2023 Hubei Three Branches and One Support Recruitment Announcement

In order to comprehensively promote the overall situation of rural revitalization, strengthen the construction of rural talent team, better implement the "talent gathering in Jingchu" project, guide college graduates to work and start businesses at the grass-roots level, in 2023, our province will continue to select college graduates to work at the grass-roots level to support agriculture, medicine, rural revitalization and other services (referred to as the "three support and one support" plan). Relevant matters are hereby announced as follows:

1、 Recruitment plan

(I) Recruitment quota: 2005

2、 Recruitment objects and conditions

(1) Recruitment target: college graduates who will graduate from 2021 to 2023 (the deadline is July 31, 2023), and those with college degree or above (there is no limit to the length of graduation for applying for medical posts). The graduates of full-time senior class and preparatory technician class of technical colleges in our province can apply for the recruitment posts that meet the post qualification conditions by referring to the college and undergraduate qualifications respectively.

(2) Recruitment conditions:

1. Love the socialist motherland, support the Constitution of the People's Republic of China, support the leadership of the Communist Party of China and the socialist system; Love rural grass-roots work; Have corresponding professional knowledge and business ability; Have the physical condition and psychological quality to perform the duties normally; Have the spirit of dedication, discipline and law-abiding, and decent style;

2. The age is below 28 (born after July 31, 1995), and the degree of master degree or above is extended to below 30 (born after July 31, 1993);

3. Other qualifications that meet the requirements of recruitment posts, and medical support posts must be college graduates of medical and health related majors.

In case of any of the following circumstances, registration is not allowed:

1. Those who have received criminal punishment, Party discipline and government affairs punishment such as dismissal from the Communist Party of China, dismissal from public office, etc;

2. Those suspected of violating laws and disciplines are under review or judicial investigation has not yet reached a conclusion;

3. Violation of rules and regulations in the examination is within the forbidden period;

4. Those who have participated in the service of "three supports and one support";

5. Other circumstances stipulated by laws and regulations.

3、 Recruitment procedure

In 2023, we will recruit and assign college graduates of "three supports and one support", adhere to the principles of openness, equality, competition and merit, and follow the following procedures:

(1) Query Position

Candidates can log on to Hubei Personnel Examination Network from April 19( http://www.hbsrsksy.cn )Query. The specific recruitment plan and job requirements for each service post in each region are detailed in the 2023 Hubei "Three Supports and One Support" College Graduates Recruitment and Assignment Plan. (2) Online registration

1. Submit the application for examination. The registration time is from 10:00 on April 21 to 17:00 on April 27. The applicants log in to Hubei Personnel Examination Network and register their identity, education background and degree information according to the registration system prompts. The registration time is from 10:00 on April 21 to 15:00 on April 27. Unregistered persons cannot register. Please fill in the relevant information truthfully, upload your electronic photo, and select the appropriate position to submit your application. Each ID card number and mobile phone number can only be registered once, and applicants can only select one position to register.

2. Submit reference commitment. No registration fee will be charged for this exam, and applicants need to submit a Letter of Commitment for Reference for confirmation. Those who fail to fill in the form within the time limit shall be deemed to have waived the examination qualification. Those who have abandoned the examination after confirming their reference shall not apply for the provincial "three supports and one support" plan again, and shall be recorded in the examination integrity archive.

3. Submit the application for bonus points. If the family members from poor families (including the monitoring objects) and the students from Xinjiang and Tibet apply for the provincial "three supports and one support" plan, 3 points will be added to the written test scores. After submitting the Letter of Commitment for Reference, the qualified personnel will enter the next step according to the system prompts to fill in the application for bonus points and submit relevant supporting materials as required. The provincial "three supports and one support" office will verify the application for bonus points and publicize it on the website of the Provincial Human Resources and Social Security Department. Failure to submit the application within the time limit will be deemed as automatic waiver of bonus points.

