2023 Chongqing Three Branches and One Support Recruitment Announcement

1、 Recruitment quota

In 2023, Chongqing will publicly recruit 822 "three supports and one support" personnel. The specific recruitment plan is detailed in the List of Job Requirements for Chongqing to Recruit "Three Supports and One Support" Personnel in 2023 (Annex 1).

2、 Recruitment objects and conditions

(1) Recruitment target.

1. The recruitment target is graduates who have participated in the national unified college entrance examination and obtained college degree or above (degree) of ordinary colleges and universities (including the post of specially recruited retired soldiers from college graduates). On the premise that graduates of technical colleges meet other conditions such as specialty, graduates of the preparatory technician (technician) class can apply for positions with a bachelor's degree, and graduates of the senior class can apply for positions with a college degree.

2. By June 30, 2023: under the age of 30 (born after June 30, 1992); Retired soldiers of college graduates, doctoral and master graduates, who have obtained intermediate professional titles, are under 35 years old (born after June 30, 1987).

3. Candidates must obtain a diploma before July 31, 2023, and graduates with undergraduate degrees must also obtain a degree certificate at the same time. Graduates with a postgraduate degree must obtain a diploma (degree) before December 31, 2023. Those who have not obtained academic (degree) certificates (including previous ones) will be disqualified from recruitment. Those who graduate from overseas universities must also issue the diploma (degree) certification issued by the China Service Center for Studying Abroad of the Ministry of Education at the time of qualification review (before the interview).

(2) Basic conditions.

1. People's Republic of China nationality, law-abiding, good ideological and political quality, and support the Party's line, principles and policies;

2. Be willing to work at the grass-roots level and have a strong spirit of hardship and dedication;

3. Have good moral character;

4. Be physically and mentally healthy, and be competent for the work at the township level;

5. Meet other conditions specified by laws and regulations.

(3) The following personnel shall not take the recruitment examination.

1. Active servicemen, non recent graduates in school, in-service personnel of government agencies and institutions (including probationary personnel);

2. On duty "three supports and one support" personnel;

3. Have been dismissed from public service;

4. Persons who have received criminal punishment for crimes;

5. Other personnel who are not allowed to apply for recruitment as stipulated by laws, regulations and policies.

(4) Special instructions.

1. The professional qualification review shall be subject to the professional name specified in the university graduation certificate (excluding the certificates related to minor majors or minor degrees) of ordinary colleges and universities. Candidates should fill in the graduation majors in good faith, accurately and in a standardized manner when registering. Major names refer to the Catalogue of Disciplines (Specialties) of Ordinary Colleges and Universities (2022) (Annex 7), the Catalogue of Undergraduate Specialties of Ordinary Colleges and Universities (2022) (Annex 8) and the Catalogue of Specialties of Public Officials for Examination in Chongqing (revised in the second half of 2015) (Annex 9) issued by the national education administrative department The National Catalogue of Technical Colleges and Universities (2018 Revision) (Annex 10) and the Catalogue of Vocational Education Professions (2021) (Annex 11) were carried out. 2. This announcement requires that the qualifications for various professions (practices) shall be subject to the original certificate or the supporting materials provided by the issuing authority. Unless otherwise specified, they shall be provided during the qualification examination (reexamination).

3、 Recruitment methods and procedures

The examination adopts the online registration method, and implements the integrity registration system.

Adhere to the principle of "openness, equality, competition and merit", and the specific procedures are as follows:

(1) Register online.

This recruitment is all online. Registration time is 9:00 a.m. on April 12, 2023 to 9:00 a.m. on April 19, 2023 The registration website is the official website of Chongqing Human Resources and Social Security Bureau (rlsbj. cq. gov.cn). Click "Online Registration for Personnel Examination" on the "I Want to Run" page to enter the home page of the registration system. Before registration, applicants should carefully read the list of job requirements (Annex 1) and choose a job that meets their own conditions.

(2) Preliminary qualification.

The human resources and social security departments of the relevant districts and counties (autonomous counties) in Chongqing will complete the preliminary qualification review within one working day after the successful submission of the applicants' registration according to the information filled in by the applicants online and compared with the recruitment post conditions. Those who fail to pass the preliminary review can be modified or reported to other qualified positions before 9:00 a.m. on April 20, 2023. If they pass the review, no information can be modified.

