On September 8, 2017, Beijing Municipal Health and Family Planning Commission, Beijing Municipal Human Resources and Social Security Bureau, Beijing Municipal Development and Reform Commission, Beijing Municipal Commission of Economy and Information Technology, Beijing Municipal Commission of Commerce, Beijing Municipal Bureau of Finance, Beijing Municipal Office of State Administration of Taxation, Beijing Municipal Bureau of Industry and Commerce, Beijing Municipal Food and Drug Administration jointly held the meeting Beijing Municipal Conference on Correcting Malpractices in the Field of Medicine Purchase and Sales and Medical Services and Special Rectification of Medical Consumables. At the meeting, it was proposed that from now on to the end of the year, special rectification work for medical consumables would be carried out from 10 aspects.
1. Inspect the production (operation) behavior of the production (operation) enterprise
The focus is on disposable infusion equipment, disposable catheter (bag), vascular/non vascular intervention, pacemaker, orthopedic implant, dental materials, stapler and other products.
2. Check the use of invoices in the medical and health industry
Mainly investigate and deal with the illegal use of invoices, ticket passing, ticket walking, ticket scalping and other issues.
3. Implement sunshine procurement of high-value medical consumables
That is, on the basis of establishing a medical consumables procurement management committee, standardizing the selection of products and the determination of procurement catalogue, strictly reviewing the qualification of medical consumables, strengthening the warehousing acceptance of medical consumables and the daily management of the warehouse, realizing the information-based management of medical consumables, improving the management of medical consumables archives, and controlling the temporary procurement of medical consumables, medical institutions will carry out the joint procurement of medical consumables in Beijing Tianjin Hebei.
The Beijing Municipal Health and Family Planning Commission has signed the Joint Procurement Framework Agreement for Medical Consumables in Beijing Tianjin Hebei Public Hospitals with the Tianjin and Hebei Health and Family Planning Commissions in advance, and formulated the Joint Procurement Work Plan for Medical Consumables in Beijing Tianjin Hebei Public Hospitals and the Implementation Plan for the First Batch of Joint Procurement of Medical Consumables in Beijing Tianjin Hebei Public Hospitals, The purpose is to achieve "one platform, collaborative linkage, transparency and online procurement", and further reduce the inflated prices of consumables.
4. Price supervision of high-value medical consumables, especially medical consumables for implant intervention
It is mainly to standardize the use and management of high-value consumables in medical institutions, promote the service marking work of medical institutions, and investigate and deal with the price violations such as overcharging, overcharging or disguised overcharging of medical consumables beyond the charging range, and charging medical consumables beyond the specified markup rate.
5. Information disclosure of medical consumables
Medical institutions should include the purchase price of medical consumables, the total consumption, and the proportion of health materials into the scope of hospital affairs disclosure, follow the principles of safety, efficiency, economy, and appropriateness, promote the rational purchase and use of medical consumables, and reduce the proportion of health materials. The Municipal Health and Family Planning Commission plans to gradually require public medical institutions to report the purchase and use of medical consumables on a regular basis to form a medical consumables purchase database for public medical institutions throughout the city. At that time, public medical institutions should share the procurement information of other units in a timely manner. If the procurement price is significantly higher than that of other medical institutions in our city, the procurement price must be adjusted in a timely manner.
6. Continue to do a good job in medical quality and safety management and comprehensive supervision of medical institutions
Include the use of medical consumables into the hospital management evaluation system, establish a monitoring system, a dynamic monitoring system and an abnormal early warning mechanism for the use of medical consumables, and carry out the quality evaluation of medical consumables.
7. Investigate and deal with medical personnel's behaviors such as over inspection, over treatment, over use of medical consumables and violation of the "nine prohibitions"
Medical institutions are strictly prohibited from counting the consumption information and brand information of medical consumables related to individual physicians and clinical departments for improper commercial purposes, and shall not take the purchase and use of medical consumables as the basis for economic distribution of relevant management departments and clinical departments. Medical institutions and medical personnel shall not seek illegitimate economic benefits in the purchase and use of medical consumables.
8、 Check the purchase behavior of medical institutions' consumables and equipment used together with the consumables
Including the tying of consumables and the sale of supporting equipment in the form of fake lease, donation, equipment delivery and other forms, which are suspected of commercial bribery and unfair competition.
9. Explore the establishment of a long-term supervision mechanism for medical consumables
Including: establishment of Sunshine Procurement System; Comprehensive evaluation and application of medical consumables; Internal management system of medical consumables in medical institutions; Strengthen the hospital information management level of medical consumables, monitor, evaluate and rectify the use of key high-value medical consumables; Strictly control the temporary purchase of medical consumables; The health and family planning administrative department has explored to establish a mechanism for data collection, analysis, evaluation and reporting of the use of medical consumables.
10. Increase publicity
The focus is on the practice, experience and effectiveness of medical consumables supervision, focusing on positive publicity.
The nine departments of Beijing will establish a long-term joint conference mechanism, regularly study and solve the weak links and prominent problems in the field of medicine purchase and marketing and medical service, and propose targeted policies and measures.