The applicants from poor families in the province need to fill in the address information of the identification place for filing and uploading the ID card photos; The applicants of out of poverty families outside the province need to fill in the address information of the place where the card is filed and identified, upload the ID card photo, the screenshot of the basic information of the personnel in the National Poverty Prevention Monitoring and Linkage Promotion of Rural Revitalization Information System (sealed and confirmed by the local village committee or neighborhood committee); Candidates from places of origin of Xinjiang and Tibet should provide the relevant information of the place of origin of students during the college entrance examination, the Register of Freshmen Admitted to Ordinary Colleges and Universities in XXXX, XX Province (sealed by the relevant departments of the colleges and universities, photographed and uploaded).

(3) Qualification examination

During the registration period, the "three branches and one support" offices of each city, prefecture and county together with the competent department of the employer will review the basic information of the candidates. The candidates can log on the Hubei Provincial Personnel Examination Website to check whether they have passed the preliminary qualification examination. Those who fail to pass the examination can consult the "three supports and one support" office of the place where they apply to change to other service posts; If the application for examination has been submitted but not yet reviewed or has passed the preliminary qualification review, the individual application information or other service positions cannot be modified. After 17:00 on April 27, all personnel can't change their positions. Please arrange the registration time reasonably to avoid missing the exam opportunity due to failure in the preliminary qualification examination after the registration deadline.

Qualification review runs through the whole process of recruitment. Anyone who is dishonest in applying for the exam or provides false information will be verified at any link of recruitment, and the recruitment qualification will be immediately cancelled. All responsibilities will be borne by the applicant.

(4) Print admission card

Applicants who have passed the qualification review will log on to the registration system of Hubei Provincial Personnel Examination Network from 10:00 on May 16 to 09:30 on May 20, download and print their Entrance Examination Permit (A4 paper is used for printing, black and white, and color can be used to ensure clear handwriting and photos).

The examination permit is the voucher that needs to be presented for the written examination, qualification review, interview and other links. The applicants should keep it properly or print several copies for retention.

(5) Recruitment examination

The public recruitment examination is divided into written examination and interview. The written examination is organized by the provincial "three branches and one support" office and held in Wuhan. The interview is organized and implemented by the "three branches and one support" offices of each city and prefecture respectively.

1. Arrangement of written examination. The examination will be held from 09:00 to 11:00 (120 minutes) on May 20, 2023, and the written subject will be the Comprehensive Competence Test, which mainly examines the basic qualities of applicants, such as administrative professional ability, ability to analyze and solve problems, and ability to express in words. The full score is 100, and the exam is conducted in a closed book manner (no tutorial book is designated and no coaching training is carried out for this exam). See the Examination Permit for details of the exam location and precautions. During the examination, applicants shall enter the examination room with their "Admission Card", original valid ID card or original temporary ID card within the validity period.

The written examination results will be released in the first ten days of June 2023. Candidates can log on to the Hubei Provincial Personnel Examination Website to query the written examination results. The written examination is scored by objective questions machine and subjective questions network. There is no manual scoring and mark adding process. Except for special circumstances such as zero score and absence from the examination, candidates are not allowed to apply for score checking. The minimum qualified score shall be determined by the "three branches and one support" offices of cities and prefectures, and published in the qualification review announcement or interview announcement.

2. Qualification review. According to the written examination results of the candidates, the list of candidates for the interview qualification review shall be determined from high score to low score according to the ratio of 1:3. If the proportion is less than 1:3, it shall be determined according to the actual reference number. If more than one person has the same score in the written examination and enters 1:3 at the same time, they will enter the interview qualification review together. Before the interview, the "three supports and one support" offices of cities and prefectures shall review the qualifications of the candidates, and check the ID cards, original academic certificates of the candidates and the Registration Form of the "three supports and one support" plan for college graduates in Hubei Province in 2023. Those who do not meet the recruitment conditions will be disqualified for interview. Applicants who fail to participate in the reexamination of interview qualifications at the specified time and place shall be deemed to have given up the interview automatically, and among those who have reached the minimum qualified score line in the written examination at the same position, they shall be supplemented according to the high score to the low score.