(3) Pay online.

Applicants who have passed the examination must pay the fees online on the registration website before 9:00 a.m. on April 21, 2023 (the written examination fee is 50 yuan per subject per person). Those who fail to complete the payment as required are deemed to have automatically given up the examination qualification.

After the children of zero employment families, children of urban and rural low-income families, and disabled examinees (hereinafter referred to as "three categories of examinees") in the county (autonomous county) where their household registration is located apply for the recruitment position in their own district (autonomous county) and pay the fees successfully, they can go through the formalities of reducing or remitting the examination fees with the relevant certification materials (Annex 2).

If the ratio between the number of applicants and the number of job recruitment plans is less than 2:1, the number of proposed recruitment quota will be reduced until cancelled. Among them, if the proportion of medical and health posts has not reached the entrance examination proportion, the examination can be started without decreasing the index. For a post whose recruitment is cancelled because the number of applicants fails to reach the proportion of the written examination, Chongqing Personnel Examination Center will refund the paid applicants for the post or adjust them to other posts that meet the application conditions after obtaining their consent.

(4) Print the admission card.

For successful candidates, please log on the registration website to print the admission card between 9:00 a.m. on May 15 and 10:00 a.m. on May 20, 2023.

(5) Written examination.

The written examination is organized by Chongqing Human Resources and Social Security Bureau.

1. Written examination content: written examination subjects include Vocational Aptitude Test and Writing Two families. The Vocational Aptitude Test is an objective test, and the Writing Test is a subjective test, with the full score of 100 points per subject. For details, see the Examination Outline for Chongqing to Recruit College Graduates with "Three Supports and One Support" in 2023 (Annex 3). In order to reflect the principle of classification, the examination paper of Vocational Aptitude Test is divided into three types according to the position: the type of examination for educational posts is Vocational Aptitude Test (Educational), the type of examination for health posts is Vocational Aptitude Test (Health), and the type of examination for other posts is Vocational Aptitude Test (Comprehensive). The written examination is conducted in a closed book manner. No examination book is designated, and no training institution is entrusted to conduct pre examination training.

2. Written examination time: proposed May 20, 2023 (Saturday) In the morning. Set up examination sites in the main urban area of Chongqing (see the admission card for details of time and place). Candidates shall take the examination at the time and place specified on the examination permit, together with their examination permit and their valid resident identity card (consistent with the registration).

3. Score inquiry: After the completion of the written examination, the competent department of the "three supports and one support" plan will divide the minimum qualified score line of the written examination for various posts according to the area (Annex 4). (6) Interview qualification review.

1. The interview qualification review will be organized by the human resources and social security departments of each district/county (autonomous county) in the first ten days of July 2023. Only those who pass the qualification review can enter the interview (professional competence test) link. From the list of candidates who have reached the minimum qualified score line in the written examination, the interviewees shall be determined according to the specified interview proportion (medical and health posts are not subject to the 2:1 ratio) from high score to low score. If there is a vacancy of interviewees due to the candidate's giving up, disqualification and other reasons, with the approval of the competent department of the city's "three supports and one support" plan, the candidates who have reached the minimum qualified score line in the written examination for the same position can fill in the vacancy from high score to low score. If the last candidate's scores are tied, he or she will enter the interview at the same time. If the relevant proportion is still not reached after the compensation, it shall be handled as follows:

(1) If two or more persons are recruited for the same post, but the number of persons who pass the written examination for the same post does not reach 2:1 but is greater than 1:1, all the persons who pass the written examination will enter the qualification review. If it is less than 1:1, the number of recruitment posts will be reduced until it meets the requirements.

(2) If the number of recruitment posts is 1, but the number of qualified candidates in the written examination for the same post does not reach 2:1, the number of recruitment posts will be included in the quota of the adjustment plan (medical and health posts are not subject to the 2:1 ratio).

(3) If the interviewees enter the interview according to 3:1, if they do not reach 3:1 but are greater than 2:1, all the qualified persons in the written examination will enter the qualification review. If 2:1 is not reached, the number of recruitment posts will be reduced until they meet the requirements.

2. "Three types of candidates" for recruitment positions in the county (autonomous county) where the registered permanent residence is located, those whose written test scores are 2:1 from high to low (interviewers are 3:1, 3:1) are determined as qualified reexaminers, and do not occupy recruitment positions.

