, give play to the educational function of red resources, and inherit the spirit of patriotism.

The departments of culture and tourism, housing and urban and rural construction, and cultural relics of the people's governments at or above the county level should strengthen the protection and utilization of historical and cultural heritage such as cultural relics and historic sites, traditional villages, and traditional techniques, explore the patriotism contained in them, promote the deep integration and development of culture and tourism, and guide citizens to appreciate the magnificent rivers and mountains and feel the long history and splendid culture in sightseeing, Stimulate patriotic enthusiasm.

Article 26 A patriotism education base shall strengthen the construction of contents, enrich the ways of exhibition and display, create fine exhibitions, provide convenient services for state organs, enterprises and institutions, social organizations and citizens to carry out patriotic education activities and visit and study, and give play to the function of patriotism education.

All kinds of museums, memorial halls, libraries, science and technology museums, cultural museums, art museums, and new era civilization practice centers should make full use of their own resources and advantages to carry out patriotic education activities through publicity, display, experience and practice.

Article 27 The State, through the system of commendation for meritorious deeds and honors, commends people who have made outstanding contributions to the building of a strong country and national rejuvenation, and promotes the national spirit with patriotism at the core and the spirit of the times with reform and innovation at the core.

Article 28 On the Memorial Day of the Victory of the Chinese People's War of Resistance against Japanese Aggression, the Martyrs' Day, the National Public Memorial Day for the victims of the Nanjing Massacre and other important commemorative days, the people's governments at or above the county level shall organize and carry out commemorative activities, and hold commemorative ceremonies such as flower baskets, memorial facilities, martyrs' tombs and public sacrifices.

Article 29 On the Spring Festival, the Lantern Festival, the Tomb Sweeping Day, the Dragon Boat Festival, the Mid Autumn Festival and the New Year's Day, the International Women's Day, the International Labour Day, the Youth Day, the International Children's Day, the Chinese Farmers' Harvest Day and other important festivals, various folk cultural activities and commemorative celebrations with different characteristics shall be organized to enhance the feelings of the family and the country.

Article 30 In organizing and holding major celebrations, commemorative activities, large-scale cultural and sports activities and exhibitions, solemn and grand ceremonies for the display of the National Flag and the performance of the national anthem shall be held according to law.

When such ceremonies as the constitutional oath and the oath of service of servicemen and reservists are held in public according to law, the national flag shall be hung and the national anthem shall be played at the oath taking place. The oath shall reflect the spirit of patriotism.

Article 31 Radio stations, television stations, newspapers and periodicals publishing units, etc. shall innovate the way of publicity and reporting, and vividly tell the story of loving the country and promote the spirit of patriotism by producing, broadcasting and publishing excellent works on patriotism, setting up special columns, strengthening news reports, publishing public service advertisements, etc.

Article 32 Internet information service providers shall strengthen the construction of online patriotism education content, produce and disseminate online information and works embodying patriotism, develop and apply new platforms, new technologies and new products, and vividly carry out online patriotism education activities.

Chapter IV Support and Guarantee

Article 33 The State encourages and supports enterprises, institutions, social organizations and citizens to carry out patriotic education activities according to law.

The State supports theoretical research on patriotism education and strengthens the education and training of multi-level professionals.

Units and individuals who have made outstanding contributions to patriotic education shall be commended and rewarded in accordance with the relevant provisions of the State.

Article 34 The central competent department of patriotic education shall establish and improve the system for the identification, protection and management of patriotic education bases, formulate plans for the protection and utilization of patriotic education bases, and strengthen guidance and supervision over the protection, management and utilization of patriotic education bases.

People's governments at all levels should strengthen the planning, construction and management of patriotism education bases, and improve the free opening system and guarantee mechanism.

Article 35 The State encourages and supports the creation of literary, television, music, dance, drama, fine arts, calligraphy and other literary and artistic works with patriotic themes, and highlights the patriotic orientation in the selection, commendation, exhibition and performance of outstanding literary and artistic works.

Article 36 The State encourages and supports the publication of excellent extracurricular books embodying the spirit of patriotism, and encourages and supports the development of animation, audio and video products for teenagers and children embodying the spirit of patriotism.

Article 37 All citizens and organizations shall carry forward the spirit of patriotism, conscientiously safeguard national security, honor and interests, and shall not commit any of the following acts:

(1) Insulting the national flag, national anthem, national emblem or other acts detrimental to the dignity of the national flag, national anthem, national emblem;

(2) Distort, vilify, desecrate and deny the deeds and spirit of heroes and martyrs;

(3) Publicize, beautify and deny wars of aggression, acts of aggression and massacres;

(4) Occupy, destroy or deface patriotic educational facilities;

(5) Other acts prohibited by laws and administrative regulations.

Article 38 Departments of education, culture and tourism, affairs of ex servicemen, press and publication, radio and television, film, network information, cultural relics, etc. shall, in accordance with their statutory duties, stop in a timely manner acts that violate the provisions of Article 37 of this Law, and if they cause adverse social effects, they shall order them to eliminate the effects in a timely manner, and punish them in accordance with the provisions of relevant laws and administrative regulations. If it constitutes a violation of the administration of public security, it shall be punished according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

Article 39 If a department or unit that is responsible for patriotic education fails to perform its duties of patriotic education according to law, the leading persons who are responsible and the persons who are directly responsible shall be given sanctions according to law.

Chapter V Supplementary Provisions

Article 40 This Law shall come into force as of January 1, 2024.