3. Interview arrangement. The time and place of the interview will be notified by the "three support and one support" offices of cities and prefectures. The written examination, interview results and total scores shall be rounded to two decimal places. Total score=written examination score × 50%+interview score × 50%. The applicants for the same position whose total scores are tied at the bottom, and the applicants with high scores in the written examination enter the next link. If the written examination and interview results are the same, the candidates shall be determined in accordance with the principle of giving priority to the families out of poverty (including the monitoring objects), returning to their original places of origin, professional counterparts, party members, and highly educated people. After the written examination and interview, the cities and prefectures will publicize the candidates for the physical examination. The vacant posts will be filled by the provincial "three support and one support" office. The applicants should keep communication unblocked.

Applicants should keep communication unblocked during the examination, especially during qualification review, interview and compensation. After the communication mode is changed, they should actively inform the recruitment authority to avoid missing employment opportunities.

(6) Physical examination and pre job training

In the middle of July, organize the physical examination and pre job training for the personnel to be recruited. The standard of physical examination shall be implemented in accordance with the Notice on Revising the General Standard of Physical Examination for Civil Servants (Trial) and the Operation Manual of Physical Examination for Civil Servants (Trial) (RSBF [2016] No. 140) issued by the Ministry of Human Resources and Social Security, the Health and Family Planning Commission and the National Civil Service Bureau. Those who do not meet the conditions of physical examination or fail to pass the pre job training assessment shall be disqualified for recruitment, And according to the total score from high score to low score, make up in equal amount.

(7) Publicity

In late July, all cities and prefectures will publicize the list of personnel to be recruited. During the publicity period, those who reflect that they do not meet the recruitment and assignment conditions and are verified by investigation will be disqualified from recruitment, and will be compensated in equal amounts according to the total score from high to low.

(8) Appoint to the post

At the end of July, the recruiters reported to the "three supports and one support" office of the county (city, district) where the service post is located, and signed the service agreement. Those who fail to report within the time limit shall be deemed to have given up voluntarily.

(9) Handling of violations

Candidates and staff members who violate the rules of recruitment, selection and examination discipline shall be dealt with in accordance with the relevant provisions, and those suspected of committing crimes shall be promptly transferred to the judicial organ for handling.

4、 Preferential policies

(1) Treatment during service

1. Living allowance. During the basic level service period of "three supports and one support" college graduates, they are entitled to a monthly living allowance. The standard of living allowance is determined according to the salary income level of the staff newly hired from college graduates by the local township authorities or public institutions after the probation period expires, and is dynamically adjusted according to the price and the treatment level of the staff at the same position. Those who serve in 37 key counties for rural revitalization can implement living subsidies at one to two levels of high fixed salary according to relevant national and provincial regulations.

2. Social insurance. Participate in basic pension, medical, unemployment, work-related injury and other social insurance as required; Each person will be granted a transportation subsidy of 400 yuan per year, and large amount medical insurance and personal accident insurance will be handled according to the standard of 200 yuan per year.

3. Settlement allowance. According to the standard of 3000 yuan per person, a one-time settlement allowance will be given to each newly recruited "three supports and one support" person who has served for more than 6 months.

(2) Preferential policies for service expiration

1. Orientation examination for civil servants. Each year, a certain number of posts will be put forward for the targeted examination of service grassroots project personnel, such as the "three supports and one support" plan, who have passed the assessment after the service period.

2. Special absorption by public institutions. For the "three supports and one support" personnel who have passed the assessment after the service period and are willing to stay at the grass-roots level, when there is a vacancy in the county (city, district) public institution where the original service unit is located, they can be recruited through public assessment by the personnel general management department of the local public institution in conjunction with the staffing department and other departments.

3. Special recruitment of public institutions. When public recruitment of staff is carried out in local institutions, a certain number or proportion of posts can be allocated according to the actual situation of the region, and special recruitment can be carried out for those who have passed the assessment after the service period of "three supports and one support", or the principle of priority can be reflected by increasing the total score of written examination subjects by 5 points. The special recruitment and bonus preferential measures are not implemented at the same time, and the specific preferential measures shall be specified by the competent recruitment department in the recruitment announcement.