3. If there is no competition for the actual interviewees of the recruitment post after filling, the number of recruitment posts will be reduced until there is competition, and the reduced number will be included in the adjustment plan (medical posts are not subject to this restriction).

4. "Three types of examinees" who are recruited for positions in the county (autonomous county) where their registered permanent residence is located, and whose written examination scores are determined as qualified reexaminers according to the specified interview proportion from high to low, do not occupy the number of recruitment positions, and will enter the interview directly. Those who reach the qualified score of 60 points in the interview will enter the physical examination directly. Other candidates shall be re qualified according to the above rules.

5. During on-site qualification review, the applicant shall provide one original and one copy of certification materials. The supporting materials include:

(1) My written examination permit, ID card, diploma and degree card (if the new graduate has not received the diploma and degree card, the school of graduation must issue the original and one copy of the diploma and degree certificate), as well as other certification materials such as work experience and qualification certificate required by the recruitment post, At the same time, the registration information form printed after online registration and the Registration Form of Chongqing for Recruitment of "Three Supports and One Support" Personnel in 2023 (Annex 5, please download it on the official website of Chongqing Human Resources and Social Security Bureau) shall be provided, and the qualification review shall be carried out at the human and social security department of the district/county (autonomous county) where the application is made.

(2) "Three types of examinees" shall provide corresponding legal and valid certification materials according to the requirements of exemption from examination fees.

⑶ Returned overseas students shall provide the certificate of overseas academic qualifications (degrees) issued by the Overseas Study Service Center of the Ministry of Education.

If the examinee fails to participate in the qualification review at the specified time and place, it shall be deemed that he/she has given up automatically; If the qualification reexamination fails to meet the conditions, the recruitment qualification shall be cancelled.

Special note: qualification review runs through the whole process of recruitment and service. Those who provide false application materials will be disqualified once verified; Those involved in forging or altering relevant certificates, materials and information to defraud examination qualifications will be dealt with seriously according to relevant regulations.

(7) Interview.

Those who have passed the qualification review will participate in the interview according to the regulations. The interview will be uniformly arranged by Chongqing Human Resources and Social Security Bureau. The human resources and social security departments of each district/county (autonomous county) will organize the implementation of the interview on the next day of the qualification review, focusing on the comprehensive analysis ability, language expression ability, organization and coordination ability, behavior and appearance of the interviewees. The total score of the interview is 100 points, and those below 60 points will be disqualified. To apply for education service posts, interview will be carried out after adding trial teaching and trial teaching links, according to the requirements of professional ability test proportion and interview proportion of the applied posts.

The recruitment unit shall publish the total score (two digits after the decimal point) and the list of physical examinees to the candidates on the day when the interview ends.

The total score of candidates without professional competence test position=(professional aptitude test+writing) ÷ 2 × 60%+interview score × 40%.

The total score of candidates with professional competence test posts=(professional aptitude test+writing) ÷ 2 × 60%+(interview score × 60%+professional competence test score × 40%) × 40%.

Application for the position of education service institution: if there is a professional ability test, the staff shall be determined in a ratio of 3:1 according to the written test scores from high to low, and the corresponding trial teaching, trial teaching and interview links shall be conducted. The calculation method of "total score=[professional aptitude test (education)+writing] ÷ 2 × 60%+[interview score × 60%+professional ability test score × 40%] × 40%"; If there is no "professional ability test", the personnel shall be determined by the ratio of 2:1 according to the written test scores from high to low, and the total score of candidates for positions without professional ability test=(professional ability orientation test+writing) ÷ 2 × 60%+interview score × 40%.

The score shall be kept to two decimal places.

(8) Physical examination.

Among the interview qualified personnel, the physical examination personnel shall be determined according to the ratio of 1:1 of recruitment index from high score to low score for the same position based on the total score. The human resources and social security department of the district/county (autonomous county) applying for the examination shall organize a physical examination in the hospital at or above the district/county level on the next day of the interview. The physical examination standards shall refer to the General Standards for Physical Examination of Civil Servants (Trial), the Operation Manual for Physical Examination of Civil Servants (Trial) and special requirements of the industry. Those who cannot adapt to work needs or cannot complete physical examination on schedule due to health reasons will be disqualified from recruitment. In addition to the items that should be re examined on the spot or on the same day according to relevant regulations and the results of the physical examination should be confirmed, candidates who have questions about the results of the physical examination can apply for re examination within 2 days from the date of receiving the notification of the conclusion of the physical examination. The re examination is only carried out once, and the physical examination result is subject to the re examination conclusion. Pregnant candidates participate in the physical examination, and they will not have gynecological and X-ray examinations at the time of physical examination. After the completion of the physical examination at the end of their pregnancy, they will make a conclusion of the physical examination and work with the new recruits in the next year (due to policy adjustment, the basic service project of the "three supports and one support" plan for college graduates will be cancelled, and the recruitment qualification will be cancelled accordingly).