4. Encourage further study. If the "three supports and one support" personnel who have passed the assessment at the end of the period take part in the national postgraduate entrance examination within three years, 10 points will be added to the total score of the preliminary examination, and priority will be given to admission under the same conditions. The university reserves the admission qualification for graduates who have been admitted as graduate students to participate in the "three supports and one support" program.

5. Support self employment and entrepreneurship. Rely on local public employment and talent service institutions to provide targeted employment services for those who have completed their self employment service. Provide "one-on-one" employment assistance for those who have difficulty in employment. Include those who have completed their service with entrepreneurial intention into the scope of entrepreneurial support, and provide entrepreneurial training, incubation and other services for qualified personnel.

(3) Qualification examination

The public recruitment examination is divided into written examination and interview. The written examination is organized by the provincial "three branches and one support" office and held in Wuhan. Candidates need to obey the arrangements and requirements of the examination organizer and the examination site school for epidemic prevention, observe the on-site epidemic prevention rules, and cooperate with the health and epidemic prevention work (see the Instructions to Candidates for Admission to Examination and the Instructions to Epidemic Prevention and Control for specific requirements). The registration time for Hubei three supports and one support is from 10:00 on May 20 to 17:00 on May 25. In order to consolidate the effective connection between the achievements of poverty alleviation and rural revitalization, and accelerate the revitalization of rural talents, in 2021, our province will continue to select college graduates to work at the grass-roots level to support agriculture, medical services, rural revitalization and other services (referred to as the "three supports and one support" plan). Relevant matters are hereby announced as follows:

1、 Recruitment plan

(1) Recruitment quota: 2000.

(2) Service posts: grass-roots units in counties (cities, districts) and townships (towns) across the province are engaged in services such as supporting agriculture, supporting medicine, helping rural revitalization, youth affairs, human resources and social security, water conservancy, the Disabled Persons' Federation, cultural tourism, supply and marketing cooperation, etc.

(3) Service period: 2 years.

2、 Recruitment objects and conditions

(1) Recruitment target: college graduates who graduated from 2019 to 2021 (the deadline is July 31, 2021), and those with full-time college degree or above in ordinary colleges and universities (there is no limit to the length of graduation for applying for medical posts).

(2) Recruitment conditions:

1. Good political and ideological quality, love the socialist motherland, love the work at the grass-roots level in rural areas, and support the Party's basic line and principles and policies; Good academic performance and corresponding professional knowledge; Have the spirit of dedication, discipline and law-abiding, and decent style; Physical and mental health;

3、 Recruitment procedure

In 2021, we will recruit and assign college graduates of "three supports and one support", adhere to the principles of openness, equality, competition and merit, and follow the following procedures:

(1) Query Position

Candidates will log on to Hubei Personnel Examination Network from now on( http://www.hbsrsksy.cn )Query. The specific recruitment plan and job requirements for each service post in each region are detailed in the 2021 Hubei "Three Supports and One Support" College Graduates Recruitment and Assignment Plan. (2) Online registration

1. This recruitment is conducted through online registration.

2、 The registration time is from 10:00 on May 20 to 17:00 on May 25.

3. The examinee logs on to Hubei Personnel Examination Network, registers according to the network prompts, truthfully fills in the relevant information, uploads his/her electronic photo, and selects the appropriate position to submit the application. Each ID card number and mobile phone number can only be registered once.

4. Only one position can be selected for enrollment.

Anyone who fails to apply for the exam in good faith or provides false information shall be verified at any link of the recruitment work, and the recruitment qualification shall be immediately cancelled, all responsibilities shall be borne by the examinee.

(3) Qualification examination

During the registration period, the "three supports and one support" offices of cities, prefectures and counties shall review the basic information of applicants together with the competent department of the employer. Candidates who fail to pass the examination may apply for other service positions; Candidates who have passed the review cannot modify their personal application information or apply for other service positions. Candidates can pay attention to the qualification review results in due time. The review deadline is 12:00 on May 26.

Candidates who have passed the qualification review should follow the public account of "Hubei People's Society" before 17:00 on May 26, and select "Reference Commitment" in the menu bar "Micro interaction" on the home page of the public account to enter the filling page, fill in relevant information and submit it as required. Those who fail to submit the Letter of Commitment for Reference on time and as required shall be deemed to have given up the examination automatically. Those who have abandoned the examination after submitting the Letter of Commitment for Reference may not apply for the provincial "three supports and one support" plan again.

(4) Print admission card

There is no charge for this exam. Candidates who have passed the qualification review and submitted the Reference Commitment Letter will log on to the relevant pages of Hubei Personnel Examination Network from June 4 to June 6, and print their Admission Certificates according to the network prompts (A4 paper is used for printing, black and white, and color can be used to ensure clear handwriting and photos).

(5) Recruitment examination

The public recruitment examination is divided into written examination and interview. The written examination is organized by the provincial "three branches and one support" office and held in Wuhan. The interview is organized and implemented by the "three branches and one support" offices of each city and prefecture respectively.

1. Arrangement of written examination. The examination will be held from 9:00 to 11:00 (120 minutes) on June 6, 2021, and the written subject will be the Comprehensive Ability Test, which will mainly examine the basic qualities of the candidates, such as administrative professional ability, ability to analyze and solve problems, and ability to express themselves in words. The full score is 100, and the exam is conducted in a closed book manner (no tutorial book is designated and no coaching training is carried out for this exam). See the Examination Permit for details of the exam location and precautions. Candidates need to bring their "Admission Card" and the original second-generation ID card into the examination room.

Candidates should consciously obey the arrangements for epidemic prevention work of the examination organizer, observe the on-site epidemic prevention rules, and cooperate with the health and epidemic prevention work. Candidates who take the exam must issue a health code or relevant certificate. Those whose health code is "green code" and whose body temperature is below 37.3 ℃ can enter the site. Those who do not obey the arrangements for epidemic prevention shall be disqualified from the examination. In case of violation of the Law of the People's Republic of China on the Prevention and Control of Infectious Diseases and other laws and regulations, relevant responsibilities shall be investigated according to law.

For candidates from poor families and candidates from Xinjiang and Tibet (including Xinjiang Tibetan residents and students) who apply for the provincial "three supports and one support" program, 3 points will be added to their written test scores. After the written examination, the examinees who meet the requirements for bonus points pay attention to the public account of "Hubei People's Society", select "Application for bonus points" in the menu bar "Micro interaction" on the home page of the public account to enter the filling page, fill in relevant information as required and submit it before June 15. The provincial "three supports and one support" office will verify the application for bonus points according to the database information of the provincial poverty alleviation office and the information of Xuexin Network, and publicize it on the website of the provincial human resources and social security department. If the application is not submitted within the time limit, it will be deemed as automatically giving up the bonus points.

The written examination results will be released before the end of June 2021. Candidates can log on Hubei Personnel Examination Website to query the written examination results. The specific time will be notified later.

2. Qualification review. After the written examination, the candidates for the interview qualification review shall be determined according to the ratio of 1:3 of the number of candidates for recruitment positions and the number of applicants according to the written examination scores from high to low. If the proportion is less than 1:3, it shall be determined according to the actual reference number. If more than one person has the same score in the written examination and enters 1:3 at the same time, they will enter the interview qualification review together. The re examiners of the qualification for the interview download and print the Registration Form of "Three Supports and One Support" Plan for College Graduates in Hubei Province in 2021 (download and fill in the form from Hubei Personnel Examination Network, in quintuplicate, front and back printed). Before the interview, the "three supports and one support" offices of all cities (prefectures) will review the qualifications of the candidates, and must check the ID card of the candidates, the original academic certificate and the Registration Form of the 2021 "Three Supports and One Support" Plan for College Graduates in Hubei Province. Those who do not meet the recruitment conditions will be disqualified for interview. If the examinee fails to participate in the reexamination of the interview qualification at the specified time and place, it shall be deemed that he/she has automatically given up the interview, and he/she shall be supplemented from the qualified personnel in the written examination according to the high score to the low score.