(9) Fill by fill.

In case of any vacancy such as failing to participate in the physical examination within the specified time or failing to pass the physical examination and giving up, the candidates for the job interview can be determined by the same amount according to the total score from high to low (only once). If there is only one candidate for the job interview and the physical examination is unqualified or no one can fill the vacancy, the candidate will not be filled.

(10) Inspection.

Those who pass the physical examination shall be entrusted by the human resources and social security department of the district/county (autonomous county) where the candidate is located to conduct a comprehensive investigation on the candidates' ideological cultivation, political performance, ability and quality, discipline and law compliance, study and work conditions, and issue written investigation opinions, Fill in the Registration Form for Chongqing's Recruitment of "Three Supports and One Support" Personnel in 2023 (Annex 5) and affix the official seal.

(11) Adjust.

The positions that have not reached the specified interview proportion and have been reduced, still have vacancies after filling, failed to pass the examination or voluntarily abandoned are used for transfer. The specific adjustment method is to announce the transfer position on the official website of Chongqing Human Resources and Social Security Bureau. Candidates shall apply for the transfer position according to the requirements of the transfer position. One candidate can only transfer once, and only one transfer position is allowed. The district/county (autonomous county) human resources and social security departments shall determine the candidates for transfer according to the ratio of 2:1 (medical and health posts are not limited by the ratio of 2:1) and the written examination scores from high to low. (12) Publicity.

The list of personnel to be recruited shall be publicized by Chongqing Human Resources and Social Security Bureau on the official website of Chongqing Human Resources and Social Security Bureau in accordance with the provisions of the General Rules. The publicity content includes the name of the recruitment unit, the position to be recruited, the name, gender, date of birth, education background, major, graduate school (or work unit), total exam scores and other information of the personnel to be recruited, as well as the supervision telephone. The informant shall reflect the problem truthfully with his real name and provide necessary investigation clues.

The publicity period is 5 working days. At the expiration of the publicity period, if there are no problems or the problems reflected do not affect the recruitment, go through the recruitment procedures; If there are serious problems and the evidence is found, recruitment will not be allowed; If there are serious problems reported, but it is difficult to verify them for a while, the recruitment will be postponed until it is verified and a conclusion is made.

(13) Dispatch.

4、 Disciplinary requirements

(8) Adjust. If the personnel who enter the physical examination fail the physical examination or voluntarily give up, the personnel who pass the interview for the same position shall fill in according to the total score from high to low. (9) Publicity. The Chongqing Human Resources and Social Security Bureau, in accordance with the provisions of the General Rules, together with the relevant municipal departments, will determine the list of personnel to be recruited and publicize it on the Chongqing Human Resources and Social Security Network (rlsbj. cq. gov.cn) for 5 working days.

(10) Dispatch. If there is no problem or the problem does not affect the recruitment after the publicity, Chongqing Human Resources and Social Security Bureau, together with relevant municipal departments, will publish the list of recruiters on Chongqing Human Resources and Social Security Network (rlsbj. cq. gov.cn) The staff signed the "Three Supports and One Support" Plan Agreement for Chongqing University Graduates, and arranged specific service posts with relevant departments.

4、 Policy treatment

(1) The "three supports and one support" personnel shall be arranged by the district/county (autonomous county) human resources and social security bureaus and relevant departments to serve in grass-roots agricultural technology services, medical and health services, education, labor and social security, culture and other institutions according to the posts specified in the recruitment brochure. The service period is two years, and they will not stay at their posts after the service period expires.

(2) The standard of working and living allowance for "three supports and one support" personnel shall be determined by reference to the salary income level of newly employed staff in local grass-roots institutions as stipulated by the state, and shall be increased simultaneously. During the two-year service period, the district/county (autonomous county) human resources and social security bureaus shall handle social insurance uniformly.