3. Interview arrangement. The time and place of the interview will be notified by the "three support and one support" offices of cities and prefectures. The written examination, interview results and total scores shall be rounded to two decimal places. Total score=written examination score × 50%+interview score × 50%. If the total scores of the candidates for the same position are tied at the bottom, the candidates with high written scores will enter the next link. If the written examination and interview results are the same, the candidates shall be determined according to the principles of family members who have left poor families, party members who have priority, high education background, professional counterparts who have priority, and returning home. After the written examination and interview, all cities and prefectures will publicize the candidates for the physical examination. The vacant posts will be filled by the provincial "three support and one support" office, and the examinees will be asked to keep communication unblocked.

(6) Physical examination and pre job training

In late July, the provincial "three supports and one support" office organized the physical examination and pre job training of the proposed recruits. The standard of physical examination shall be implemented in accordance with the Notice on Revising the General Standard of Physical Examination for Civil Servants (Trial) and the Operation Manual of Physical Examination for Civil Servants (Trial) (RSBF [2016] No. 140) issued by the Ministry of Human Resources and Social Security, the Health and Family Planning Commission and the National Civil Service Bureau. Those who do not meet the conditions of physical examination or fail to pass the pre job training assessment shall be disqualified for recruitment, And according to the total score from high score to low score, make up in equal amount.

(7) Publicity

At the end of July, all cities and prefectures will publicize the list of personnel to be recruited. During the publicity period, those who reflect that they do not meet the recruitment and assignment conditions and are verified by investigation will be disqualified from recruitment, and will be compensated in equal amounts according to the total score from high to low.

(8) Appoint to the post

In the first ten days of August, the recruiters reported to the "three supports and one support" office of the county (city, district) where the service post is located, and signed the service agreement. Those who fail to report within the time limit shall be deemed to have given up voluntarily.

4、 Preferential policies

(1) Treatment during service

1. Subsidy. During the basic level service period of "three supports and one support" college graduates, they are entitled to a monthly living allowance. The standard of living allowance is determined by reference to the standard of the salary income of the staff newly hired from college graduates by local township institutions after the probation period. Those who serve in 37 key counties for rural revitalization can implement living subsidies at one to two levels of high fixed salary according to relevant national and provincial regulations.

2. Social insurance. Five social insurances, namely, basic old-age insurance, basic medical insurance, work-related injury insurance, unemployment insurance and maternity insurance, shall be handled according to the insurance policy for local urban employees; Each person will be granted a transportation subsidy of 400 yuan per year, and large amount medical insurance and personal accident insurance will be handled according to the standard of 200 yuan per year.

3. Subsidy for settling in expenses. According to the standard of 3000 yuan per person, a one-time settlement allowance will be given to each newly recruited "three supports and one support" person who has served for more than 6 months.

(2) Preferential policies for service expiration

1. Orientation examination for civil servants. Each year, a certain number of posts will be offered for targeted examination of college students who have passed the assessment of "three supports and one support" after the service period.

2. Special absorption by public institutions. In accordance with the spirit of the Notice of the Provincial Department of Human Resources and Social Security of the Organization Department of the Provincial Party Committee on Coping with the Impact of the COVID-19 Epidemic and Doing a Good Job in the Public Recruitment of College Graduates by Public Institutions across the Province (ER SF [2020] No. 10), the Provincial Department of Human Resources and Social Security has organized the recruitment of personnel who participated in the "Three Supports and One Support" plan in 2020 and 2021, and have completed their service and passed the assessment, If there are job vacancies in the grass-roots institutions, they can be directly employed, and no probation period will be agreed.