(3) The length of service of the "three supports and one support" personnel who pass the recruitment (employment) examination and work in the organs and public institutions shall be calculated as the length of service.

(4) For the "three supports and one support" personnel who have passed the assessment after two years of service, they can be directly employed if there is a vacancy in their township basic level institutions, and no probation period will be agreed.

(5) The "three supports and one support" personnel with graduate education, who have served for one year and passed the annual assessment, shall be recruited as the staff of township institutions after being approved by the district/county (autonomous county) human resources and social security bureau according to the procedures.

(6) Those who pass the assessment of "three supports and one support" after the service period are regarded as those who have two years of grassroots work experience, and enjoy preferential policies for targeted recruitment of civil servants and public institution staff according to regulations. The supporting medical staff who meet the requirements of the Law of the People's Republic of China on Licensed Doctors and the relevant conditions for registration for the doctor qualification examination of the Health Commission may take the doctor qualification examination.

(7) Encourage "three supports and one support" personnel to obtain employment through multiple channels after their service expires. Those who choose their own jobs and start their own businesses shall enjoy employment, entrepreneurship, training and other support policies in accordance with relevant policies and regulations of the State and Chongqing Municipality.

(8) The public employment and talent service institutions affiliated to the human resources and social security departments at all levels should actively provide free entrepreneurship training, employment guidance, employment recommendation and other public services for the "three supports and one support" personnel who have completed their service to promote employment and entrepreneurship.

(9) The "three supports and one support" personnel can be employed as urban and rural grassroots social management, public service posts and community public welfare posts after passing the assessment after the service period and being recommended by the district/county (autonomous county) human resources and social security bureaus.

(10) If the "three supports and one support" personnel pass the assessment after their service expires and apply for the master's degree within three years, 10 points will be added to the total score of the preliminary examination, and priority will be given to admission under the same conditions. The university reserves the admission qualification for graduates who have been admitted as graduate students to participate in the "three supports and one support" program. Higher vocational (college) graduates who have passed the assessment after the completion of their service in the "Three Supports and One Support" program can be admitted to the undergraduate program of adult higher education without examination.

5、 Disciplinary requirements

The recruitment work should adhere to the principle of openness, fairness and justice. All relevant departments and units should attach great importance to it. They should strictly follow the procedures, standards and disciplines, carefully organize and implement it, and consciously accept the supervision of the discipline inspection and supervision departments and the society. Online application process for Chongqing to recruit "three supports and one support" personnel in 2021

1、 Submit application for examination

Candidates can log in Chongqing Human Resources and Social Security Network to enter the registration system from 9:00 on May 18 to 9:00 on May 24, 2021, and submit their applications. Candidates must carefully select their positions for registration, and once the registration has passed the preliminary qualification review, it cannot be changed. The new and old ID card numbers cannot be used for registration at the same time. The ID card used for registration and examination must be the same. When registering, applicants should carefully read the promise prompt of honesty, truthfully and accurately fill in all contents of the application information, upload their recent registration photos (jpg format, below 20kb), and accurately remember the registration number (the registration number is an important basis and key word for applicants to confirm their registration, download and print the examination permit, and query their scores). 2、 Preliminary qualification

The relevant district/county (autonomous county) human resources and social security bureaus will conduct the preliminary qualification review online according to the materials filled in online by the applicants and the post application requirements, and complete the preliminary review within 2 working days after the applicants register (the review may be delayed during national legal holidays). Those who meet the conditions for applying for the examination shall not refuse to apply; If the applicant fails to pass the examination, the reason shall be explained to the applicant. 3、 Query preliminary review results

Applicants should log on the registration website to check whether they have passed the preliminary qualification examination within 2 working days after filling in the registration information. Before 9:00 a.m. on May 26, 2021, if the information is wrong, it can be modified in time and the preliminary qualification review can be conducted again. Those who fail in the preliminary qualification examination cannot take the exam.

4、 Online payment

(1) After passing the preliminary qualification examination, the personnel must complete the online payment before 9:00 a.m. on May 28, 2021 (according to the provisions of the price management department, the examination fee standard is 50 yuan/person) for reference. Those who fail to pay the fees within the specified time after online registration shall be deemed to have automatically given up the application.
